The Regular meeting of the Town Board of Charlton was held at Charlton Town Hall.  The meeting was called to order by Supervisor Grattidge at 7:30pm.

 

Present:  Councilman Lippiello, Councilman Salisbury, Councilman Verola, Supervisor Grattidge, Town Clerk Brenda Mills.

 

Absent: Councilman Gardner

 

Supervisor Grattidge lead the pledge of Allegiance.

 

APPROVAL OF MINUTES                                            

A motion was made by Councilman Salisbury and seconded by Councilman Verola, to accept the meeting minutes of the Town Board Meeting held on February 11, 2008.

A motion was made by Councilman Verola and seconded by Councilman Lippiello, to accept the meeting minutes of the Town Board Agenda Meeting held on February 25, 2008.

ABSTRACT OF CLAIMS

 

A motion made by Councilman Verola seconded by Councilman Salisbury to accept General Fund Claims No. 1164-1203 in the amount of $36,198.72 as set forth in the abstract No.105, and also General Fund Claims No. 804 in the amount of $82.00 as set forth in the abstract No. 8802.

The Town Clerk noted that changes were made to Abstract#104 making the new amount of the abstract $79,863.22.   A change was made to voucher #1111 to increase Kim Caron’s 2008 hourly rate and making the new voucher amount $79.80.   A change was made to voucher #1141 to remove a $.74 finance charge, making the new voucher amount $203.37.  

 

TOWN CLERKS REPORT

 

Town Clerk Brenda Mills reported taking in $390.50 for the month of February 2008.   $350.43 was disbursed to the Supervisor and $40.07 to disbursing agencies.

 

A motion made by Councilman Verola seconded by Councilman Lippiello to accept the Town Clerks report as read.

SUPERVISOR’S REPORT AND ANNOUNCEMENTS

 

For the month of February I attended 3 Town meetings and 8 County meetings.

Some of the highlights of the month:

 

-         Attended the installation of Officers for the Galway Ambulance Corp.

-         Met with the Party in the Park Committee

-         Worked on the 2010 Census

-         Took a tour of the County Public Works facilities

-         Attended the N.Y.S Dept. of Agriculture grant announcement for $25,000.00 Farmland Protection Plan for Charlton

-         Attended the American Farmland Trust Conference

WEB SITE ACTIVITY

 

The overall number of visits to the Town of Charlton Web Site during the month of February was: Entire site; 84,978 Average per day; 2,930, Page views; 56,275, Average per day; 1,940

 

ANNOUNCEMENT

 

Supervisor Grattidge announced that he has received a letter from the New York StateDepartment of Agriculture awarding the Town a $25,000.00 Grant to assist the Town in its agricultural and farmland protection planning program.                         

 

Supervisor Grattidge reported that the E-Government and Technology Committee has requested that each Town Department review and update their information on the Town’s website.

 

COMMUNICATIONS

 

Supervisor Grattidge stated that we have received a letter from the Saratoga County Soil and Water Conservation District.  They have received money to assist local municipalities in their park planning.  This information will be passed on to the Park Committee to see if it is something the Town can use.

 

Supervisor Grattidge stated that the Town has received a letter from the Charlton Garden Club.  They are requesting $300 for materials and flowers for the Town Hall flower boxes and Town flowerbeds.

 

Supervisor Grattidge said that the Town has received a letter from Time Warner confirming a rate increase.

 

Supervisor Grattidge said that we have received a letter from the New York State Office of Real Property regarding the equalization rate.   Last year we were at 70, and early indications are showing that we are at 67.27.  The official rates come out in May or June.

 

Supervisor Grattidge said that we received a letter from the Galway Public Library thanking us for our support.  They have gone to a funded district.  A copy of their annual report is available at the Town Clerk’s office.

 

DEPARTMENT & COMMITTEE REPORTS

 

LIBRARY REPORT

Councilman Lippiello introduced Tom Schottman from the Town of Ballston Library.  Mr. Schottman stated the Library has a new Director, Karen DeAngelo, the former Youth Library.  The new Youth Librarian is Rebecca VerHayden.  He stated that the Library has a monthly newsletter which is also available on their website.  The website has been updated, and people can request and renew books on the website.  The library has a new program where they are working with Community Human Services (CHS).  Two Thursdays a month, the CHS bus will transport people in need of transportation to and from the library. The bus service can be reached by calling CHS or the library.  The Library has a committee of approx. 15 people who are gearing up for the next long range plan.  The first step of the plan is a survey.  Surveys are available at the library and well as Town Hall.

 

Councilman Lippiello stayed that the stacks and workrooms are being reorganized. Cubbies may be added.  They are looking to possibly increase the hours.

 

CONSTABLE

Supervisor Grattidge read the Constable report for February.  They had 25 patrols, 5 complaints, 4 911 calls, 1 EID call, issued 8 tickets, went to 1 accident, answered 2 EMT calls, miles traveled were 1708.

 

ECC

Marv Schorr gave a reminder that the Roadside Cleanup will be April 26th from 8am to noon and the tree distribution will be from noon to 1pm. On August 9th, there will be a hazardous waste collection at the Milton Town Hall Parking Lot.  Residents can fill out an application and they will be assigned a time by postcard.  Forms available at Town Hall.

 

ZONING DEPARTMENT

Supervisor Grattidge gave the report that $90 in building fees and $90 in zoning fees were collected in February.

 

PLANNING BOARD

Councilman Verola reported that the Planning Board met February 18th.  There was an approval of 1 lot line change and they are deliberating on 3 new subdivision applications.

 

PARKS

George Eggleston stated that they are continuing the update of the 1978 park usage ordinance.  The park permit has been updated and added to the website.  Supervisor Grattidge stated that Party in the Park will be May 31st, and Founders Day is June 1st

 

HIGHWAY

Michael Emerich gave the following report:

 

General Operations   

Working on removing dead trees around town, Chip brush on west end, Clean around fire hydrants and catch basins, Push back drifts,  Plow Snow, Sand and Salt Roads,  Patch holes dirt and paved roads, Inspect road signs

 

Equipment Repair   

Service #7 and sample all oils, Service #6, NYSI  #1 and #11, Front end work on #9, Repair generator on #4,

Replace right front wheel bearings on #14

       

Miscellaneous Items

Paint bathroom and lunch area, Repair (welcome to Charlton) signs, Haul sand from tri-town gravel bank

        

Mr. Emerich stated that the he has just received the results of the transmission test on the loader.  The transmission has a high level of lead.  Of a severity level of 1 to 5, the loader has a level of 4.  The loader will need transmission work sometime in the near future.  The transmission is $16,000 plus installation. 

 

Mr. Emerich gave the Town Board a proposal for a new pick-up truck to replace the Town’s red truck.  In order to purchase the truck at the proposed price, the order must be in by April 2.  Supervisor Grattidge stated that money was inthe budget for the new truck.  The total price is $33,329.50.  The Highway Department is down one truck, and the new truck will take 16-20 weeks to be delivered.  Councilman Verola stated that she supported getting the new truck as there is a real need for it.

 

A motion was made by Councilman Verola and seconded by Councilman Lippiello to Authorize the Highway Superintendent to place the order for the pick-up truck as proposed, be approved.

Supervisor Grattidge requested that Mr. Emerich bring in information regarding the old truck so that a resolution can be made to put out a bid for the truck.  The truck has 195,000 miles on it.

 

HISTORICAL SOCIETY

Marv Schorr said that the Society has planned a Memorial Day ceremony will honor nurses in the military.  The Founder’s Day ceremony will honor nurses in general, Charlton nurses.  The Grand Marshall will be Grace Jorgensen, the former Director of Bellevue Hospital, and whose mother was the founder of the Hospital.  The Society is going to have a speaker, Mal Horton, who will speak about the trolley systems in the area about 100 years ago.   This will be April 2nd, 7:30pm at the Maple Avenue Schoolhouse.  The summer concert will be July 23rd at Gideon Hawley Park at 7pm.

 

CHARLTON SENIORS

Marv Schorr said that the Seniors have arranged to have Jim Schultz, the Superintendent of the Burnt Hills Ballston Lake School system, speak at the Charlton Freehold Presbyterian Church on April 24th, regarding the school budget.  The pubic is invited.

 

ANIMAL CONTROL

Councilman Verola read the animal control report.  Two dogs were taken to the county.  One was adopted, one was picked up by the owner.  There were 4 lost dog calls.  A reminder was made that there is a leash law in Charlton.

 

NEWSLETTER

Councilman Verola reminded everyone that articles for the newsletter are due by March 15th. Supervisor Grattidge asked that the Bulk pickup dates of May 5-9th be added to the newsletter.

 

WATER DEPARTMENT

Councilman Lippiello stated that they are still waiting to hear from Jim regarding the pump house update.

 

TOWN CLERK

Brenda Mills reported that she and Deputy Penny Heritage traveled to the Town of Galway on March 6th, to receive DEC training from Peg DeFoe, Galway Town Clerk.  The training certification was turned in to the DEC and approval should  follow allowing the Town Clerk to sell Hunting and Fishing licenses. 

 

 

RESOLUTIONS

 

A motion was made by Councilman Lippiello seconded by Councilman Salisbury  that Resolution No.67  - A RESOLUTION TO ORDER POSTED ROADS IN THE TOWN OF CHARLTON WITH A FOUR TON GROSS WEIGHT LIMIT ON A TEMPORARY BASIS  be approved.

A motion was made by Councilman Verola seconded by Councilman Salisbury that Resolution No.68  - A RESOLUTION TO SET A PUBLIC HEARING REGARDING AN INCREASE TO THE SALARY OF APPOINTED TOWN CLERK BRENDA MILLS FOR TOWN FISCAL YEAR 2008 be approved.

AUTHORIZATIONS

 

A motion was made by Councilman Verola and seconded by Councilman Lippiello to allow a $50 increase to the annual support given to the Charlton Garden Club.

A motion was made by Councilman Lippiello and seconded by Councilman Verola that the Town Board approve the   Park Permits received from Gary Bojarski and The Charlton Historical Society.

COUNCILMAN REPORTS

 

Councilman Lippiello thanked Mike Emerich and the Highway Department for the good job they are doing on the roads.

 

Councilman Verola thanked the Highway Department as well.  She also thanked Mr. Schottman from the Library for coming out and sharing the helpful information.

 

Councilman Salisbury said that there is a group forming a Charlton Baseball League for ages 12 and under. 

 

PRIVILEGE OF THE FLOOR

 

Ray Adair of 2510 Route 67 requested any information that the Town may have regarding Old Route 67, old Degraff Street.  He would like to know who owns and maintains the roads.  He asked why the old roads are not on current maps. He asked if the Town owns the road, would they be willing to give it to adjoining neighbors.  Supervisor Grattidge said that he will get back to him with whatever information he can find.

 

 

The next Town Agenda will be held March 31st at 7:30pm.  There will be a Public Hearing at 7:15pm before the meeting.

 

A date for a special meeting will be set with the Board to discuss information regarding the New Town Hall.
