Town Board Agenda Meeting
October 27, 2008
The Agenda meeting of the Town Board
of Charlton, Saratoga County, New York was held at the Charlton Town Hall and called
to order by Supervisor Grattidge at 7.30 pm.
Present: Councilman Gardner, Councilman Lippiello,
Councilman Salisbury, Councilman Verola, Supervisor Grattidge, Town Clerk
Brenda Mills.
Supervisor Grattidge announced that
this meeting is to set the Agenda for the Regular Meeting of the Town Board on
Monday, November 10, 2008.
Supervisor Grattidge introduced Mrs.
Rae Laird to the Town Board, and presented her with a flag honoring her late
husband, Winston Laird who was honored as the Saratoga County Deceased Veteran
of the month in September 2008.
APPROVAL OF ABSTRACT
A motion was made by Councilman Verola and seconded by
Councilman Gardner to accept General Fund Claims No. 1737-1772 in the amount of
$154,894.38 as set forth in the Abstract No.120.

Councilman Salisbury: Aye, Councilman Verola: Aye, Supervisor Grattidge: Aye Approved
The Town
Clerk noted that a deduction was made to voucher #1708 in Abstract #119 to
remove a disputed $50 overcharge from the Nextel invoice.
Supervisor
Grattidge said that he gave the Town Board members copies of 2 internal
transfers that needed to be made.
COMMUNICATIONS
Supervisor
Grattidge stated that the October Sales Tax distribution for Charlton was $109,795
and the mortgage tax was $13,471.50.
Supervisor
Grattidge stated the Town Engineer sent a copy of the water test samples
results from the Alplaus Creek. The
results were drinkable quality.
Supervisor
Grattidge stated the State Police have contacted him in regards completing a
new lease for the Police Barracks. Attorney VanVranken has made a few minor changes. A resolution will be voted on at the next
meeting to approve the lease.
The New
York State Comptroller sent a letter to pensioners to assure them that their
retirement benefits are secure.
The Saratoga
County Department of Social Services sent a letter regarding the Home Energy
Assistance Program for 2008-2009. The program begins November 3, 2008 and
continues until money is depleted.
Supervisor
Grattidge said that a person has purchased a property at 1869 Route 67 which
has an abandoned house on it that is in violation of the Zoning codes. The Zoning Administator has sent him a
letter and begun communications with the new owner to address the issues.
Supervisor
Grattidge stated the Burnt Hills-Ballston Lake students that hosted a
walk-a-thon in Charlton asked the Supervisor to thank the Town Board for
allowing them to have the walk-a-thon.
They had between 80-100 participants and raised approximately $800.
Supervisor
Grattidge gave the Town Board members a copy of the letter that he wrote to The
Court of Administration and Judges Versaci and Caruso to address the issue of a
Court Clerk. To date, he has not
received a response.
Supervisor
Grattidge stated that he received many favorable comments about the Fall
Newsletter. He complimented the
Newsletter Committee for the good job that was done.
Supervisor
Grattidge stated that at the last Farmland Protection Meeting they discussed
adding “Right to Farm” signage on the Town entrance signs. The next meeting is December 3rd
at 7:30pm.
Supervisor
Grattidge said that at the next meeting we will need a resolution for passing
the 2009 budget, and one to authorize the Supervisor to sign the lease with the
State Police.
Councilman
Lippiello said that Jim Mitchell wants to meet with the Town Board prior to the
next Town Board meeting regarding options for the pump house work, generator,
and controls. A workshop was set up
for November 10th at 6:30pm.
There will
be a Walk-Thru for perspective Phase 2 bidders at 9:30am on October 28th. Bids are due by November 6th at
1pm.
