Town Board Agenda Meeting

 

May 27, 2008

The Agenda meeting of the Town Board of Charlton, Saratoga County, New York was held at the Charlton Town Hall and called to order by Supervisor Grattidge at 8:04pm.

 

Present:  Councilman Gardner, Councilman Lippiello, Councilman Salisbury, Supervisor Grattidge, Town Clerk Brenda Mills, Town Attorney Bob VanVranken

 

Supervisor Grattidge announced that this meeting is to set the Agenda for the Regular Meeting of the Town Board on Monday, June 9, 2008.

 

APPROVAL OF ABSTRACTS

 

A motion made by Councilman Salisbury seconded by Councilman Gardner to accept General Fund Claims No. 1357-1396 in the amount of $46,050.28 as set forth in the Abstract No.110, and voucher #809 in the amount of $169.00 as set forth in Abstract No. 8805.

 

Roll call vote:  Councilman Gardner; Aye, Councilman Lippiello: Aye, Councilman Salisbury; Aye, Supervisor Grattidge: Aye    APPROVED

 

Supervisor Grattidge read a report from the Town Clerk stating that a correction was made to Abstract #109 and voucher #1349 to remove finance charges from the National Grid Invoices, reducing the voucher by $33.61.

 

 

ANNOUNCEMENTS

 

The Sales Tax Report shows an increase in revenue from last year.  The Mortgage Tax Report shows that Mortgage Tax is down due to a slow down in the real estate market. 

 

The Farmland Protection kick-off meeting was held May 14th.  The Minutes from that meeting will be put on the website.  They are working on maps of farms and farmland.  The next focus group meeting will be in August.

 

A notice from NYS Real Property lists our equalization rate as 68%.  The rate last year was 70%.

 

The Zoning Ordinance Review Committee wants the Board to consider some “housekeeping” items in the Zoning Ordinance.  A suggestion is for the Board to have a workshop session with Marv Schorr, and possibly the ZOR Committee.

 

Explore NY 400 Committee needs to be established.  Supervisor Grattidge asked that the Town Historian, Historian Deputy, Sandy Verola, and a representative from the Town Clerk’s office be the committee.  The Board agreed.

 

The Saratoga County Office of Emergency Service put together a registry of persons with Special Needs.  They only have 5 people on the list.  Supervisor Grattidge asked the Town Clerk to make copies for the Board.

 

 

DISCUSSIONS

 

The Burnt Hills Rotary Group presented their request for the Town to supply materials for a project that they want to do down by the Old Mill Pond area.   This would be a private/public partnership project to build a weir under the bridge.  There is a water quantity problem during certain times of the year.   Particularly in August, when the water flow is low, the water poOls and the fish die.  The project would provide higher levels of water so that the fish can survive.    Discussion ensued regarding who owned the land surrounding this area.  Supervisor Grattidge will talk to

 

 

the land owner.  Councilman Gardner suggested that the County be advised.  Attorney VanVranken agreed, and also suggested that the Insurance Company be contacted regarding liability coverage. 

 

A proposal was made to amend the budget by passing a resolution to appropriate moneys from the fund balance to Attorney Fees.  A motion was made by Councilman Lippiello to pass the resolution, and a request was made by Councilman Salisbury to table the item for discussion at the next Board meeting.

 

Highway Superintendent Michael Emerich requested approval of the purchase of a new trailer to haul the new mower.  He estimates the cost to be approximately $2,200.  He will obtain bids to present to the Board.

 

Marv Schorr said that he received an e-mail from Mike McNamara/Town Engineer suggesting that Dave LaFountain attend a training course at Skidmore on June 12th and 13th.

 

Dave LaFountain stated that he wanted to attend a training seminar on June 11th, and would like Rick Moon to attend also.  It is regarding Inner Municipal MS4 Enforcement.

 

George Eggleston stated that work is being done on the new bridge.  He is working on the Park Ordinance Rules and Regulations.  He is also working on getting the park ready for Party in the Park.
