The Special meeting of the Town Board of Charlton, Saratoga County, New York held at 3:00pm at Town Hall 784 Charlton Road, Charlton, NY 12019 called to order by Supervisor Grattidge.

 

Present:  Supervisor Grattidge, Councilman Gardner, Councilman Lippiello, Councilman Salisbury, Councilman Verola and Town Clerk Heather Scribner

                    A RESOLUTION AUTHORIZING THE TOWN ARCHITECT

TO PREPARE BID SPECIFICATIONS FOR MOLD

REMEDIATION TO THE NEW TOWN HALL

 

            WHEREAS, the Town did direct its professional advisors, including Architect Paul Vosburgh, Owners Representative Anthony Ward and Special Counsel Joel Howard to develop an emergency plan in order to preserve and protect the resources of the Town of Charlton and as authorized by the Town Board on September 12, 2007 in Resolution No. 132, and

 

            WHEREAS, the Town Architect has prepared a Notice to Bidders, specifications and proposed AIA contract for mold remediation to the New Town Hall, and

 

            WHEREAS, these documents have been distributed by the Architect to mold remediation companies, advising that bids should be received by 2:00 p.m. on Thursday, October 25, 2007 by delivery to the Town Clerk of the Town of Charlton, and

 

            WHEREAS, the Town Board desires to also publicly notice this bid request by publication in the Daily Gazette, the Town designated newspaper, and which notification should be made as soon as is practicable.

 

            NOW BE IT RESOLVED, that the Town Clerk is hereby requested to advertise for mold remediation bids in the Daily Gazette, with publication to be as soon as possible and with the bids to be received by no later than 2:00 p.m. on Thursday, October 25, 2007 by delivery to the Town Clerk of the Town of Charlton.

Supervisor Grattidge called the meeting to order at 7:00pm.  The purpose of the workshop meeting was to discuss the Tentative 2008 Budget.

 

The Town Board went through each account throughout the 2008 Tentative Budget.  Discussions were held between the Town Board members for each line account.  The following changes were made to the Tentative Budget based upon conceptual approval of each member of the board.  The following changes are:

Discussion:  Supervisor Grattidge, Future projects include painting of the water tower.  Ms. Hanley, printing amount stay the same as 2007 with anticipation of address change to the New Town Hall.   Councilman Gardner, would like to see supplies at $1000.00.  Councilman Salisbury, we could always move money into the equipment account if needed.   Councilman Verola, pay raises shouldn’t be based upon what someone is getting in benefits.  Superintendent Morgan, it would cost $7000.00 to change a hydrant.

Discussion:  Supervisor Grattidge, There shouldn’t be an issue of deficit in Highway.  It has always been that if funds are needed it can be taken from general contingency. Councilman Salisbury, the Town Board can always transfer funds if needed.  Councilman Verola, I would like to see rate of pay across the board.  Especially since there were no employee reviews done.  Councilman Lippiello, concerned with finding part-time help.  Councilman Salisbury, a salary scale should be set.   Supervisor Grattidge, I gave to the Town Board a spread of what other towns are paying.  Supervisor Grattidge, proposed the Forman position carry an additional 1.00 per hour.  Forman Emerich, dropping a guy I have a big concern with that.  Forman Emerich, you have to careful on how much the road construction budget is cut because the state may look at it when it comes to the CHIP program.  Ms. Hanley, a form used to be filled out based upon the last three years.  Supervisor Grattidge, Forman Emerich spoke regarding Highway equipment and their repairs.  I would like to raise the machinery fund to $25,000.00.  Councilman Verola, I have the same number penciled in.  Supervisor Grattidge, the Highway has been getting their sand at a much lower cost by hauling it themselves. Forman, with the new Assessor coming in did their salary go down?  Supervisor Grattidge, no it did not.

Discussion:  Councilman Verola, we can do two Town Board Newsletters a year.  Ms. Hanley, it runs the town $1200.00 per a newsletter.  Supervisor Grattidge, we can do one in the fall and one in the spring.  Councilman Verola, as for a financial consultant, we can do an annual audit.  Ms. Hanley, I would like to have Bob Fisher in at least to help with the end of year report.  Councilman Gardner, it would be nice to do an audit and be a part of it.  Supervisor Grattidge, the Town Board members can be a part of the audit.  Councilman Verola, Christmas decorations, last year Heather and I donated them.

Discussion:  Councilman Verola, I support giving Justice Bascom a 6% raise and Justice Ketchum 3% raise.  Last year Justice Bascom didn’t receive a raise and Justice Ketchum received 6%.  The longer you are here the long term loyal employee.  Councilman Salisbury, 90% of court justices throughout Saratoga County are paid the same dollar amount.  In saying that I would not increase a salary 32% in one year.  Supervisor Grattidge, my position hasn’t changed regarding not allocating funds for a court clerk.  If a plan came forward during the course of the year, where a person came forward to be a uniform person for the job, I would be willing to listen to a plan.  Councilman Verola, disagrees, the Court Clerk position should be funded.  To not fund it, is not fixing the perceived problem.  There should be funding for two court clerks. To not fund it, is an injustice to our justice system.  Councilman Lippiello, we don’t have a person to step in as Court Clerk to Justice Ketchum.  Justice Bascom seems to be content with the service he is getting from the clerk.  I suggest continuing with the Court Clerk position.  We should be able to sit down and work towards getting a single clerk for both justices.

Discussion:  Councilman Lippiello, there should be an increase of pay for the Supervisors position.  So that there is some minimal temptation for someone to want the position.  Councilman Verola, I think that the position Control Clerk should be in the Town Board budget.  I think we are doing okay with out it.  Supervisor Grattidge, getting into payroll we should have a back up person.  Councilman Lippiello, I’m concerned that we do not have a back up person to help with payroll.  Supervisor Grattidge, he removed the Association of Town’s trip to NY this year.

Discussion:  Councilman Salisbury, the postage should be increased.  In 2007 the postage was at $1000.00 since then the cost went up.  Councilman Verola, the Tax Collector is doing a fine job.  Councilman Gardner, if the Tax Collector needs equipment the board can always do a transfer.

Discussion:  Councilman Verola, the Town clerk didn’t request a raise for her deputy’s, so I didn’t give them a raise.  I gave a 6% raise to the Town Clerk.  Councilman Salisbury, I increased the Town Clerk salary 7%.  Councilman Gardner, I gave the Town Clerk a 12% raise,  I think she is doing an exceptional job.  She has supported the board. Councilman Lippiello, a 6% raise is within the range we have been dealing with.

Discussion:  Councilman Salisbury, I budgeted 25,000.00 for the Town Attorney.  Supervisor Grattidge, what you are asking is to renegotiate their annual agreement.  Councilman Lippiello, the Town Attorney has been doing resolutions for the board.  I don’t think he has to be here for all the Town Board Meetings.  Councilman Verola, I don’t think he needs to be at the Agenda meetings.  Councilman Gardner, I agree.  Supervisor Grattidge, I will have a discussion with him to see how he feels about the change in schedule.

Discussion:  Supervisor Grattidge, in the original budget there was budgeted furniture in the H-fund New Town Hall.  But the construction values came in such that was one of the items that wasn’t going to be funded through the H-fund.  Supervisor Grattidge, the account could be mixed in with possibility of a server.

Discussion:  Highway Forman, the stated contract price for the mower was 9,000.00, a Scag 61inch mower.  Councilman Salisbury, to date $456.00 was spent on electricity at the park, we would only need $1000.00 in the account.  Supervisor Grattidge, the porta-jon comes out of the other-.411 account.

Discussion:  Supervisor Grattidge, after speaking with Councilman Verola we believe that money can be raised to help with the cost for Party in the Park.  Councilman Verola, she is willing to help go out and raise money.  Supervisor Grattidge, the town spent a lot on renting  a tent and chairs we can save their.  Councilman Gardner, it is something that we’ve offered to the town residents we should continue with having it. Councilman Lippiello, it would be missed. Supervisor Grattidge, spoke with a coordinator from Saratoga County Board of Supervisors.  There is funding available through a program.  The town may be able to receive funding of $1700.00 towards Party in the Park. Supervisor Grattidge, the band funds go to the Historical Society, each year they organize a band at the Gideon Hawley Park.  We should continue with the contribution.

Discussion:  Supervisor Grattidge, he had asked Kim Caron to transcribe the minutes for the Zoning Board of Appeals.  Supervisor Grattidge, their printer is acting up they need one.  Supervisor Grattidge, the Zoning Administrator pointed out that their software was $700.00 last year and his cell phone bills were $600.00 last year. Zoning Administrator Dave LaFountain, the postage account is not for this office.  The ZBA shares the account and they have not met that much this year.

Supervisor Grattidge stated that he has asked the town attorney to draft a letter stating all the expenses he has incurred for the MS4 Legislation.  Recently he had found out that there are reimbursement monies.  The town should get reimbursed.

 

 

Supervisor Grattidge stated that the contingency funds looks like it will be somewhere in the $90,000.00 range.
