The Regular meeting of the Town Board of Charlton was held
at Charlton Town Hall. The meeting was
called to order by Supervisor Grattidge at 8:15 pm.
Present: Councilman Lippiello, Councilman Gardner,
Councilman Salisbury, Councilman Verola, Supervisor Grattidge, Town Clerk
Brenda Mills, Town Attorney Robert VanVranken
Supervisor Grattidge lead the pledge of Allegiance.
APPROVAL OF MINUTES
A motion was made by Councilman Verola and seconded by
Councilman Gardner, to accept the meeting minutes of the Town Board Meeting
held on September 8, 2008.

A motion was made by Councilman Verola and seconded by

ABSTRACT OF CLAIMS
A motion was made by Councilman Verola and seconded by
Councilman Salisbury to accept General Fund Claims No. 1703-1736 in the amount
of $103,025.11 as set forth in the abstract No.119.

TOWN CLERKS REPORT
Town Clerk Brenda Mills reported taking in $1,322.50 for the
month of September 2008. $235.05 was disbursed to the Supervisor and $1,087.45
was disbursed to other Governmental agencies.

ANNOUNCEMENTS
Supervisor
Grattidge announced a Notice to Bidders for Phase 2 on the New Town Hall. Bid Documents will be available at the
Architect’s office beginning October 17, 2008.
TheSaratoga County Public Health Nursing
Service has issued a schedule of Flu Shot Clinics. The schedule is available in the Town Clerk’s Office and will be
put on the website.
There will
be a Saratoga County Planning & Zoning Conference on January 28, 2009.
COMMUNICATIONS
Supervisor
Grattidgestatedthat he received a letter from the West Charlton Fire District requesting
that he and the County Board of Supervisors support a measure in the county
legislature that would provide funding from the County to the fire companies
for the replacement of their pagers.
DEPARTMENT & COMMITTEE REPORTS
Highway – Mike
Emerich gave the following report:
General Operations - Seal Western Ave, West line Rd, Fiber mat
Cortland Dr, Cornelia Ln and Cornelia Ave.
Patch holes around town on paved and dirt roads Mow and Trim parks. Mow
road sides, Haul Ice Control Sand, Haul Stone, Trim around Welcome to Charlton
Signs Trim Trees and Brush around Road Signs Mow Cemeteries, Pick up trash,
Clear beaver blockages around town.
Equipment Repair - Paint plows, Start work on
sanders, Change knives on arm mower
Miscellaneous Items-
Replace light on outside of garage north end.
Zoning – 13
permits were issued, $630 was collected in building fees and $802.50 was
collected in zoning fees. Ten CO/CU’s
were issued for the month of September.
Constables –
30 patrols, 9 complaints answered, 5 911 calls, 2 EID calls, and 14 tickets
issued.
Planning –
On September 15th the Board met and conducted one pre-application
conference and granted one final site plan approval for MPH Properties.
Water –
Councilman Lippiello stated that the 2nd repair of the valve is done
by the water tower.
Animal
Control – Councilman Verola reported that there have been 3 dog bites recently,
of which two dogs had to be taken to the Shelter because rabies inoculation
could not be proven.
Tax
Collector – Councilman Salisbury said that the Tax Collector needed a budget
transfer of $565.14 for postage for tax bills before December 31, 2008.

made by Councilman Verola and seconded by Councilman Salisbury that Resolution No. 100 – A RESOLUTION AUTHORIZING THE TRANSFER OF FUNDS FOR TAX
COLLECTOR be approved.

HISTORIAN
– Laura Linder participated in a records advisory meeting this month. Laura and Dot Mitchell will attend the
Region 5 Association of Public Historians meeting in Colonie, and Lake Placid
for training and a conference on November 2 and 3. Mrs. Linder thanked Dot Mitchell for the work that she did on the
WW2 Deceased Veterans Ceremony, and the Highway Department for their work on
the Charlton Heights 50th anniversary Historical Marker. The date for the Historic District
Commission meeting has been changed to October 28, 2008
Records
Advisory Board - Laura Linder stated that October is New York State Archives
month. Several of the old town record
books have been preserved and are on display to share with the public.
NEW TOWN
HALL - Supervisor Grattidge stated that bid packets for Phase 2 will be
available starting October 17th at the Architect’s office. They are continuing to work on the interior
of the building, and the exterior paint work is being worked on. More internal framing is being done, and the
boilers have been turned on.
MOTIONS, RESOLUTIONS, PROCLAMATIONS
A motion was made by Councilman Lippiello
and seconded by Councilman Verola that Resolution
#101 – A RESOLUTION ESTABLISHING OCTOBER 27, 2008 AS THE DATE FOR A PUBLIC
HEARING CONCERNING
THE TOWN OF CHARLTON ANNUAL BUDGET
FOR 2009 be approved.

A motion was made by Councilman Verola
and seconded by Councilman Gardner that Resolution
#102 - BOARD APPROVAL FOR INTEREST
RATE ADJUSTMENT TO 2007 BOND ISSUE be approved.
Attorney VanVranken explained that
the rate would be adjusted from 4.25% to 4.00%.

AUTHORIZATIONS
A motion was made Councilman
Lippiello and seconded by Councilman Verola to authorize the Supervisor to sign
the Service Agreement with Gallego Information Services.

COUNCILMAN REPORTS
Councilman Gardner asked Councilman Salisbury
and Supervisor Grattidge when the reconciliation report would be done. The Supervisor said it should be done by the
next meeting.
Councilman Verola stated that she
has been in contact with the Town Judges.
She asked the Board to authorize the Supervisor to contact the Office of
Court Administration as well as the Administrative Judge of the District,
informing them that the candidate that they recommended was not satisfactory to
the Judges and that the Judges are looking to advertise for more
candidates. She said they would like
some direction from the Court Administration. The Board unanimously approved the Supervisor to contact the
Court Administration.
PRIVILEGE OF THE FLOOR
Laura Linder asked the Highway
Superintendent why the flag at the Highway Department is low on the pole.
He stated that there was a knot in
the rope and he will address it.
