The Regular meeting of the Town Board of
Charlton, Saratoga County, New York held at Charlton Town Hall, called to order
by Supervisor Grattidge at 8:00pm.
Present: Councilman Gardner, Councilman
Lippiello, Councilman Salisbury, Councilman Verola, Supervisor Grattidge, Town
Clerk Brenda Mills, Attorney Robert VanVranken.
Supervisor Grattidge lead the pledge of
Allegiance.
Supervisor Grattidge expressed condolences for
Lane Jastrebski due the recent death of her husband, as well as for the Maloney
family for the death of William Maloney.
He also expressed his sympathy to the Maloney’s and the Greens due to
the tragic fire that occurred last weekend.
A donation fund has been set up for the Green family at Trustco
Bank. The checks can be made out to
Dave and Linda Green, and taken to any branch of Trustco.
APPROVAL OF MINUTES
A motion was made by Councilman Verola and seconded
by Councilman Gardner to accept the meeting minutes of the Town Board Meeting
held on December 8, 2008.

ABSTRACT OF CLAIMS
A motion made by Councilman Verola seconded by
Councilman Lippiello to accept General Fund Claims No. 1001-1046 in the amount
of $64,039.01 as set forth in the abstract No.101, and to accept General Fund
Claim No. 813 in the amount of $646.37 as set forth in the abstract No. 8812.

Supervisor
Grattidge informed the Board that he had authorized and internal transfer of
$19.31 to the Town Clerk Equipment account for the additional cost of replacing
a fax machine.
TOWN
CLERK REPORT
Town Clerk Brenda Mills reported taking in $277.50
for the month of December, $186.93 was disbursed to the Supervisor and $90.57
to government agencies.
A motion made by Councilman Verola seconded by
Councilman Gardner to accept the Town Clerk report as read.

REPORT
For the
month of December I attended 5 Town meetings and 8 County meetings.
Some of the
highlights of the month:

numerous meetings concerning The New Town Hall Project

meeting of the Farmland Task Force

meeting concerning the Town Clerks Technology Grant
-Attended
the Christmas Party for the Charlton Historical Society at the Charlton House
ANNOUNCEMENTS
The Saratoga
County Planning & Zoning Conference will be held January 28, 2009
Supervisor
Grattidge said that over the course of the next few weeks he will be calling to
schedule the Town Board Annual Audit.
There will
be a meeting of the Party in the Park Committee jointly with the Explore 400 Committee
on January 14, 2009 at 7:30pm.
There will
be an Agriculture Task Force meeting on January 21, 2009 at 7:30pm.
COMMUNICATIONS
Supervisor
Grattidge stated that the Town had a back-up battery system for the Traffic Light
at the corner of Routes 67 and 147.
The State DOT put a solar battery back-up unit that would not require a
generator at the site, but the Town was not aware how long the solar back-up
would operate during a power outage.
During the December ice storm they found that the back-up lasted 7 hours
and 58 minutes. Supervisor Grattidge
has forwarded this information to the Fire Department and the Highway
Department. If a power outage lasts
longer than 8 hours, a generator will need to be turned on.
DEPARTMENT & COMMITTEE REPORTS
HIGHWAY - General
Operations - Pick up brush and limbs from ice storm, clean up from ice storm,
Plow, Sand and Salt Roads, Clean shop, wash floors, Take scrap steel to the
county recycling center.
Equipment
Repair - Repair generator for town hall (valve keeper fell out), Remove dump
box from truck 14, Replace misc. light bulbs on trucks, Replacing cutting edges
on plows and wings, Replace sander chain in 15’s sander.
Miscellaneous
Items - Put up lights at gazebo, Hook up generator to town hall for heat power
was out, Man generator at 67@147, Take trash from town hall multiple times,
Attend class on snow and ice control (all highway personal).
ZONING - Two building permits were
issued and one engineering review was done.
In 2008, 113 permits and 45 CO’s were issued.
TOWN OF BALLSTON LIBRARY – Larry
Rogers, Library Representative thanked the Town Board for their support. He stated that in his eight years on the
Board, this has been the toughest year financially. They have had to reduce the hours at the Library in order to
reduce salary expense and energy costs.
Usage of the library remains strong and they are continuing to offer
many classes and programs to the public.
HISTORIAN – Laura Linder stated that
the Historic District Commission has an architect who may be put to use. She asked that people not email photos to
her home computer, but rather save the photos to CD and give them to her. This is the quadricentennial year. The Charlton Historical Society is hosting a
movie night on January 18th to show historic movies. On February 4th, they will be
having a guest speaker who is a National Geographic photographer.
TECHNOLOGY ADVISORY BOARD –
Councilman Lippiello said there will be a meeting January 15th to
put together the information requested by the grant writer.
JUSTICE – Larry Bascom said that NYS
has increased the new surcharge for driving without an inspection to $85. He stated that the State Police and Sheriffs
currently process tickets electronically.
He recommended that the Charlton Police get the necessary technology to
process tickets electronically.
CONSTABLES – In December, they has
28 patrols, handled 8 complaints, 6 911 calls, issued 12 tickets, attended 1
accident and 1 EMT call.
WATER – EDP is putting together the
bid specifications for having the work done at the pump house. Also some electrical work done is being done
at the pump house.
TAX COLLECTOR – Councilman Salisbury
said that the Tax Collector has turned the water district funds into the
Supervisor. The letter regarding the
water tax increase is still being worked on by the Board.

Gardner and seconded by Councilman Verola that Resolution No. 51 – A RESOLUTION DECLARING CONTINUED
SUPPORT OF THE ELECTRONIC NEEDS OF THE LOCAL TOWN GOVERNMENT be approved.

AUTHORIZATIONS
A motion was made by Councilman
Verola and seconded by Councilman Lippiello to authorize the Supervisor to sign
the Annual Agreement with Charlton Historical Society.

COUNCILMAN REPORTS
Councilman Lippiello – Complimented
the Supervisor for the way that he expressed everyone’s sympathy for the
Jastrebski, Green and Maloney families.
His thoughts also were with the Greens and the Maloneys. He said that the Town has lost an awful lot. Many people identified Charlton with the
Tavern.
Councilman Verola - She stated that
she shared Councilman Lippiello’s sentiments.
She also offered her sincerest thanks to the Volunteer Firemen. “They go out in the middle of the night, in
all kinds of weather, and we are so lucky to have people who are still willing
to do those jobs.”
