Town Board Agenda Meeting

The Agenda meeting of the Town Board
of Charlton, Saratoga County, New York was held at the Charlton Town Hall and called
to order by Supervisor Grattidge at 8.01 pm.
Present: Councilman Gardner, Councilman Lippiello, Councilman
Salisbury, Councilman Verola, Supervisor Grattidge, Deputy Town Clerk Penny
Heritage, Town Attorney Bob VanVranken
Supervisor Grattidge announced that
this meeting is to set the Agenda for the Regular Meeting of the Town Board on
Monday, August 11, 2008.
APPROVAL OF ABSTRACT
A motion was made by Councilman Verola and seconded by
Councilman Salisbury to accept General Fund Claims No. 1529-1553 in the amount
of $49,514.76 as set forth in the Abstract No.114.

ANNOUNCEMENTS
Monthly
Sales Tax & Mortgage Tax reports
Supervisor
Grattidge reviewed a letter from the Saratoga County Treasurer indicating sales
tax revenue for July 2008 and mortgage tax revenue for June 2008 and
comparisons of the same from 2007. A copy of the letter is on file in the Town
Clerk’s Office.
NYS Office
of Real Property Star Administrative Aid payment
Supervisor Grattidge reviewed a schedule
from the NYS Office of Real Property Services showing
distribution
of 2008 STAR Administrative Aid for the Town of Charlton. STAR Administrative Aid payment will be
$1,060.46 A copy of the statement is on
file in the Town Clerk’s Office.
Request for
Historic Site Marker from Town Historian and authorize the purchase
Supervisor
Grattidge relayed a request from Town Historian, Laura Linder, for the Town
Board to authorize the purchase of an historic marker to commemorate the 50th
Anniversary of Charlton Heights Elementary School. The marker will cost $895 plus $30 shipping; approximately $800
remains in the account budgeted for historic markers.
A motion was
made by Councilman Lippiello and seconded by Councilman Verola authorizing the
Town Historian to order the marker and for a transfer of funds to be made upon
receipt of the invoice.

Farmland
Protection Focus group meeting 8-20-08 at Town hall: List of participants
Supervisor
Grattidge announced a Farmland Protection Focus group meeting to be held on
August 20, 2008 at 7:30 pm at Town Hall.
A list of potential group participants was developed at the July 23,
2008 meeting. A copy of the potential
participants list is on file in the Town Clerk’s Office. The group plans to
schedule a public informational meeting in October or November.
Discuss Park
Permit information
Councilman
Lippiello and Parks Committee chair, George Eggleston, presented a DRAFT
revision of Ordinance No.10, May 9, 1978 an Ordinance Establishing Rules and
Regulations for Use of the Parks in the Town of Charlton and a DRAFT revision
of the Application and Permit for Use of Town of Charlton Parks. Much discussion ensued regarding the use of
alcohol in the park, size of group required for permit, reservation of
facilities by residents/non-residents, comparison to Malta and Milton’s local
laws on park use, and fees imposed by other towns. The Parks Committee will
again discuss considerations for the Ordinance and Application and return to
the Town Board with recommendations and a final draft of each.
Discuss Web
site procedures
Councilman
Lippiello distributed a recommendation from the Electronic Government and
Technology Advisor Board to establish an approval process for items to be
posted on the Town Web Site. This
proposal is on file in the Town Clerk’s Office. Supervisor Grattidge suggested that the Town’s Information
Officer, Brenda Mills, be the person to screen items and forward to the
webmaster for publishing.
Discuss Town
Employee Handbook policy on medical benefits
Town
Attorney Robert VanVranken reviewed Section 806 and Section 810 of the Town of
Charlton Employee Handbook regarding Medical Insurance Buyout and Worker’s
Compensation Benefits respectively. A personnel matter relating to these issues
was tabled for discussion at an Executive Session at the end of this meeting. Supervisor
Grattidge offered to pull two related resolutions for this evening’s meetings
but will include them on the agenda for August Town Board Meeting.
Prepare
resolution for Deceased Veteran Ceremony for August Meeting
Supervisor Grattidge
announced that Saratoga County will honor Winston Laird, a deceased veteran
from Charlton, at a ceremony in September. Information will be forwarded to
draft a Resolution for the August Town Board Meeting.
Authorize
the Town Architect to prepare the Phase 2 bid package for August Meeting
The Town Board
will meet with the Town Architect before the next Town Board Meeting and will
consider a resolution for the August meeting to authorize the Town Architect to
prepare bids for Phase 2 of the New Town Hall Project.

A motion was made by Councilman Lippiello
and seconded by Councilman Verola that Resolution #86 – A RESOLUTION
AUTHORIZING THE PAYMENT TO COLLINS MECHANICAL, LLC FOR ADDITIONAL CHARGES
RELATED TO PROVIDING PLUMBING SERVICES FOR THE NEW TOWN HALL be approved.

A motion was made by Councilman
Verola and seconded by Councilman Gardner that Resolution #87 – TO SET PUBLIC HEARING REGARDING THE ADOPTION OF
A LOCAL LAW TO PROVIDE FOR A PARTIAL TAX EXEMPTION FOR REAL PROPERTY TAXES FOR
REAL PROPERTY OWNED BY PERSONS WHO RENDERED MILITARY SERVICE TO THE UNITED
STATES DURING THE COLD WAR PERIOD SEPTEMBER 2, 1945 - DECEMBER 26, 1991 be
approved.

Additional
item: Councilman Verola suggested that a newsletter committee be established to
collect articles for the Town Board newsletters and create a mission statement
for this town publication. Councilman
Verola will ask persons to serve on this committee.
There being
no additional agenda items for consideration, a motion was made by Councilman Lippiello
and seconded by Councilman Verola to enter into Executive Session to discuss a
personnel issue.
The Board
came out of Executive Session at 10:15pm.
