Town Board Agenda Meeting

 

 

May 26, 2009

 

The Agenda meeting of the Town Board of Charlton, Saratoga County, New York was held at the Charlton Town Hall and called to order by Supervisor Grattidge at 8:17pm.

 

Present:  Councilman Gardner, Councilman Salisbury, Supervisor Grattidge, Town Clerk Brenda Mills, Attorney VanVranken.

 

Absent:  Councilman Lippiello, Councilman Verola.

 

Supervisor Grattidge announced that this meeting is to set the Agenda for the Regular Meeting of the Town Board on Monday, June 8, 2009.

 

APPROVAL OF ABSTRACT

 

A motion was made by Councilman Salisbury and seconded by Councilman Gardner to accept General Fund Claims No. 1352-1377 in the amount of $20,558.83 as set forth in Abstract No.110.

ANNOUNCEMENTS

 

Founders’ Day weekend will be June 6th and 7th.  The Charlton Historical Society 5k race is Saturday morning, and the Town’s Party in the Park is Saturday from 4pm to 9pm.  The donations needed for the fireworks exceeded the goal, therefore the complete fireworks show will occur and no Town funds will be used to pay for the fireworks.  The Charlton Historical Society’s Parade will begin at 2pm on Sunday. 

 

Supervisor Grattidge expressed his appreciation to all those that made donations for the fireworks.

 

The annual Sundae on the Farm will be held at the Koval Farm in Stillwater this year on June 21st from noon to 4pm.

 

 

COMMUNICATIONS

 

The monthly sales tax distribution was $76,665, which is down 11% compared to 2008. 

 

The mortgage tax for the month is $11,594.  Our 6 month distribution is $40,498.  We are down approximately $21,000 from last year.

 

There are additional costs for the Farmland Protection Plan above the $25,000 grant.  The additional costs are about $2,036.  There are monies in the budget that can be used for this expense.

 

The Annual Drinking Water Quality Report for 2008 was received from the Town of Glenville.  The report was sent to all the residents in the water district, as well as placed on the website and is available at Town Hall.

 

The State has sent our tentative equalization rate for this year which is 67%.  Last year we were at 68%.

 

The Supervisor received an e-mail from the Town Engineer, Mike McNamara.  He is putting together the annual MS-4 report that is due 6/1/09.  The report will be posted on the Town’s website prior to June 1.

 

Supervisor Grattidge received a quote for the Town Hall signage for the yard at the new Town Hall.  It has been suggested that it be a 2 sided sign that will be placed by the road and visible from each direction of Charlton Road.  He is getting additional quotes. 

 

The Town has received a packet from the Town’s special Attorney handling the new Town Hall litigation.  It is a response to the case being held in State Court versus Federal Court. 

 

The Supervisor thanked the Town of Glenville for their assistance in making identification badges for John Morgan and Pete O’Brien in the Water Department.

 

The Supervisor stated that he has been informed by MVP that the Town Employees Health Insurance premiums will be going up 4% due to a mid-year rate increase by MVP.

 

The Parks Committee reported that someone removed the tape to make the pickle ball courts.  The Highway Department has since replaced the tape with paint.

 

Councilman Gardner has found information regarding a grant program for rural broadband.  Supervisor Grattidge asked the Councilman to get more information.  He also stated that we need to map out the areas that currently do not have service, including an inventory of the roads and how many miles they are.

 

Supervisor Grattidge reviewed the details of the annual Highway Agreement.  A price of $10,016 was received for the grinding of Jenkins Road, Crane and Division Street. 

 

A motion was made by Councilman Gardner and seconded by Councilman Salisbury that the Town Board be authorized to sign the Highway Agreement.

 

VOTE:  All Ayes, No Noes.  CARRIED

 

A motion was made by Councilman Salisbury and seconded by Councilman Gardner that the Town Board be authorized to sign the semi-annual agreement with Eastern Copier for maintenance and supplies.

 

VOTE:  All Ayes, No Noes.  CARRIED

 

 

RESOLUTIONS

                    

A motion was made by Councilman Salisbury and seconded by Councilman Gardner that Resolution No, 76 – A

A RESOLUTION AUTHORIZING EXPENDITURE OF TOWN FUNDS TO CELEBRATE FOUNDERS DAY WEEKEND IN THE TOWN OF CHARLTON be approved.

A motion was made by Councilman Gardner and seconded by Councilman Salisbury that Resolution No. 77 – A RESOLUTION AUTHORIZING THE APPOINTMENT OF A TEMPORARY HIGHWAY EMPLOYEE WITH THE TOWN OF CHARLTON HIGHWAY DEPARTMENT be approved.

DISCUSSIONS

 

Highway Superintendent Mike Emerich said that he is getting price quotes for a walk behind mower to be used for mowing ditches.  The lowest price so far is from Emerich Sales and Service for $4,300.  He also stated that he got 3 prices for fixing the crumbling foundation at the Highway garage.  The prices range from $6,000 to $10,000.    He stated that the roof at the garage is leaking again, and he has prices for fixing that also.  He suggested having the roof rubber coated.  It will cost about $10,000 and is warrantied for ten years. 

 

Councilman Gardner asked as we are getting ready to move to the new Town Hall, would there be any interest be the Department heads in having a time clock installed?  They will discuss it further at the regular meeting.
