Town Board Meeting

The Regular meeting of the Town Board of Charlton was held
at Charlton Town Hall. The meeting was
called to order by Supervisor Grattidge at 7:30 pm.
Present: Councilman Lippiello, Councilman Gardner,
Councilman Salisbury, Councilman Verola, Supervisor Grattidge, Town Clerk
Brenda Mills, Town Attorney Robert VanVranken
Supervisor Grattidge lead the pledge of Allegiance.
APPROVAL OF MINUTES
A motion was made by Councilman Lippiello and seconded by
Councilman Salisbury, to accept the meeting minutes of the Town Board Meeting
held on October 14, 2008.
Councilman Verola asked that a clarification be made to her
report in the October 14th minutes.
She stated that the Judges were not dissatisfied with the candidate that
was previously interviewed. Their
desire was to interview more applicants before a decision was made.

ABSTRACT OF CLAIMS
A motion was made by Councilman Verola and seconded by
Councilman Gardner to accept General Fund Claims No. 1773-1811 in the amount of
$150,147.10 as set forth in the abstract No.121.

TOWN CLERKS REPORT
Town Clerk Brenda Mills reported taking in $632.50 for the
month of October 2008. $107.46 was disbursed to the Supervisor and $525.04
was disbursed to other Governmental agencies.

to accept the Town Clerks report.

Supervisor
Grattidge gave the Town Board members copies of internal transfers that need to
be made.
Supervisor
Grattidge stated that a memo was received from the Highway Superintendent
stating that more money was needed to pay the bills for this month. One of the internal transfers was to fund
this request, and should be able to be made from other Highway accounts without
going into the Contingency Fund.
SUPERVISOR’S REPORT

attended 6 Town meetings and 7 County meetings.
Some of the highlights of the
month:
-Attended numerous meetings concerning
The New Town Hall Project
-Took a 2 day tour with
American Farmland Trust studying the future of farming in NYS
-Held 2 budget workshops and
a Public Hearing on the 2009 Town budget
-Attended a fundraiser for
the Saratoga County Animal Shelter
-I was a presenter at the NYS
Planning Conference in Saratoga Springs on the Charlton Farmland
Protection Plan
-Attended the Annual meeting
of the Saratoga County Farm Bureau
-Attended the annual
installation of officers of the Ballston Lake Ambulance Corp.
-Attended the annual meeting
of Cornell Cooperative Extension

WEB SITE ACTIVITY
The overall number of visits to the Town of Charlton Web
Site during the month of October was: Entire site;
79,640 Average per
day; 2,569 Page views; 43,756 Average per day; 1,411.
ANNOUNCEMENTS
Supervisor
Grattidge announced that the Town offices will be closed on November 11, 2008
in observance of Veterans’ Day, as well as November 27 and 28, 2008 for the
Thanksgiving holiday.
Supervisor
Grattidge said that there will be the Saratoga County Planning & Zoning
Conference will be held January 28, 2009 and will include legislative
sessions. He encouraged Board members
who are interested to attend.
COMMUNICATIONS
Supervisor
Grattidge said that the Town has received a letter from Lenz Hardware stating
that he did not agree with his last application of payment. There was some disagreement with the
architect with what was done. His
letter is to inform the Town Board of his displeasure.
Supervisor
Grattidge said that a letter was received from Attorney Paul Pelagalli
correcting the name on the application of MHP Properties. Mr. Pelagalli filed the original
applications as MPH Properties, LLC, however the correct name is MHP
Properties, LLC.
Supervisor
Grattidge said that the Saratoga County Youth Bureau sent a letter stating that
funding for the 2009 Burnt Hills Youth Recreation program has been cut by
6%.
Supervisor
Grattidge stated that he received a communication from the Storm Water
Coordinator from the County. The County
is funding a sizeable amount of his salary to keep him as the Coordinator for
the County and they are asking the participating Municipalities to fund the
balance of his salary. In return, he
will do our Annual Report and provide services that the Town Engineer was paid
to do. This should save the Town money.
DEPARTMENT & COMMITTEE REPORTS
PLANNING
BOARD – Councilman Verola said the Planning Board met on October 20, 2008 and
reviewed one lot line change, one 2-lot subdivision application, conducted one
preliminary application conference. The
Heflin-Durst application remains on hold.
HIGHWAY –
Superintendent Mike Emerich submitted the following report:
General Operations
Plowed snow west of Rt 147, Chipped brush town wide, Unplug
culverts where we have beaver problems, Patch pot holes, trim trees and brush
around signs, sweep Peaceable St and Tucker Side, working on sanders, painting
Sanders, working on trucks getting ready for winter, received first delivery of
salt, cutting brush on road sides with arm mower.
Equipment Repair
NYSI done on truck’s # 12,
#15. Remove Dump box from truck 16
replace floor and repair headboard, misc. holes in box sides. Replace lower rails and floor in truck 15’s
sander
Miscellaneous Items
Picked up new welder and
plasma cutter. Haul 1 load of sand to
gazebo for water line repair.
ZONING –
Councilman Gardner reported that the Zoning Department issued 8 Building
Permits for $1,802., collected 5 Zoning Fees for $360. for a total of
$2162. Seven CO’s were issued.
ANIMAL
CONTROL - Lee Bramer reported that he has had one dog complaint call, 2 calls
on loose dogs, one call regarding a stray cat bite that has resulted in a
person needing rabies treatment. He has
also received a complaint of chickens in the road. He has also received a call regarding a dog eating a neighbor’s
chickens. At this point he has been
unable to capture the dog
WATER –
Councilman Lippiello reported that the Town Board met with Travis Mitchell of
EDP to discuss ways of solving a pressure problem when the tank is shut down
for repairs.
CONSTABLES -
Councilman Gardner reported that the Constables had 26 patrols, 6 complaints,
11 911 calls, 1 EID call, responded to 3 accidents, 2 EMT calls and issued 22
tickets.
JUSTICE –
Judge Ketchum stated that he has upgraded to electronic transmission of this monthly
report. Once he verifies that Judge
Bascom has done the same, they will be able to implement the invoice billing
system for the Town. The benefit to the
Town is that the Town will be able to make and keep interest on the money that
is revenue to the Town.
MOTIONS, RESOLUTIONS, PROCLAMATIONS
Supervisor
Grattidge asked if there were any requests to amend the budget before a vote
was taken on the final budget.
Councilman Salisbury requested that an additional $8,000 be added to the
Personnel Line, #A-1430.4, and stated that they had budgeted $2,500, which did
not include money for a Wage/Job Description Review. Councilman Verola stated that she did not have a problem putting
the additional money in the budget, as long as they are not obligated to spend
it, if later on, it is decided that they do not want to do the review. Councilman Lippiello stated that this is a
tough budget year, and $10,000 is a large amount of money to be spent. He feels that the Town would be better
served by doing just parts of the review at different times. Councilman Gardner feels that it is
important to the Town to have the review done and wants the money to be
available to use.

COUNCILMAN REPORTS
Councilman Lippiello offered
congratulations to Ron Wharton and Brenda Mills for their recent re-election
wins.
Councilman Verola thanked the Town
Clerk for agreeing to take on additional responsibilities.
Councilman Gardner thanked the Town
Clerk for agreeing to take on additional responsibilities and congratulated her
on the recent election. He also thanked
Supervisor Grattidge and his bookkeeper, Kathy Hanley for the Trial Balance
Reconciliation Report that was prepared in October. He felt that it was very well done and is the kind of information
that he was looking for. He feels
comfortable with what is going on.
PRIVILEGE OF THE FLOOR
Terry Ostrander asked if the Town
has ever looked into getting Health Insurance by joining with neighboring
Towns. He felt that possibly the Town
could get better rates if the group was larger. Supervisor Grattidge said that this is something that could be
looked into.
Marv Schorr thanked the Town
Board that the 2009 Budget did not include a Town Tax or Highway Tax. He also stated in looking over the ballots
in the recent election, the Town Clerk led the ballot in every district except
for Assemblyman Tedisco.
A motion was made by Councilman
Verola and seconded by Councilman Gardner to go into Executive Session to
discuss a personnel issue.
The meeting adjourned at 8:20pm.
