The Regular meeting of the Town Board of Charlton was held
at Charlton Town Hall. The meeting was
called to order by Supervisor Grattidge at 7:30pm.
Present: Councilman Gardner, Councilman Lippiello,
Councilman Salisbury, Councilman Verola, Supervisor Grattidge, Town Clerk
Brenda Mills, Town Attorney Bob VanVranken.
Supervisor Grattidge lead the pledge of Allegiance.
APPROVAL OF MINUTES
A motion was made by Councilman Lippiello and seconded by
Councilman Verola, to accept the meeting minutes of the Town Board
Organizational Meeting held on January 14, 2008.

fourth in the abstract No.103.

TOWN CLERKS REPORT
Town Clerk Brenda Mills reported taking in $285.75 for the
month of January 2008. $203.58 was disbursed to the Supervisor and $82.17
to disbursing agencies.

ANNOUNCEMENTS
Supervisor
Grattidge announced that the Town Hall will be closed February 18, 2008 in
observance of Presidents Day.
Supervisor
Grattidge announced that He has assigned additional duties to the Town Clerk to
help with internal financial controls. The Town Clerk has agreed to take over
from the Bookkeeper the responsibility of receipting the incoming checks to the
Town. The Town Clerk will prepare a
daily journal of incoming funds. The
Town Clerk will also retain copies of the Town’s Bank Statements. The Bank Statements and Receipt Journal will
be audited monthly by Councilman Salisbury.
Supervisor
Grattidge announced that the Charlton Seniors February 13th meeting
has a new speaker scheduled. His name
is Joe Parisi, a retired professor from Saint Rose, and he will talk about
Capital Region Energy Forum.
Marv Schorr
added that at the next Seniors meeting, February 27th at 10am, the
guest speaker will be Rick Reynolds, the Town of Ballston Historian. He also said that the Seniors have scheduled
Jim Schultz, Superintendent of Burnt Hills-Ballston Lake schools to speak at
the Presbyterian Freehold Church on April 24th starting at
7:00pm. He will be discussing the
upcoming school budget. The public is
welcome.
The
Historical Society meeting that was cancelled last week has been rescheduled to
February 13th at 7:30. The
topic will be the Civil War.
COMMUNICATIONS
Supervisor
Grattidge stated that a lawsuit has been filed against the Town by Schmidt
& Schmidt. The matter has been
turned over to the Town Attorney and the Special Attorney to take whatever
action needs to be done at this point.
A copy of the lawsuit is on file in the Town Clerk’s office.
DEPARTMENT
AND COMMITTEE REPORTS
The
Constables report was read by Councilman Gardner. The Constables had 27 patrols, 4 complaints, 4 911 calls, issued
26 tickets and answered 2 accident calls. A copy of the report is on file in
the Town Clerk’s office.
The Highway
report was read by Councilman Gardner. Michael Emerich stated that they have
been problems with beavers building dams in the culverts on Root Road and
Sweetman Road. The Highway department
has been busy cleaning out the dams and placing grates on the culverts. A copy of the report is on file in the Town
Clerk’s office.
The Planning
Board report was read by Councilman Verola.
She stated that the Planning Board held a Public Hearing on January 21,
2008, and deliberated on one subdivision application and three lot line changes. A copy of the report is on file in the Town Clerk’s
office.
The Zoning
Department report was read by Councilman Gardner. No permits were issued,
two CO/CUs were issued. A copy of the
report is on file in the Town Clerk’s office.
Councilman
Verola said that there was no report for Animal Control. Supervisor Grattidge stated that he has been
informed that one raccoon that was killed in Charlton was rabid.
Marv Schorr
gave the Environmental Conservation Committee report. Roadside clean-up and tree giveaway is scheduled for April 26,
2008. People that want to be involved
in the Road side clean up should call Marv Schorr. The clean-up is from 8am to noon, and the tree giveaway will be
from noon to 1:00pm.
Supervisor
Grattidge has heard that a tentative date for the hazardous waste pickup day
will be August 9th, 2008. He
hopes to confirm this date prior to the issuance of the newsletter.
The Park
Committee report was given by George Eggleston. He stated that he has the materials for the warming shelter
repair.
Supervisor
Grattidge stated that there was a meeting to plan the Party in the Park last
week. They are planning the same type of entertainment and
fireworks. The date for Party in the
Park is May 31, 2008, and the Founders Day parade will be June 1, 2008. The 5k race will be the in the morning on
May 31, 2008.
Councilman
Lippiello stated that the E-Govt and Technology board wants to get the Park
Permit updated and added to the Website so that residents can fill out the
permit electronically. They are also going to ask each department to
check the website and make sure that it is complete. They are talking about a photo contest to accumulate some new
slides for the website.
Councilman
Lippiello read the Water Report. He
stated that John Morgan has the pits clean at the tower. He is going to have Pete O’Brien chip, clean
and get the painting done of the new fixtures at the pump house. EDP is reviewing the fine points of the
proposal for the shift over to variable speed pumps at the pump house.
Marv Schorr
stated that the Zoning Ordinance Review Committee (ZORC) is having their first
meeting on February 19th.
They will be meeting on the 3rd Tuesday of each month at 7pm
at Town Hall. He expects to get the
recommendations for the changes that the previous committee worked on before
the Comprehensive plan. The work from
now on will be to bring Zoning Ordinance in compliance with the Comprehensive
Plan. The work that was already done
was on the existing zoning ordinance and all the recommendations that we worked
on and decided on will be given to the Board as soon as possible.
Supervisor
Grattidge stated that he thought we had a draft of a cell tower ordinance. It now resides at the Town Attorneys office,
so he suggested that we send it to the ZORC Committee.
Councilman
Verola stated that the deadline for submission for the newsletter is March
10. She would prefer that articles be
sent to her by email or put in her mailbox.
MOTIONS, RESOLUTIONS, PROCLAMATIONS
A motion was
made by Councilman Lippiello seconded by Councilman Verola that Resolution No.62 - A RESOLUTION AUTHORIZING THE TRANSFER OF
FUNDS FOR NEW PRINTER FOR TAX COLLECTOR be approved.

HALL EMERGENCY ENCLOSURE CONTRACT AWARDED TO ROSCH BROTHERS, INC. BY RESOLUTION
NO. 135 AND DATED SEPTEMBER 24, 2007 be approved

AUTHORIZATION OF
SUPERVISOR TO SIGN ANNUAL AGREEMENTS.

Lippiello and seconded by Councilman Verola to authorize an agreement with
Helpco to purchase and install an HP Laser Jet printer for the
Constables/Zoning Administrators office.

COUNCILMAN REPORTS
Councilman Salisbury stated that he had no news to
report this month.
Councilman Lippiello thanked the Highway Department
for the good job that they have been doing keeping the roads clean.
Councilman Verola thanked the Town Clerk for
agreeing to help with the new project for internal controls. She also thanked the Highway Department for
the clean roads. She received a call
today from a Town Justice inquiring about what the pay is for a Court
Clerk. The issue of no court clerk
needs to be resolved.
Councilman Gardner attended a meeting regarding the
2010 Census with Supervisor Grattidge and others. He has paperwork to start working on it. He has asked Howard Eskin to help to
identify each dwelling in town. He
attended a meeting with the Saratoga Public Health Special Needs group. He stated that he will be absent for the
March Town Board and Agenda meetings.
DEPARTMENT
REPORT
Laura Lindner arrived late and read the Town
Historians Report. The Town of Malta is
offering a 4 session training course for certified local government. She announced that the State now has a State
Historian, Robert Weeble. He will serve
as NYC Historian and Chief History Curator of the New York City Museum.
Laura Linder stated that the Records Advisory Board
assisted with a grant proposal for $12,323 to obtain a consultant for a needs
analysis of the towns technology needs.
Laura Linder stated that the Historic District
Commission is getting busy resurveying the historic district. The intern is typing information about each
property in the district. The County of
Saratoga now has their Quadricentennial Committee. Dot Mitchell attended on behalf of Charlton.
Supervisor Grattidge stated that he attended a meeting of Explore
400. One idea that has been brought up
is Explore Saratoga County. They would
have towns submits tours.
Laura Linder stated that a Historic Site Markers book will be published
this year.
Supervisor Grattidge stated that he has a grant application that is due
in the next 30 days that he will give to the Historian if she is interested in
applying for moneys to help cover the cost of publishing.
Privilege of the Floor
Jim Stanhart,
a representative of Albany Carpenters Local Group 70, spoke regarding the New
Town Hall project. He offered to assist
the Town in obtaining Contractors to bid on projects. He said that concerns of bidders were the payments, whether or
not they would be paid by the Bonding Company or the Town. He said that some contractors were not
willing to work with the Town’s Architect, based on previous experience. He already has 2 contractors that are
willing to bid on the project, and if it goes back out to bid he will help to
find additional bidders. He offered his
service to the town.
