Town Board Agenda Meeting
January 26, 2009
The Agenda meeting of the Town Board
of Charlton, Saratoga County, New York was held at the Charlton Town Hall and called
to order by Supervisor Grattidge at 7.30 pm.
Present: Councilman Gardner, Councilman Lippiello,
Councilman Salisbury, Councilman Verola, Supervisor Grattidge, Town Clerk
Brenda Mills, Attorney VanVranken.
Supervisor Grattidge announced that
this meeting is to set the Agenda for the Regular Meeting of the Town Board on
Monday, February 9, 2009.
Highway Superintendent Michael
Emerich, introduced Jon Paul Struys, son of Paul Struys, a former Highway
Department employee who was tragically killed in an auto accident in 2008. Supervisor Grattidge offered condolences on
behalf of the Town Board and presented him with money that was collected in the
Town Clerk’s Office.
APPROVAL OF MINUTES
A motion was made by Councilman Lippiello and seconded by
Councilman Verola to accept the meeting minutes of the Public Hearing held on
December 8, 2008.
Vote: All Ayes, Zero Nays, CARRIED
APPROVAL OF ABSTRACT
A motion was made by Councilman Verola and seconded by
Councilman Salisbury to accept General Fund Claims No. 1047-1076 in the amount
of $62,779.73 as set forth in the Abstract No.102, and also Claims No. 901 and
902 in the amount of $252.00 as set forth in Abstract No. 9901.

ANNOUNCEMENTS
Supervisor Grattidge said that the mortgage tax received for
the month was $8,955.50. The Sales Tax
received was $99,121. The amount is
down from the same period of the previous year.
Supervisor Grattidge said that the Town Board will start to
schedule the Town Audits. They will
start with the Town Clerk, Tax Collector and the Zoning Administrator. A date of February 9th at 10am
has been set up.
A copy of an Interim Report of the Ice Storm 12/12/08 –
12/14/08 has been received from Paul Lent at the Saratoga County Office of
Emergency Services.
The Saratoga County Animal Shelter has sent their poster
listing the 2009 Rabies Clinics to be held at the 4-H Training Center in
Ballston Spa. The dates will be posted
on the website and the bulletin board.
Supervisor Grattidge said that he has had interested parties
contact him for a tour of the New Town Hall.
He would like to open the New Town Hall at 3pm on February 1, 2009 for
parties requesting a tour.
Councilman Lippiello and Councilman Verola have been tasked
with working on plans for usage of the old and new Town Hall buildings.
Supervisor Grattidge said that policy needs to be discussed
regarding the Town website. Do they
want to keep if for government use only or community use? The Supervisor will get information from
other towns and review how they handle their website. Councilman Verola said that she did not want to seem heartless,
but on a government website, should we really be putting private articles? Where do we draw the line? We could be opening a can of worms. Supervisor Grattidge said that the fire
affected the community, and for a community website, it should be there. Councilman Gardner said if it is a
community website, we change it to say it is a Town website, not sponsored or
paid for by the Town Government.
Councilman Lippiello said it is a Town website, and he thinks it is
important.
Supervisor Grattidge made note that there was a Notice to
Bidders that was published in the Gazette regarding the installation of a new
electrical and drive system for the Stage Road pumping station.
A motion
was made by Councilman Lippiello and seconded by Councilman Verola that Resolution #52 - A RESOLUTION AUTHORIZING TOWN ENGINEERS ENVIRONMENTAL DESIGN
PARTNERSHIP, LLP TO PREPARE DOCUMENTATION NECESSARY FOR THE DESIGN AND
INSTALLATION OF A NEW ELECTRICAL CONTROL AND DRIVE SYSTEM TO OPERATE THE TOWN
OF CHARLTON WATER DISTRICT NO. 1 PRIMARY PUMPING STATION LOCATED ON STAGE ROAD
IN THE TOWN OF CHARLTON be
approved.

Councilman Salisbury said that he
would like to get started with the Public Sector Human Resources, LLC to do the
performance appraisals, job descriptions and salary reviews. Supervisor Grattidge suggested that they
set-up a meeting with Jeff Travers to review the services and decide what they
want to have done. A tentative meeting
has been set-up for February 2, 2009 at 7pm.
The meeting adjourned at 8:05pm.
