The Regular meeting of the Town Board of Charlton, Saratoga County, New York held at 7:30pm at the Charlton Town Hall, called to order by Supervisor Grattidge.

 

Present:  Councilman Gardner, Councilman Lippiello, Councilman Salisbury, Councilman Verola, Supervisor Grattidge and Heather Scribner Town Clerk

 

Supervisor Grattidge lead the pledge of Allegiance.

The meeting began by opening bids for Sand and Ice Control.  Town Clerk Heather Scribner read the legal notice which was posted in the Daily Gazette, Town Bulletin Board and Website.  The legal notice read:

NOTICE TO BIDDERS

 

 

The Town of Charlton will be accepting sealed bids for ice control sand.  Sand is to be screened sand for the purpose of ice control.  Sand is to be screened through a 1/4 inch screen and not more than 25% passing No. 50 mesh.

The period of the bid will run October 1, 2007 through May 1, 2008.

Price is to be delivered priced and quoted by the ton.  Delivery location is Charlton Highway Garage, 4008 Jockey Street, Charlton, New York.  Delivery hours will be Monday through Friday from 7:00 A.M. to 3:30 P. M.

Bids will be accepted at the Town Clerk’s Office, 784 Charlton Road, Charlton, New York 12019 until 1 P.M. on Wednesday, December 26, 2007 and will be opened at the Town Board Meeting on Wednesday, December 26th at 7:30 P.M. at the Charlton Town Hall, 784 Charlton Road, Charlton, New York.  The Town has the right to reject any and all bids.

Further information may be obtained by calling the Charlton Highway Department at 399-3425, 7 A.M. to 3:30 P.M. Monday through Friday.

There were two bids received:  One was from Carver, no bid form was submitted.  Second was from Calahan Industries $6.25 FOB Delivered $10.60.

The Highway Superintendent will review the bids.

SUPERVISORS REPORT

 Supervisors Report for November 12, 2007 Town Board Meeting

 

For the month of November I attended 5 Town meetings and 7 County meetings.

Some of the highlights of the month:

-         Attended numerous meetings concerning the New Town Hall Project

-         The Town Board held three public budget workshops

-         Town Board held a Public Hearing on the 2008 Town Budget

-         Town Board held a Public Hearing on 2 Local Laws concerning Storm water Mgt.

-         Attended a local debate of candidates at the Ellms Tree Farm

-         Took a tour of the West Milton Navy Training Site

-         Attended a fundraiser for the Saratoga County Friends of the Animal Shelter

-         Attended the Ballston Lake Emergency Squad annual meeting

-         Attended a workshop for the Farmland Protection Grant program

-         Attended the CCE annual meeting

-         Attended a workshop on NYS wetlands

-         Attended the Farm Bureau annual meeting  

 

 

 

SUPERVISORS ANNOUNCEMENTS

 

Supervisor Grattidge announced that the Town Hall would be closed Thanksgiving November 22nd and 23rd.

 

Supervisor Grattidge stated that the Town Board will hold a Special Meeting on November 14th at 7:30pm to interview for the Town Clerk position.

 

SUPSERVISORS COMMUNICATIONS:

 

Supervisor Grattidge received a letter from the Towns Financial Consultant responding to the Technology Advisory Board’s Recommendation to the Charlton Town Board.  The letter read:

 

Supervisor Grattidge received a letter from a resident regarding the Towns Newsletter.  The letter read:

 

Supervisor Grattidge sent a letter to the Saratoga County Commissioner of Public Works requesting pedestrian signage on roads.  The letter read:

Highway Foreman Mike Emerich stated that he would provide the cost of the signs at the next meeting.

PLANNING BOARD

Town of Charlton Planning Board

Report to the Town Board

The Town of Charlton Planning Board last met on Monday, October 15, 2007 at Town Hall.   There was deliberation on two subdivision applications, both of which were approved

 

1)     Gutto  (225-1-66.1)   At the March 19th meeting, Carmen Gutto came before the Planning Board for a pre-application conference to discuss a 2 lot subdivision of Kathryne Gutto’s 54 acre parcel which borders Division Street and Route 67.  The plan did not provide for adequate road frontage on Route 67 and Mr. Gutto was referred to the ZBA to apply for an area variance.  The ZBA granted Mr. Gutto an area variance, at their April 10th meeting, which allows the existing driveway cut onto Division Street to be the only road frontage for the parcel to be created with the existing house.  The Public Hearing was held July 16th and the two lot subdivision was granted at the October 15th meeting with resolution 2007-13.

2)     Gracey/Van Guilder  (237-1-21.1)  . . .  At the August meeting, Duane Rabideau of Van Guilder Associates came before the Planning Board to present an application for a 2 lot subdivision on Root Road which proposes to divide 14.53 acres owned by Kathryn Franze Gracey.  The Public Hearing was held at the September 17th meeting and the two lot subdivision was granted at the October 15th meeting with resolution 2007-14.

3)     Heflin/Durst (255-1-40.1,41, 43.1, 43.2, 43.3) . . . In June, 2005, Dean Durst came before the Planning Board to discuss his preliminary application for a 23 lot subdivision on Swaggertown Road.  At the request of the applicant, the application was placed on hold in March, 2006 while issues regarding the extension of the water district were addressed as well as allowing time to prepare the detailed engineering required by the Planning Board.  At the April 16th meeting, the new maps received on 04/09/2007 were distributed.  The Engineering escrow account has been funded and deliberations resumed in September.  There was no deliberation at the October 15th meeting.

Councilman Gardner reported that during the month of October the Constables had 27 Patrols, 5 Complaints, 4 911 calls drove 1848 miles, issued 18 tickets, 0 accidents, 0 I.E.D. and 1 EMT calls/Fire District Assistance.

WATER

 

Councilman Lippiello stated Water Superintendent John Morgan is working on the damage from lighting that was done to the electrical at the water tank. 

 

HISTORIAN

 

Historian Laura Linder gave a report from the Historian’s Office and announced many events.

Historian Linder announced that this year’s theme for the Founders Day Parade would be honoring Nurses.  Historian Linder continues to work on Explore NY 100.

Intern Amanda Lanne attended a conference on Preservation.  Ms. Lanne gave a brief summary of the conference she attended. One of the workshops that she attended was New Life to Old Barns.

Councilman Lippiello thanked all veterans.  He thanked Bob Killeen for the work he had put in for the General Election.  Councilman Lippiello stated that there were approximately 723 voters throughout the town.

 

Councilman Verola also thanked the veterans.  Councilman Verola distributed to the Town Board the Action Plan for the Town Justices.  She asked that they all read it.  Attorney VanVranken stated that it will also affect Attorneys.

 

Councilman Salisbury: nothing to add.

 

Councilman Gardner stated that he attended a meeting at the Saratoga County Public Health.  They spoke on reaching out to identifying individuals that may need assistance in the event of an emergency.  Councilman Gardner said Happy Thanksgiving to everyone.  We have a lot to be thankful for.

 

Supervisor Grattidge  stated that the Town Board would be working on the towns organizational resolutions December 12th at 7:30pm.

 

 

PRIVLAGE OF THE FLOOR

 

Resident Terry Ostrander read the following letter:  Supervisor Grattidge’s response was “No has not been discussed”.

 

Everyone was given a chance to speak who wished.

                   A RESOLUTION AUTHORIZING ADOPTION BY THE TOWN BOARD

OF THE TOWN OF CHARLTON OF THE 2008 TOWN BUDGET

 

 

            WHEREAS, the Supervisor of the Town of Charlton, as Chief Fiscal Officer, in conjunction with the four other members of the Town  Board are obligated to prepare and present to the residents of the Town of Charlton an annual budget, and

 

            WHEREAS, the Supervisor and Town Board have reviewed all necessary data with respect to the preparation of a 2008 Town budget, including holding workshops, reviewing current staffing levels of Town employees, and holding a public hearing on October 29, 2007 for the review of the Board’s proposed budget, and

 

            WHEREAS, attached to this resolution is a summary of the Town of Charlton budget for 2008, based on the final analysis and determination by the Town Board of all financial matters affecting the proposed budget.

 

            NOW THEREFORE, BE IT RESOLVED that the Town Board of the Town of Charlton does hereby adopt a 2008 budget, a summary of which is attached to this resolution.

            WHEREAS, a resolution was duly adopted by the Town Board of the Town of Charlton on October 9, 2007 for a public hearing to be held by said Town Board on October 29, 2007 at Charlton Town Hall to hear all interested parties on a proposed Local Law entitled “Local Law for Stormwater Management and Erosion and Sediment Control” and having a further title of “A Local Law to Amend the Site Plan, Zoning, Subdivision and Erosion and Settlement Control Laws of the Town of Charlton”, and

 

            WHEREAS, notice of said public hearing was duly advertised in The Daily Gazette, the official newspaper of said Town on October 16, 2007, and

 

            WHEREAS, said public hearing was duly held on October 29, 2007 at 7:00 p.m. at Charlton Town Hall and all parties in attendance were permitted an opportunity to speak on behalf of or in opposition to said proposed Local Law, or any part thereof, and

 

            WHEREAS, the Town Board of the Town of Charlton, after due deliberation, finds it in the best interest of said Town to adopt said Local Law as such has been considered, and which Local Law is attached hereto and made a part hereof as if more fully set forth herein.

 

            NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Charlton hereby adopts said Local Law No. 2 of 2007 entitled “Local Law for Stormwater Management and Erosion and Sediment Control” and having a further title of “A Local Law to Amend the Site Plan, Zoning, Subdivision and Erosion and Settlement Control Laws of the Town of Charlton”, and be it

                                 FOR ANNUAL CONTRIBUTION FOR RETIREMENT

                                                                             

                                                                             

            WHEREAS, the Town Board received a memorandum on November 9, 2007 from the Secretary to the Supervisor, which is attached hereto requesting a transfer of funds in order to meet obligations to annual contribution for retirement.

 

            NOW BE IT RESOLVED, that the Town Board hereby authorizes the transfer of the sum of $5026.00 from Town Account No. A-1990.4 - Contingency to Town Account No. A-9010.8 for $283.00 and Town Account No. DA-9010.8 for $4743.00.  A transfer from Town Account No. F-9050.8 for $229.00 transferred to F-9010.8.
