Town Board Agenda Meeting

The Agenda meeting of the Town Board
of Charlton, Saratoga County, New York was held at the Charlton Town Hall and called
to order by Supervisor Grattidge at 7:30pm.
Present: Councilman Gardner, Councilman Lippiello, Councilman
Salisbury, Councilman Verola, Supervisor Grattidge, Town Clerk Brenda Mills
Supervisor Grattidge announced that
this meeting is to set the Agenda for the Regular Meeting of the Town Board on
Monday, May 12, 2008.
OPENNING OF BID
One bid was
received in the Town Clerk’s office as of 1pm on April 28, 2008. The sealed bid was opened and read by
Supervisor Grattidge. The bid for the
1996 Dodge Ram Truck was received from Gary Sherman in the amount of $1,010.00
and a signed non-collusion agreement was included.
APPROVAL OF ABSTRACTS
A motion made by Councilman Salisbury seconded by Councilman
Verola to accept General Fund Claims No. 1299-1333 in the amount of $36,677.93
as set forth in the abstract No.108.

ANNOUNCEMENTS
Supervisor
Grattidge announced that the Town has received the Town of Ballston Library
Annual Report.
Supervisor
Grattidge stated for the record, the Town has been served a Notice of Claims
on the Phillips case regarding an
accident that occurred on Sweetman Road.
Our insurance company has assigned a claim number.
Supervisor
Grattidge stated that he received a notice from the organizers of the Charlton
5k Run, asking the Town to have Alan Grattidge to speak at the run. They also requested that the Town close a
portion of Packer Avenue to Maple Avenue for the run. The Constable will help with security.
Supervisor
Grattidge stated that the West Charlton Fire Department had requested reduced
fees for their Building Project. At the
Zoning Board of Appeals meeting it was decided that they did not need a
variance. The ZBA has passed the file
onto the Planning Board. They also
requested that the Town Board refund the application fee that was previously
paid.
A motion was
made by Supervisor Grattidge and seconded by Councilman Verola to refund the
application fee previously paid by the West Charlton Fire Department.

Supervisor
Grattidge said that Councilman Lippiello has sent e-mail regarding Pump
repair. Councilman Lippiello stated
that the bolts were rusted out, and they found that the shaft has serious
damage, and needed to be repaired and will cost about $5,000. They will check the second pump and it may require
the same repair.
Supervisor
Grattidge stated that he has asked Assemblyman Tedisco if the Member Item grant
could be expanded to include some of the unexpected pump repair costs and
additional electrical upgrades.

Grattidge said that the Saratoga Council on Autism has notified us of their
poster contest. If anyone is
interested, materials are available at the County.
Supervisor
Grattidge said that we have received some information about the Explore
400. This is the 2009 celebration of
the voyage of Henry Hudson up the Champlain Valley. They are putting together a directory of celebrations. Our Founders Day events can be listed.
Supervisor
Grattidge said that we have had some correspondence with National Grid
regarding the power lines that runs north and south through town by Sweetman
Road. He forwarded on our resident’s
letters of concern to make National Grid aware that there are residents who are
very concerned. National Grid has
responded and said that they will be communicating with the residents and the
Town.
Supervisor
Grattidge said that the Sales Tax distribution for March is quite a bit higher
than March of 2007, because of the increase in gas prices.
Supervisor
Grattidge forwarded an e-mail from the County Coordinator regarding an MS4
Annual Report, to our Town Engineer, requesting that he prepare the information
by our May 12th meeting.
The DEC has decided that If the Annual Report is on our website, we no
longer need to hold a Public Hearing.
Supervisor
Grattidge stated that we will be saluting the Jorgensen family by proclamation
on Founders Day.
Supervisor
Grattidge said that we will need to do a resolution to approve the expenditures
for Party in the Park.
Supervisor
Grattidge said that the Town Clerk may want to add a member to the Records
Advisory Board and possibly an amendment to the Deputy Registrar. If so that can be done at the next meeting.
Supervisor
Grattidge would like to schedule a kick-off meeting for the Farmland Protection
Plan. He would like to invite our
Consultant, a representative from the County Agricultural Farm Protection
Board, possibly someone from Farmland Trust, and the Agricultural Task
Force. Tentatively the meeting will be
May 14, 2008.
AUTHORIZATIONS
A motion was
made by Councilman Verola and seconded by Councilman Lippiello to authorize the
Highway Superintendent to accept the lowest bid and purchase a new mower from
Emerich Sales.

A motion was
made by Councilman Lippiello and seconded by Verola to approve the Park Permit
from Tiffany Gallo for use on May 3rd or rain date May 4th.
VOTE: All Ayes, Zero Noes. CARRIED.
RESOLUTIONS
A motion was made by Supervisor
Grattidge and seconded by Councilman Verola that Resolution No.76 - A RESOLUTION ACCEPTING THE BID
TO SELL HIGHWAY DEPARTMENT DODGE PICK-UP TRUCK TO GARY SHERMAN be approved.

DISCUSSION
Councilman Verola said that the
Comprehensive Plan on page 21, suggests that we form a Historic Buildings and
Landmark Committee and also an Advisory Committee to assist the current
Historic Commission. The Commission
would like us to start thinking of people to put on the committees.
Councilman Verola said that Justices
have received a new computer from the Court Administration, and they need
authorization to have Helpco go to Justice Bascom’s home to set it up.
A motion was made by Councilman
Verola and seconded by Councilman Lippiello to authorize Helpco to set-up the
Justice Department computer.
Vote: All Ayes, Zero Noes,
APPROVED.
After no further discussion, the
meeting adjourned at 8:02pm.
