Town Board Agenda Meeting

The Agenda meeting of the Town Board
of Charlton, Saratoga County, New York was held at the Charlton Town Hall and called
to order by Supervisor Grattidge at 7:30pm.
Present: Councilman Gardner, Councilman Lippiello, Councilman
Salisbury, Councilman Verola, Supervisor Grattidge, Town Clerk Brenda Mills,
Town Attorney Bob VanVranken
Supervisor Grattidge announced that
this meeting is to set the Agenda for the Regular Meeting of the Town Board on
Monday, July 14, 2008.
APPROVAL OF ABSTRACTS
A motion was made by Councilman Verola and seconded by
Councilman Lippiello to accept General Fund Claims No. 1431-1493 in the amount
of $125,473.32 as set forth in the Abstract No.112, and voucher #810 in the
amount of $126.00 as set forth in Abstract No. 8806.

Supervisor Grattidge read a report from the Town Clerk
stating that a correction was made to Abstract #111 and voucher #1412 to remove
a $.84 finance charge from the National Grid Invoice.
APPROVAL OF MINUTES
Supervisor Grattidge stated that he
had recently received the December 2007 Minutes from the former Town Clerk for
the Regular Town Board Meeting and the Town Board Agenda Meeting.
A motion was made by Councilman Verola and seconded by
Councilman Salisbury, to accept the meeting minutes of the Town Board Meeting held
on December 10, 2007 and the meeting minutes of the Town Board Agenda Meeting
held on December 26, 2007.

ANNOUNCEMENTS
A thank you letter was received from
Dr. Jorgensen. She was very thankful
for all the Founder’s Day festivities and for the Town honoring the Nurses as
well as her mother.
The Sales Tax Report shows an
increase Y-T-D in revenue of 6.55% over last year. The Mortgage Tax Report shows that Mortgage Tax appears to be
running strong
A letter was received from Herb
Smith from the Pine Grove Cemetery Association, thanking the Town and in
particular the Highway Department for their assistance and support in cleaning
up the trees after the devastating storm.
A letter was received from Time
Warner regarding a spin-off company of Time Warner. The company is offering assurance that there will be no change in
their management, policies or practices.
A memo was received from Carol
Holley, Saratoga County Real Property Tax Services regarding a Cold War
Veterans Exemption. It was recently
passed by the Board of Supervisors.
This will allow the Veterans to receive a Veterans exemption on their
taxes effective 2010.
Supervisor Grattidge said that he
had a meeting with the Quadricentennial Committee. They have asked to submit an application to Explore New York to
be able to use their logo.
A motion was made by
Councilman Verola and seconded by Councilman Gardner to authorize Supervisor
Grattidge to sign and submit the application to Explore NY.
VOTE: All Ayes, No Noes. CARRIED
Supervisor Grattidge stated that he
received an email from Susan York regarding a “strange critter or unusual
coyote” running around Charlton. The
Council Members stated that they believe that it is a fox..
The Charlton Historical Society has
asked for assistance with the Free Jazz Concert on July 23 at 7pm. They have asked the Highway Superintendent
to bring down the stage and set it up.
They have also asked for assistance from the Constables.
Supervisor Grattidge stated that he
has received a quote for a new computer for the Secretary’s office. The E-Government Technology Board would like
to review the information.
Helpco has also given a quote for a
data server to network all of the Town computers.
The invoice was received for the
Bulk Item Pick-up. The total this year
was $6,027.30.
A letter was received from the
County Planning Board with a draft resolution attached regarding the Shirley
Palmer Farmland Protection application.
The Parks Committee submitted a
revised copy of the Park Permit and Changes to Ordinance #10. Discussion ensued regarding allowing alcohol
in the parks. The Board would like time
to further review this issue before approval.
The Board plans to do a resolution
at the next meeting to appoint Ron Wharton as Town Assessor.
Mike Emerich, Highway Superintendent
sent a memo asking for authorization to hire Christian DeCapria as summer help
for 32 hours a week for 2 months to assist with mowing and flag work.
A motion was made by
Councilman Verola and seconded by Councilman Gardner that Resolution #83 - A
RESOLUTION AUTHORIZING THE HIGHWAY SUPERINTENDENT TO HIRE ONE PART-TIME SUMMER EMPLOYEE FOR THE TOWN OF
CHARLTON HIGHWAY DEPARTMENT be
approved.

The Highway Superintendent has given
three quotes for a trailer. He is
looking at the Bennett Trailer for $1,999.00.
A motion was made by
Councilman Verola and seconded by Councilman Gardner to authorize the Highway
Superintendent to purchase the Bennett Trailer for $1,999.00.

The Supervisor stated that he would
ask for the Board to go into Executive Session following tonight’s meeting.
NEW TOWN HALL PROJECT
On June 13th, the Tender
Agreement was signed with the Bonding Company allowing the Town to move forward
with the replacement contractor. The
contractor plans to finish the job by October 17th. The other 3 prime contractors are gearing up
to get started on the project.
DISCUSSIONS
Councilman Verola asked if there are
any policies or procedures in place governing who has authorization to place
items on the Town’s website. Councilman
Lippiello will check with the E-Government/Technology Board to see if there is
currently in place.
Councilman Verola asked about the
status of the meeting with Jim Mitchell regarding the variable speed pump. Councilman Lippiello said that they are
still waiting to hear. The Company is
very slow in responding.
Councilman Salisbury said that he
will not be present at the July 14th Board Meeting.
