The Regular meeting of the Town Board of Charlton, Saratoga County, New York held at 7:30pm at the Charlton Town Hall, called to order by Supervisor Grattidge.

 

Present:  Councilman Gardner, Councilman Lippiello, Councilman Salisbury, Councilman Verola, Supervisor Grattidge, Town Clerk Heather Scribner.

 

Supervisor Grattidge lead the pledge of Allegiance.

 

Town Clerk Heather Scribner read the Notice to Bidders for the Water District Project. (Attachment 1)

 

The sealed bids were opened and read as follows:

 

 

Supervisor Grattidge announced that on April 23rd the Town Board will hold a special meeting to award the bid for the Water District Projects.  The time will be announced at a later date.

 

 

 

APPROVAL OF MINUTES

                                   

A motion was made by Councilman Verola seconded by Councilman Lippiello to accept the meeting minutes the Town Board Meeting held on March 12, 2007.

A motion was made by Councilman Salisbury seconded by Councilman Verola to accept the meeting minutes the Town Board Agenda Meeting held on March 26, 2007.

ABSTRACT OF CLAIMS

 

The Town Clerk Heather Scribner presented the unaudited list of vouchers to the Town Board on April 9, 2007.  Councilman Verola, Councilman Salisbury, Councilman Lippiello and Councilman Gardner audited vouchers1262-1302 totaling $28,681.94..

 

The Town Board discussed voucher no. 1263.

 

A motion was made by Councilman Verola, seconded by Councilman Lippiello that Resolution no. 76 A RESOLUTION AUTHORIZING THE TRANSFER OF FUNDS NECESSARY TO PROVIDE SUFFICIENT FUNDS FOR USE BY THE TOWN CLERK be approved. (Attachment 2)

A motion made by Councilman Verola seconded by Councilman Lippiello to authorizing the town clerk to prepare abstract 107 claims no.1262-1302 totaling $28,677.94 as audited by the Town Board.

The Town Board received the Town Clerk Heather Scribner report (see attachment 3)

A motion was made by Councilman Verola seconded by Councilman Gardner accepting the Town Clerks report as received.

SUPERVISORS REPORT

 

Supervisors Report read for March 2007:

 

   For the month of March I attended 7 Town meetings and 12 County meetings.

Some of the highlights of the months:

-         Met with Congresswoman Gellibrand to discuss Town’s and County’s needs

-         Attended County lobby day in Albany

-         Attended a workshop on Purchase of Development Rights: Resources and Funding, presented by the County Planning Dept.

-         Attended a demonstration of new types of voting machines

-         Attended a  workshop on the 2010 Census

-         Attended the installation of Officers for the Charlton Fire Dept.

-         Attended the Saratoga County Farm Bureau annual meeting

-         Conducted an annual review of the Town’s Insurance Policies   

 

Supervisor Grattidge stated that he will be attending a conference held by the National Grid on April 18th.  Some of the topics would be on electric service reliability storm restoration and economic development and energy pricing.

 

SUPERVISORS ANNOUNCEMENTS

 

The Highway Department would be picking up brush through April 9th – April 13th.  Bulk item pickup will begin, residents are asked to place bulk items curb side on May 13th. The County Waste would be picking up items starting May 14- 18th.  Supervisor Grattidge stated that the town will receive monies back on all recycled metals.

 

Supervisor Grattidge announced that the Burnt Hills Ballston Lake Flag Day Parade will be held on Thursday June 7th at 7pm.

 

The Galway Public Library will hold a public Referendum on Tuesday June 19th for the residents in the Galway School District. The referendum vote would decide whether or not the Galway Library would start its own district to finance the library.  For more information flyers are available at the Town Clerks Office and on the Town of Charlton web site.  Supervisor Grattidge stated that an article would be placed in the Town Board Newsletter.

 

Supervisor Grattidge stated that the town’s Comprehensive Plan was submitted to the Saratoga County Planning for review.  They are planning to review the plan at their April meeting.

 

Supervisor Grattidge gave an update on the 2010 Census.  Supervisor Grattidge stated that he, Councilman Gardner and Howard Eskin attended a meeting last month.  The town is asked to give an update the master list of addresses.  Supervisor Grattidge stated that the Saratoga County uses a formula set by the number of people that are counted. It is important to have an accurate number.

 

SUPERVISOR COMMUNICATIONS

 

Supervisor Grattidge was please to announce that the town has received two member item grants to be used for a generator at Town Hall in the event of an emergency.  The original grant request was for $75,000.00.  Supervisor Grattidge stated that he would like to thank the Town Board for all their help.  A thank you goes out to the representatives in Albany.

The Letter from Assemblyman James Tedisco read;

 

The town received a letter from the NYS Office of Parks, Recreation and Historic Preservation about the availability of grant applications.  The last few years the town applied for this grant and was unsuccessful.  Supervisor Grattidge stated that the board should think about whether or not to apply this year.

 

DEPARTMENT & COMMITTEE REPORT

.ENVIRONMENTAL CONSERVATION COMMISION (ECC)

 

Chairman Marv Schorr gave notice of the Roadside Clean-up and the Tree Give Away to be held on April 28th.

 

Chairman Schorr stated in cooperation of five other towns the Town of Charlton will hold a hazardous waste collection at the Milton Town Hall on August 11th. The five towns include the Town of Ballston, Milton, Galway, Greenfield and Charlton.  Chairman Schorr stated that residents are required to pre-register.  The registration forms will be available at the Town Clerks Office in May.  The time frame will be 8:00am-3:00pm and limited to 800 cars. Residents are encouraged to get their application in early to ensure a reservation.  The Town Board Newsletter will have further information.

 

HISTORIAN

 

Historian Laura Linder spoke on many events.

April 18th at 7:00pm at Town Hall Julian Adams, Park Preservation and Historic Preservation will be meeting with Historic District Commission

 

Historian Linder and Deputy Historian Mitchell attended a meeting in preparation for the Hudson Fulton Champlain Bicentennial which will take place in 2009. Each municipality in Saratoga County will be asked to do a resolution honoring that year.  Historian Linder suggested that it could be done in conjunction with Founders Day.

 

May 2nd the Charlton Historical Society will be meeting at Harmony Hall.  That evening the curtain at Harmony Hall will be pulled down.  The curtain displays many advertisements of many years ago.

May 12th starting at 9:15am Flags on Veterans Day.  Flags are place on veteran’s graves throughout town.

 

Historian Linder announce the Memorial Day service at 2:00pm.  The town will be honoring Howard Baxter.

 

ASSESSORS

 

Assessor Robert Cromie stated that an article for the Town Board Newsletter is ready.

 

TECHNOLOGY ADVISORY COMMITTEE

 

Chairman John Tasse stated that last month the committee did not meet.  This month they will be working on a security and update plan for the computers.

 

WATER DISTRICT

 

Councilman Lippiello stated that during the next two weeks the Water Superintendent would be conducting testing in the water pressure system as they go into the water projects.  A hose line will be set up from Wheeler Drive Glenville Fire Hydrant to Hillandale Drive Fire Hydrant with a five inch hose.  This will feed water back into the system.  One of things that Water Superintendent Morgan will try to do is test the water pressure with the five inch line.  If there is not enough pressure of a 20lbs as per the NYS Health Department it may be necessary to have a pump set into the line to increase the pressure through the system.  Councilman Lippiello stated that notices have been sent to the Fire Departments and to the Water District residents making them aware of low pressure.  (See Attachment 9)

 

E-GOVERNMENT

 

Councilman Lippiello stated that the board is working on revising the opening page of the web site.  It may cost a little to finish the design.  The web master will be placing a drop down box, if you were to hover over a line a drop down box will appear. The board is also working on having the idea of residents submit the Burning Permit form electronically.

 

ANIMAL CONTROL

Supervisor Grattidge stated that the Animal Control Officer has reported two cases of rabid raccoons found on Peaceable Street and Maple Avenue.  If you see a raccoon during the day use caution and contact the Animal Control Officer.

 

COUNCILMAN REPORTS

 

Councilman Verola reminded everyone that April 13th is the deadline for submitting newsletter articles.  Councilman Verola suggested to Councilman Lippiello to place an article regarding the web site.

 

Councilman Gardner thanked Councilman Verola for her work on the letters that went out for the member item grants for the generator.  Also thanking Supervisor Grattidge for following up on the grants.  Councilman Verola thanked John Tasse for his help on the wording of the letter.  Lastly, thanking our Senator and Assemblyman.  Councilman Gardner stated that the generator will be a real asset to the town.

 

PRIVLAGE OF THE FLOOR

 

Dick Lupi- Asked which roads would be closed during the water district projects?  Supervisor Grattidge stated Beechwood Drive and Stage Road.  Councilman Lippiello stated that it would only be closed for a few hours during the project.

 

Mr. Lupi inquired about the Town Hall project and asked what the tall tower is?  Supervisor Grattidge stated that it is the elevator shaft.

 

John Tasse- Relative to the Assessors, what is happening to the salaries of the Assessors?  Does that weigh in that the town is looking into the different Assessor strategy?  Supervisor Grattidge stated at this point the Committee is going to be interviewing for a third position in the Assessors.  There would probably be a change in the Assessor structure for the Chairman of Assessors if we continue with the system.  The salaries are usually done at budget time.  But to be fair to the applicants come in, there will be a change from what it was.  The Chairman’s salary will go down.  Mr. Tasse asked why?  Supervisor Grattidge stated that it wasn’t a unified position on the board of what the salary should be.  Mr. Tasse asked how it is comparable with other towns.  Why is it going down?  Supervisor Grattidge stated the salary was a discussion through the budget process.  Assessor Cromie stated that he thought it was due to the skill levels at that time.

 

Supervisor Grattidge adjourned the April 9, 2007 Town Board Meeting at 9:10pm.
