The Regular meeting of the Town Board of Charlton was held at Charlton Town Hall.  The meeting was called to order by Supervisor Grattidge at 7:32pm.

 

Present:  Councilman Lippiello, Councilman Gardner, Councilman Verola, Supervisor Grattidge, Town Clerk Brenda Mills, Town Attorney Robert VanVranken

 

Absent:  Councilman Salisbury

 

Supervisor Grattidge lead the pledge of Allegiance.  A moment of silence was observed in memory of Ron Gavin’s son.

 

 

APPROVAL OF MINUTES

                                               

A motion was made by Councilman Verola and seconded by Councilman Lippiello, to accept the meeting minutes of the Town Board Special Meeting held on June 9, 2008.

A motion was made by Councilman Verola and seconded by Councilman Lippiello, to accept the meeting minutes of the Town Board Meeting held on May 12, 2008.

ABSTRACT OF CLAIMS

 

A motion made by Councilman Verola seconded by Councilman Lippiello to accept General Fund Claims No. 1497-1528 in the amount of $15,259.46 as set forth in the abstract No.113.

TOWN CLERKS REPORT

 

Town Clerk Brenda Mills reported taking in $373.75 for the month of June 2008.   $163.19 was disbursed to the Supervisor and $210.56 to disbursing agencies.

 

A motion made by Councilman Verola seconded by Councilman Lippiello to accept the Town Clerks report as read.

The Town Clerk reported that the Clerk’s office has upgraded the DEC Hunting and Fishiing License sales process.  The Town will now connect to DEC using an internet connection, and no longer has to use the slow and unreliable dial-up method.  This also ends the need for a separate phone line for the modem.

 

 

SUPERVISOR’S REPORT AND ANNOUNCEMENTS

 

For the month of June I attended 3 Town meetings and 5 County meetings.

Some of the highlights of the month:

 

      -     Attended Founders Day Celebrations

-          Marched in the Town of Ballston Flag Day Parade

-          Attended Cornell’s Cooperative Extension annual Barbeque

-          Volunteered at Sundae on the Farm

-          Worked on the Farmland Protection Plan

-          Worked on the Explore 400 Celebration

-          Attended a Public Hearing on the Saratoga State Park   

 

Supervisor Grattidge mentioned that the County had passed the Cold War Veterans Exemption, but this does not currently affect Charlton Veterans as the Town does not have a Town Tax or a Highway Tax.  If the Town were to adopt it now, in the future if there were a Town Tax, these exemptions would carry forward.  A resolution would need to be done to set up a Public Hearing.  After the Board’s approval, Attorney Van Vranken was asked to prepare a resolution for the next Agenda meeting.

WEB SITE ACTIVITY

 

The overall number of visits to the Town of Charlton Web Site during the month of June was: Entire site; 118,404  Average per day; 3946, Page views; 69,755,  Average per day; 2,325.

 

 

ANNOUNCEMENTS

 

The Town of Charlton and The Charlton Historical Society are co-sponsoring a Summer Jazz Concert on the lawn of the Historical Society on Maple Avenue, on Wednesday July 23rd at 7pm.

 

The Saratoga County Public Health Department sent a notice about the increase of ticks and Lyme Disease.  In particular they are suggesting that Town’s outdoor employees read the educational materials and take precautions. The Town Clerk will order more pamphlets for the public.

 

There is going to be a Farmland and Open Space Preservation Workshop at the Town of Ballston Town Hall on July 31st at 6:30pm.  The presenters are Liz Brock of American Farmland Trust and Jamie O’Neill from the Saratoga County Planning Board.

 

Penny Heritage was named “2008 Agricultural Promoter of the Year”.  The award was given by the Agricultural Promotion Committee, which organized the Sundae on the Farm event.  We congratulate Penny on the award and for her hard work and dedication.

 

 

DEPARTMENT REPORTS

 

Planning Board – Met on 6/16 and deliberated on one lot line change and deliberated on a referral from the Zoning Board of Appeals.

 

Animal Control – Issued on complaint on a loose dog.  Still receiving fax calls.

 

Highway – A report of the months work was read by Councilman Gardner.

 

Parks – George Eggleston stated that they are making progress on the Park Rules and Regulations.

 

Zoning – Issued 7 Building Permits for $1269.00, $952.00 in Zoning Permits, and issued one C/O.

 

Historian – Laura Linder stated that the Burnt Hills Ballston Lake Rotary named Catherine Caine and Mary MacDonald as “Citizens of the Year”.  The Quad 400 Committee met two times and sent in The Town’s Resolution to apply for a flag and use of the Quad 400 logo.  The Historian met with Charlton Heights Elementary School Principal, Tim Sinnenberg regarding the school’s 50th anniversary in 2009.  Mr. Sinnenberg would like the Town to provide a site marker. 

 

Technology Committee – They are working on recommendations for a new computer for the Supervisor’s Secretary.  They are also looking into the Service Contract for the Town’s computers, as well as a server for the Town.

 

Water – Jim Mitchell is setting up a visit to South Glens Falls to look at variable speed pump.

 

Newsletter – The deadline for articles for fall submission is 9/8/08. 

 

Constables  - There were 26 Patrols, 13 complaints, 8 911 calls and they investigated 2 accidents.

 

Records Advisory Committee – Laura Linder stated that she believes that the Town will be awarded the Grant that was applied for in February.

 

 

MOTIONS, RESOLUTIONS, PROCLAMATIONS

 

A motion was made by Councilman Lippiello and seconded by Councilman Gardner that Resolution #84 – A RESOLUTION TO APPOINT RONALD WHARTON AS A MEMBER OF THE TOWN OF CHARLTON BOARD OF ASSESSORS be approved.

A motion was made by Councilman Lippiello and seconded by Supervisor Grattidge that Resolution #85 - A RESOLUTION TO APPLY ON BEHALF OF CHARLTON RESIDENT SHIRLEY PALMER FOR A GRANT FROM SARATOGA COUNTY UNDER ITS FARMLAND/OPEN SPACE PRESERVATION PROGRAMbe approved.

COUNCILMAN REPORTS

 

Councilman Lippiello offered congratulations to Penny Heritage, as well as sympathy to the family of Ron Gavin.

He attended several meeting during the month of June and assisted with “ Painting in the Park”.

 

Councilman Verola offered sincere condolences to Ron Gavin and family.  She thanked the Town Clerk for preparing the 2007 Town Board Minutes book.

 

Councilman Gardner – Attended several meeting during the month, including a 2-day seminar at Skidmore.

 

 

NEW TOWN HALL

 

Supervisor Grattidge said that there have been 2 job meetings, the new contractor has mobilized workers, sheet rock has been started, they will be putting in the gyp floor at the end of the week.  Exterior siding will be started next week.

 

 

PRIVILEGE OF THE FLOOR

 

George Eggleston asked if the Town has put the 2007 minutes on Laserfiche CDs yet.  Supervisor Grattidge stated that the Town has been doing that approximately every 2 years. 

 

Laura Linder asked if the Town has requested the report and artifacts from the excavation?  Councilman Verola said that the Town is in possession of the report.

 

 

Supervisor Grattidge asked to go into Executive Session to discuss New Town Hall litigation.  A motion was made by Councilman Verola and seconded by Councilman Gardner.  VOTE:  All Ayes,  No Nays – Approved

 

 

The meeting adjourned at 8:40pm and the Board went into Executive Session.

 

 

The Board came out of Executive Session at 9:50pm.  No action was taken by the Board.  The Supervisor has requested that the Agenda meeting on July 28th begin at 8pm.
