Town Board Meeting
January 11, 2010
The Regular meeting of the Town
Board of Charlton, Saratoga County, New York was held at the Charlton Town Hall
and called to order by Supervisor Grattidge at 7:30pm.
Present: Councilman
Gardner, Councilman Lippiello, Councilman Salisbury, Councilman Verola, Supervisor
Grattidge, Town Clerk Brenda Mills, Attorney VanVranken.
Supervisor Grattidge lead the pledge of Allegiance.
APPROVAL OF MINUTES
A motion was made by Councilman Verola and seconded by
Councilman Lippiello to accept the minutes of the Town Board Meeting held on
December 14, 2009.
VOTE: All
Ayes, No Nays. CARRIED
A motion was made by Councilman Lippiello and seconded by
Councilman Verola to accept the minutes of the Town Board Agenda Meeting held
on December 29, 2009.
VOTE: All
Ayes, No Nays. CARRIED
APPROVAL OF ABSTRACT
A motion was made by Councilman Verola
and seconded by Councilman Lippiello to accept General Fundclaim numbers1001-1028 as
set forth in Abstract #101 in the amount of $54,366.82 and General Fund claim
numbers 909 -910 as set forth in Abstract #9912 in the amount of $1,117.89.
Vote: All Ayes, No Nays CARRIED
TOWN CLERKS REPORT
The Town
Clerk reported taking in $284.00 for the month of December. $220.05 was paid to the Supervisor and
$63.95 was paid to other Governmental Agencies.
A motion was made by Councilman Verola
and seconded by Councilman Lippiello to accept the Town Clerk’s report.

SUPERVISORS REPORT
For the
month of December I attended 6 Town meetings and 11 County meetings.
Some of the
highlights of the month:
-Worked on
the remodeling project for the Old Town Hall Community Center
-Worked on
the 2010 Organizational resolution
-Attended
the Charlton Historical Society Christmas event
-Helped
with the Trees for Troops pickup at Ellms Family Farm
-Worked on
the heating system of the New Town Hall

Supervisor
Grattidge said that he would like to have a 6 hour Driver Safety Course on
February 17th at 8:30 am.
All Town employees using Town vehicles are required to attend, as
mandated by the Town’s insurance carrier.
A light lunch will be provided.
A motion
was made by Councilman Lippiello and seconded by Councilman Verola to authorize
the Supervisor to set up the Driver Safety Course on February 17th.
Vote: All Ayes, No Nays. CARRIED
The Board
agreed that the Official Job Descriptions received from the Consulting Company
should be sent to the employees to review.
Supervisor Grattidge said he would send them out this week.
ANNOUNCEMENTS
The Town
offices will be closed January 18, 2010 in observance of Martin Luther King Jr.
Day.
The Saratoga
County Planning & Zoning Conference will be held January 25, 2010.
COMMUNICATION
Supervisor
Grattidge stated that the Town received a letter from New York State Department
of Ag & Markets giving their approval of the Town’s Farmland Protection
Plan. The Board discussed options for
the final SEQR completion and Farmland Protection Plan adoption as suggested by
Behan. The Board agreed to have Behan
Planning prepare the EAF (Environmental Assessment Form). A resolution will be presented at the
January 25th meeting and a Public Hearing for February will be
scheduled.
Supervisor
Grattidge said a letter was received from the West Charlton Fire Department
permitting the Fire Department’s Treasurer to pick up their check for tax
receipts when it is ready.
DEPARTMENT & COMMITTEE REPORTS
Zoning –
Zoning reported taking in $185 for building permits in December, and issued 19
CO’s and CU’s.
Highway – No
written report submitted.
Dog Control
– Lee Bramer said things have been slow.
He picked up one dog in December and has recently begun working on past
due licenses.
BHBL Library
– Tom Schottman thanked Bob Lippiello for his volunteer contributions to the
library, and gave a brief report which included: the library has received a
$916 grant that will be used to fund 2 felting programs with fiber artist Linda
VanAstyne, the library will replace all toys with lead-free toys, and a thank
you to Fred Baum for naming the library as a recipient of donations in the name
of his wife Helen.
Zoning
Ordinance Review Committee – They are currently looking at the Farmland
Protection Plan to see what information needs to be integrated into the Zoning
Ordinance.
Seniors –
The Charlton Seniors are planning a trip to Ireland in April and asked the
Board if a few cars could be left in the back of the Town Hall parking lot
while they are away. The Board had no
objection. Attorney VanVranken said he
did not see any liability issues.
Technology
Advisory Board – Mr. Aabo said they are working on details for a server for the
Town. An inventory of current equipment
is being done. Their next meeting is
January 21.
Historian –
Mrs. Linder said that Howard Eskin has put together a powerpoint presentation
of pictures from Charlton events and she would like to show it as soon as a
projector is available. She said that a
documentary was done for the Public Broadcasting channel regarding the French
and Indian War, and some Charlton residents are appearing in it.
The
Historian put together recommendations for the Town regarding artwork in the
Town Hall. The Board will review the
information and discuss it at the next Agenda Meeting.
Constables –
In December there were 28 patrols, and they responded to 19 complaints, 9 911
calls, 2 accidents, and issued 17 tickets.
They reported that 7 mailboxes were damaged on Rocky Ridge Road.
Planning
Board – The next meeting will be January 18th at 7:30pm.
Communications
Committee – Bob Lippiello said that this is a new committee being formed to
better the Town communication with residents.
He is looking for volunteers to serve on the committee.
Councilman
Salisbury said that he will be conducting the annual audits for the Town, and
he will be setting up appointments with departments.
MOTIONS, RESOLUTIONS, PROCLAMTIONS
AND AUTHORIZATIONS
A motion was made by Councilman Lippiello and seconded by Councilman
Salisbury that Resolution No. 52 – A RESOLUTION AMENDING RESOLUTION NO. 20 WHICH WAS APPROVED AT
THE TOWN BOARD’S
ORGANIZATIONAL
MEETING ON JANUARY 4, 2010 be approved.

made by Councilman Verola and seconded by Councilman Lippiello that Resolution

AUTHORIZING THE SUPERVISOR TO ATTEND AND VOTE AT THE ANNUAL BUSINESS SESSION OF
THE ASSOCIATION OF TOWNS OF THE STATE OF NEW YORK be approved.

COUNCILMAN REPORTS
None were
given.
PRIVILEGE OF THE FLOOR
Dwayne
Rabideau, a representative from the Charlton Fire District gave a reminder that
there will be a vote at the Fire House on January 19th from 4pm to
9pm. The people will be voting to
authorize a bond for the construction of a new fire station.
Councilman
Verola thanked the Fire Department for scaling back the costs of building the
new Fire Station.
Supervisor
Grattidge said that the next meeting will be the Agenda meeting on January 25th.
A motion
was made by Councilman Verola and seconded by Councilman Lippiello to adjourn
the meeting and go into Executive Session to discuss a personnel issue.
The meeting
adjourned at 8:24pm and the Board went into Executive Session.
The Board
came out of Executive Session at 9:30 pm.
