Town Board Special Meeting

Meeting to Discuss New Town Hall Project

The Special meeting of the Town Board of Charlton, Saratoga County, New York held at 10:30am at Town Hall 784 Charlton Road, Charlton, NY 12019 called to order by Supervisor Grattidge.

Present:  Supervisor Grattidge, Councilman Lippiello, Councilman Gardner, Councilman Salisbury and Councilman Verola

Others Present:  Professor Paul G. Carr Ph.D.,PE, consultant in construction management and forensic engineer.

Absent: Heather Scribner, Town Clerk

The Town Board met with Dr. Carr to discuss the problems concerning Charlton’s New Town Hall Project.  Dr. Carr came to the town in the role of a Project Neutral at the suggestion of Schmidt & Schmidt’s Surety Company to find ways to get the project back on schedule.  Dr. Carr interviewed the Town Board concerning the last twelve months of the project.

At 11:15am Walter Schmidt Jr. joined the group and discussed the reasons he felt that the job was so far behind schedule.  He left at 12:15pm.

At 1:30pm Tony Ward, the Owners Representative and Architect Paul Vosburgh joined the Town Board and Dr. Carr to discuss the project and the state of the schedule.  They left at 2:30pm.

Dr. Carr had more discussions with the Town Board about the project.  He recommended that he work up a “Cost to completion of the job” and the convert to the Cost of Completion into the job schedule.  He will also attend the next job meeting with an associate to help free-up log jam type issues on the job.  He feels it is very important that the town get to the roof on the building as soon as possible to protect it from the weather.

The Town Board came to the consensus that they should work with Dr. Carr on this project.

The Town Board will ask the Town Attorney to research the proper agreement with Dr. Carr and Walter Schmidt as far as cost sharing.

The Town Board took no formal action.

The Special Meeting of the Town Board adjourned at 4:30pm.
