The Regular meeting of the Town Board of Charlton, Saratoga County, New York was held at Charlton Town Hall and called to order by Supervisor Grattidge at 8:02pm.

 

Present:  Councilman Gardner, Councilman Lippiello, Councilman Salisbury, Councilman Verola, Supervisor Grattidge, Town Clerk Brenda Mills, Attorney Robert VanVranken.

 

Supervisor Grattidge lead the pledge of Allegiance.  

 

 

APPROVAL OF MINUTES                                 

 

A motion was made by Councilman Verola and seconded by Councilman Gardner to accept the meeting minutes of the Town Board Meeting held on March 9, 2009. 

 

VOTE:  All Ayes, No Noes.  CARRIED

 

A motion was made by Councilman Verola and seconded by Councilman Gardner to accept the meeting minutes of the Town Board Meeting held on March 30, 2009. 

 

VOTE:  All Ayes, No Noes.  CARRIED

 

 

ABSTRACT OF CLAIMS

 

A motion made by Councilman Verola seconded by Councilman Salisbury to accept General Fund Claims No. 1242 -1268 in the amount of $42,848.67 as set forth in abstract No.107, and General Fund Claim No. 903 in the amount of $289.17 as set forth in abstract No. 9904.

 

VOTE: All Ayes, No Noes.  CARRIED

 

 

TOWN CLERK REPORT

 

Town Clerk Brenda Mills reported taking in $830.25 for the month of March, $125.63 was disbursed to the Supervisor and $704.62 to government agencies.

 

A motion was made by Councilman Verola and seconded by Councilman Lippiello to accept the Town Clerk’s report.

The overall number of visits to the Town of Charlton Web Site during the Month of March was: Entire site; 94,761  Average per day; 3,056, Page views; 56,426, Average per day; 1,820.

 

SUPERVISORS REPORT

 

For the month of March I attended 10 Town meetings and 9 County meetings. Some of the highlights of the month:

 

-Attended numerous meetings concerning The New Town Hall Project

-Attended a meeting of the Ag Task Force

-Attended a meeting with FEMA and SEMO concerning the December 11, 2008 ice storm damage and Town          clean up costs

-Attended the Global Foundries-AMD announcement at Luther Forest Tech Park        

-Attended 2 meetings concerning Party in the Park and Explore Charlton events

 

 

ANNOUNCEMENTS

 

There will be a public workshop on April 29th at 7pm at the Charlton Freehold Presbyterian Church for the Farmland Protection Plan.  A draft copy of the plan is available on the website.

        

The Town received notice from the Census Bureau notifying us that they will have Census people canvassing neighborhoods updating information to see that it corresponds to their database.

 

The County has notified us that the Town was successful in acquiring the land on Hillandale Drive, with a total cost of $558.57.

 

A letter was received from Bert and Stacy Wilson requesting that the Town paint lines on the tennis courts so that the courts could be used for pickleball. 

 

Supervisor Grattidge noted for the record that a letter was received from Selective Insurance regarding a 3rd party action complaint regarding the Town Hall project.

 

 

DEPARTMENT & COMMITTEE REPORTS

 

Highway - General Operations - Install 4 ton weight limit signs on town roads, patch holes around town on paved and dirt roads, Clean snow from ditches on various roads around town to keep off pavement,  fix washouts on shoulders where water was flowing on road surface,  check plugged and frozen culverts, sweep up sand, Clean up plow damage, chip brush town wide ice storm damage.

Equipment Repair -  Removed plows trucks, Replace misc. light bulbs,  Rebuilding dump box for truck #14.

      

Highway (continued) - Miscellaneous Items - Working on FEMA paperwork, took all highway men to work zone safety course on March 10th, Attended pre-build meeting at Viking for new plow truck.

 

Zoning - For the month, 4 building permits were issued totaling $497.00.  An escrow fee of $5,000 was collected for the Deer Run subdivision.

 

ECC – Marv Schorr said that the roadside clean-up and tree distribution is scheduled for 4/25/09. 

 

Historian – Laura Linder said that she has received the Quadricentennial banner, buttons, bookmarks, etc.  The Public Historian meetings have been reduced to one annually.  On May 9th, she will be leading the annual event to decorate Veteran’s graves in the Town Cemeteries, beginning at 9:15am.

 

Charlton Historical Society – Mal Horton will be the guest speaker on May 6th.

 

Constables – For the month of March, there were 26 patrols, 8 complaints, 6 911 calls, 20 tickets issued, 2 EMT calls, and 1 EID call.

 

Technology Advisory Board – They are working on getting quotes for the new phone system and also quotes for the server installation.        

 

 

MOTIONS, RESOLUTIONS AND AUTHORIZATIONS

 

A motion was made by Councilman Verola and seconded by Councilman Lippiello that Resolution No. 61 - A RESOLUTION TO APPOINT A TOWN COURT CLERK be approved.

A motion was made by Councilman Verola and seconded by Councilman Lippiello that Resolution No. 62 - A RESOLUTION TO FILL A VACANCY TO THE TOWN OF CHARLTON HISTORIC ZONING COMMISSION be approved.

A motion was made by Councilman Lippiello and seconded by Councilman Verola that Resolution No. 63 - A RESOLUTION AWARDING A CONTRACT TO CUTTING EDGE GROUP, LLC FOR STAGE ROAD PUMP STATION IMPROVEMENTS be approved.

Supervisor Grattidge asked that the Board discuss the logistics of the Maloney Application that was heard at the Public Hearing tonight.  The Zoning Board of Appeals will meet and discuss the case on April 14th.  Attorney VanVranken said that the ZBA has indicated that they will be approving the application at their meeting.  Attorney VanVranken said that at the next Board meeting there will be 2 resolutions, one for the SEQR, and one which will spell out the terms of the special use permit.  Supervisor Grattidge asked the Board if they had any objections to acting on the case at the next meeting.  There was no opposition.

 

 

COUNCILMAN REPORTS

 

Councilman Verola stated that she had a discussion with the Highway Superintendent regarding the seal on the side of the new Town pick-up truck.   The seal that he put on the truck is only 2 inches in diameter, and she feels that it does not clearly identify the truck as a Town Vehicle.  She asked if the Town should pass a resolution requiring a certain size emblem on all Town Vehicles.  She also asked if the name for Park fees should be labeled differently, such as development fees, etc.   Supervisor Grattidge said that they could research it and see how that could be designated.

 

Councilman Gardner asked for the status of the Job Description work.  Supervisor Grattidge said that he has signed the agreement with the consultant and they are ready to talk to Department Heads.  He also stated that he looked on Governor Paterson’s website and found 14 programs available to Towns.  The other Board members asked for a link to the website so that they can look into it further.

 

 

PRIVILEGE OF THE FLOOR

 

Laura Linder encouraged everyone to look into all that activities happening around Town.

 

Marv Schorr asked that if Duesler Court was not on the list for repaving this year, that it be added to the list for next year.

 

Judge Ketchum thanked the Town Board for appointing the Court Clerk.
