The Regular meeting of the Town Board of Charlton was held
at Charlton Town Hall. The meeting was
called to order by Supervisor Grattidge at 7:30pm.
Present: Councilman Lippiello, Councilman Gardner,
Councilman Salisbury, Councilman Verola, Supervisor Grattidge, Town Clerk
Brenda Mills, Town Attorney Robert VanVranken
Supervisor Grattidge lead the pledge of Allegiance.
APPROVAL OF MINUTES
A motion was made by Councilman Verola and seconded by
Councilman Lippiello, to accept the meeting minutes of the Public Hearing held
on August 11, 2008.

A motion was made by Councilman Gardner and seconded by

ABSTRACT OF CLAIMS
A motion was made by Councilman Verola and seconded by
Councilman Lippiello to accept General Fund Claims No. 1611-1650 in the amount
of $502,313.90 as set forth in the abstract No.117.

TOWN CLERKS REPORT
Town Clerk Brenda Mills reported taking in $1,016.50 for the
month of August 2008. $217.39 was disbursed to the Supervisor and $799.11
was disbursed to other Governmental agencies.
A motion made by Councilman Verola seconded by Councilman Lippiello
to accept the Town Clerks report as read.

SUPERVISOR’S REPORT
AND ANNOUNCEMENTS
For the month of August I attended 8 Town meetings and 7
County meetings.
Some of the highlights of the month:

Attended a meeting on the Saratoga County Hazard Mitigation
Plan

Attended numerous meetings concerning the New Town Hall Project

Met with the Charlton Agriculture Task Force and had a Focus
Group meeting on Charlton Agriculture planning

Attended a meeting on a future Saratoga County Regional Horse Park
-
Report on the Hazardous Waste Day
Supervisor
Grattidge stated that the Invoice from the Town of Milton was for $5,075.76 for
Charlton’s participation on Hazardous Waste day. He will be applying to the State for a grant to reimburse the
Town fifty percent of the cost. 51
Charlton residents participated, comprising 11% of the total bill.

Site during the month of August was: Entire site;

ANNOUNCEMENTS
Supervisor
Grattidge announced that the Town received
$65,000.00 in Member Items from the State for a Back-up Generator for the New
Town Hall.
Supervisor
Grattidge announced that the Saratoga County Board of Supervisors “Honor Our
Deceased Veteran” Program will be September 16, 2008 at 2:30pm. They will be honoring Winston W. Laird, a
former Charlton resident.
Supervisor
Grattidge announced that the Saratoga County Board of Supervisors will be presenting
the United States Army Field Band & Soldiers’ Chorus on Saturday, September
20, 2008, 7pm at the Saratoga Performing Arts Center. Free tickets are available in the Town
Clerk’s office.
Supervisor
Grattidge said that the Town will have Budget Workshops on- October 8th
at 7:00pm and October 15th at 7:00pm
Supervisor
Grattidge said that the Agriculture Task Force meeting has been rescheduled for
October 22nd at 7:30pm.
Supervisor
Grattidge announced that the Town Offices will be closed at noon on September 9th
because of the Primary Elections.
DEPARTMENT REPORTS
Highway – Mike Emerich, Highway Superintendent turned in the following
report:
General Operations
Patch holes around town on paved and dirt roads, Mow and Trim parks, Mow road sides, Haul Ice
Control Sand, Haul Stone, Get Roads Ready to Seal, Grind Peaceable St and Seal
it, Trim around Welcome to Charlton Signs, Trim Trees and Brush around Road
Signs, Mow Cemeteries, Replacing culverts around town from June storm, Hydro seed parts of tucker heights
Equipment Repair
Paint snow plows,
Build new spread bar for truck 15
Miscellaneous Items
Purchase new trailer for mower, Trim ditch in front new town
hall, Prepared budget for 2009, Working on sign survey
Mr. Emerich
said that he hopes to have quotes for the new fuel system ready for the next
meeting. He is looking at buying new equipment for the shop to be used to
replace floors in some of the Town trucks.
Also, he thinks that the Town should consider purchasing a snow blower
for the New Town Hall. He is planning
to send paperwork to Attorney VanVranken this week to get a resolution needed
to apply for a grant for equipment that would be purchased by local towns, and
shared. Mr. Emerich suggested that the
Town should put out bids for sand again this year.
Zoning –
Councilman Gardnerreported that Zoning
took in $720 in Building fees, $480 in Building fees and issued 5 CO/CU’s.
Library –
Sonya Olson and Karen DeAngelo from the Town of Ballston Public Library gave a
brief report. Sonya stated that 50
Charlton residents participated in the summer reading program. The Library will be holding a memoir writing
workshop this fall, as well as a Book Sale September 18 – 20th at
the Town of Ballston Town Hall. The
Library will be working on their budget. There may be a reduction of the hours
of operation as revenues are down and fuel costs are up.
Constables –
Councilman Gardner reported that the Constables did 29 patrols, answered 19
complaints, responded to 10 911 calls, 2 EID calls and 3 accidents. 14 tickets were issued.
Newsletter –
The deadline for article submission is September 15, 2008.
Water – The
Water Department is working on a light replacement for the top of the tank
which was struck by lightning.
Explore 400
- The Committee met last week and are working on: an Explore 400 Brochure of
Charlton, having some of the events at Party in the Park and some of the
Historical Society events dedicated to this commemoration, and possibly doing
an Explore Charlton weekend in November of 2009.
New Town
Hall – The site work is continuing, and the Site Contractor hopes to have the
Site work completed by next week. The
sheetrock is 90% complete. The
electrical, plumbing and HVAC contractors are continuing with their work. The Board anticipates putting out a bid for
the finish work in October.
MOTIONS, RESOLUTIONS, PROCLAMATIONS
A motion
was made by Councilman Lippiello and seconded by Councilman Verola that
Resolution #97 – A RESOLUTION COMMEMORATING THE GOLDEN ANNIVERSARY OF CHARLTON
HEIGHTS ELEMENTARY SCHOOL be approved.

PRIVILEGE OF THE FLOOR
Terry
Ostrander expressed his appreciation to the Highway Department for the new
culvert and the roadwork done. He asked
how to get a speed reduction on Western Avenue. Supervisor Grattidge stated that the residents must start with a
petition and then application is made to the County.
