The Regular meeting of the Town Board of Charlton was held at Charlton Town Hall.  The meeting was called to order by Supervisor Grattidge at 7:30pm.

 

Present:  Councilman Lippiello, Councilman Gardner, Councilman Salisbury, Councilman Verola, Supervisor Grattidge, Town Clerk Brenda Mills

 

Supervisor Grattidge lead the pledge of Allegiance.   .

 

APPROVAL OF MINUTES

                                               

A motion was made by Councilman Verola and seconded by Councilman Lippiello, to accept the meeting minutes of the Town Board Special Meeting held on May 5, 2008.

 

Roll call vote:  Councilman Gardner: Aye, Councilman Lippiello: Aye, Councilman Salisbury: Aye, Councilman Verola: Aye, Supervisor Grattidge: Aye  Approved

 

A motion was made by Councilman Verola and seconded by Councilman Gardner, to accept the meeting minutes of the Town Board Meeting held on May 12, 2008.

A motion was made by Councilman Lippiello and seconded by Councilman Salisbury, to accept the meeting minutes of the Town Board Agenda Meeting held on May 27, 2008.

ABSTRACT OF CLAIMS & TOWN CLERK REPORT

                       

A motion was made by Councilman Verola and seconded by Councilman Salisbury to accept General Fund Claims No. 1397-1430 in the amount of $120,189.69 as set forth in the abstract No.111.

A motion was made by Councilman Verola and seconded by Councilman Lippiello to accept the Town Clerk’s monthly report.

Attorney Van Vranken entered the meeting at 7:35pm.

 

SUPERVISOR’S REPORT AND ANNOUNCEMENTS

 

For the month of May I attended 4 Town meetings and 4 County meetings.

Some of the highlights of the month:

 

-          Met with the Party in the Park Committee

-          Attended meetings concerning the New Town Hall Project

-          Gave a farm tour to Assemblyman Bob Reilly

-          Attended the kick off meeting of the Agricultural Task Force

-          Attended the County Horse Park workshop

-          Attended the SEDC annual dinner

-          Attended the 5-K Race and Party in the Park events

 

Supervisor Grattidge reported that he had an interesting farm tour with Assemblyman Bob Reilly, who has been assigned to a committee of the New York State Assembly to look at some of the impacts of agriculture and some of the sustaining ways to look at agriculture.  They toured the Full Circle Farm, the Arnold Dairy Farm and the Anderson Farm.

WEB SITE ACTIVITY

 

The overall number of visits to the Town of Charlton Web Site during the month of Mayl was: Entire site; 103,297  Average per day; 3332, Page views; 48,914,  Average per day; 441.

 

NEW TOWN HALL PROJECT

 

Extensive meetings were held with the replacement contractor to iron out the last few items under the scope of the work.  Supervisor Grattidge anticipates being able to proceed with a Tender Agreement very soon.

 

           

ANNOUNCEMENTS

 

Sundae on the Farm will be Sunday June 22nd 2008 from 12 noon-4pm at Kings Ransom Farm in Northumberland.

 

Town Offices will be closed for the Friday, July 4th  holiday.

 

Town Offices will be closed Saturdays in July and August.

 

 

COMMUNICATIONS

 

Supervisor Grattidge stated that he received a Topographical Map from the Charlton School regarding a future expansion project.  Attorney VanVranken stated that the Charlton Girls School Board has recommended an expansion to be able to offer Special Education programs.  Attorney VanVranken told the School to get in contact with Attorney Bill Keniry regarding Zoning permitted uses.   He believes they need a full blown site review.

 

The Town received a thank you card from Saratoga Friends Meeting regarding the donation made in memory of Bob Cromie.

 

Supervisor Grattidge received a letter from NYS regarding Report of the NYS Commission on Local Government Efficiency & Competitiveness. 

 

 

DEPARTMENT AND COMMITTEE REPORTS

 

Highway – Superintendent Emerich stated that they have been busy working on the roadsides and getting ready for Party in the Park.

 

Animal Control – Lee Bramer said that he is getting complaints of loose dogs.  He has given a final notice to a dog owner.  He is also receiving lots of wild animal activity calls, and has picked up 2 dead deer.  He has received many reports of fox being seen in neighborhoods.

 

Parks – George Eggleston said that they have finished painting the climbing dome in Elmer Smith Park.  They are currently reviewing the changes to the Park Rules and Regulations.

 

Library – Sharon Rouis from the Town of Ballston Community Library presented upcoming summer programs that will be put on at the library.  She stated that the organization “Friends of the Library” are looking for new members.  Brick sales will be happening again this summer. 

 

Planning – Councilman Verola said that there was a joint Public Hearing with ZBA on May 13th for MPH Properties.  They also reviewed one subdivision application, one lot line application and one lot line adjustment. 

 

Zoning – Councilman Gardner reported that 19 permits were issued and $3,400 was collected.  6 Certificates of Occupany were issued.

 

Water – Councilman Lippiello said that they are still waiting for Jim Mitchell to set up a meeting with the Variable Speed Pump Company.  He also stated that there are several outstanding water reading cards.

 

Constable – Councilman Gardner read the report.

 

Councilman Gardner stated that he attended an Emergency Services meeting on June 3.  He said that they have softened their position on training responders.  All Fire Departments will have to do their own training, and will be going to High frequency.  The County will provide High frequency radios. 

 

 

MOTIONS, RESOLUTIONS, PROCLAMATIONS

 

A motion was made by Councilman Verola and seconded by Councilman Lippiello that Resolution #82 –  A RESOLUTION AUTHORIZING THE PLACEMENT OF FUNDS RECEIVED FROM CORNELL COOPERATIVE EXTENSION AND RELATED TO REIMBURSEMENT OF LEGAL FEES DURING DEVELOPMENT AND COMPLETION OF TOWN OF CHARLTON MS4 LEGISLATION  be approved.

AUTHORIZATIONS

 

A motion was made by Councilman Verola and seconded by Councilman Lippiello to approve the Park Permit application by the Charlton Seniors for August 6, 2008.

 

Vote:  All Ayes, Zero Nays,  CARRIED

 

 

A discussion ensued regarding the necessity of the Town Board to approve all Park Permits.  It was decided that rules do not require the approval of the Board for single use permits.

 

Supervisor Grattidge said that at the next Agenda meeting he may be presenting a proposal for a new computer for the office of the Supervisor’s secretary.

 

 

COUNCILMAN REPORTS

 

Councilman Gardner attended the Farmland Protection Kick-off meeting.  He enjoyed marching in the Founder’s Day Parade.

 

Councilman Verola had no report.

 

Councilman Lippiello noted the nice job that was done by the Highway Department in Tucker Heights.  He thanked everyone that volunteered time for Party in the Park.  He listed the numerous meetings that he attended during the month.

 

Councilman Salisbury – On May 19th he attended the Saratoga County Advisory Youth Board Meeting. 

 

 

PRIVILEGE OF THE FLOOR

 

George Eggleston asked if there were any comments regarding the Party in the Park change in the stage location.

Supervisor Grattidge said in his opinion everyone could hear the music, and the grassy area became the area for the kids.  He thought is worked well.
