The Regular meeting of the Town Board of Charlton, Saratoga County, New York held at 7:30pm at the Charlton Town Hall, called to order by Supervisor Grattidge.

 

Present:  Councilman Gardner, Councilman Lippiello, Councilman Salisbury, Councilman Verola, Supervisor Grattidge, Town Clerk Heather Scribner.

 

Supervisor Grattidge lead the pledge of Allegiance.

 

The meeting began by presenting the Pashley Family with an American Flag and Ceremony DVD.  Supervisor Grattidge stated the Saratoga County holds a program honoring deceased veterans.  The Town of Charlton was proud to honor husband and wife veterans Alice and Vernon Pashley. The Pashley Family was honored with a proclamation by the Town of Charlton at their November meeting.  The Saratoga County held a ceremony for the Pashley Family on December 16th.  As Part of the ceremony the Pashley family was presented with an American flag that was flown in Washington over congress then flown at the county for the month of December into January.  The Pashley Family was presented with the American Flag and a DVD of the ceremony held at the Saratoga County.  The Pashley Family thanked the Town Board.

 

The Town Board presented a Proclamation (see attachment 1) to the Burnt Hills – Ballston Lake 2006-2007 Girls Cross Country Team in Recognition and Appreciation of achieving a New York State Championship. Each student athlete was presented with a proclamation.  The Coach Shaun Zeph expressed a thank you to the Town of Charlton.

 

Supervisor Grattidge recessed the meeting of the Town Board for five minutes.

 

APPROVAL OF MINUTES

                                   

A motion was made by Councilman Verola seconded by Councilman Lippiello, to accept the meeting minutes of the Town Board Organizational Resolution Meeting held on January 8, 2007.  A correction was made to the resolution no. 4 shall read for a period commencing October 1, 2006.

ABSTRACT OF CLAIMS

 

The Town Board Members Councilman Verola, Councilman Gardner, and Councilman Salisbury audited vouchers No. 1098-1148 on February 12, 2007.  Town Clerk Heather Scribner prepared the edit list of Claims totaling $42,775.46 for abstract 103 as presented to the Town Board.

 

A motion made by Councilman Gardner seconded by Councilman Verola to accept General Fund Claims No. 1098-1148 in the amount of $42,775.46 as set fourth in the abstract No.103.

WEB SITE ACTIVITY

The overall number of visits to the Town of Charlton Web Site during the month of January is: Entire site; 34,391 Average per day; 1,109, Page views; 17,294, Average per day; 557

 

A few changes have been made to the town’s web site. Councilman Lippiello stated once you enter into the town’s web site new photos will appear.  Town Clerk Heather Scribner stated that there is a new link that the public could click onto to receive Town Board information.  The old way was a little cumbersome.  In the past the public would need to go to Reports & Minutes.  The Town Officials link has now been updated.    

 

SUPERVISORS REPORT

 

Supervisors Report read for January 2007:

 

Supervisor Grattidge stated that he attended 7 town meetings 7 county meetings.  He went to the Saratoga County Planning Conference, in which the Town Board also attended.  Attended the NYS Association of County’s a training session in Albany where the Governor give his vision of the next year.  Attended the West Charlton Fire Department Installation of Officers held in Ballston Spa.  The town put on a safety driving course for town employees.   It was an informative class taught by Mr. Farrante.

 

SUPERVISORS ANNOUNCEMENTS

 

The Town of Charlton Planning Board has scheduled a public hearing for February 19th at 7:45pm concerning the lands of Payton on Route 147.

 

The Comprehensive Plan Steering Committee scheduled a public informational meeting concerning the towns Comprehensive Plan.  The meeting was scheduled for February 28, 2007 at 7:00pm at the Charlton Freehold Church.  The Town Clerk Heather Scribner stated she had posted the notice in the Glenville Weekly and the Daily Gazette.

 

 A Winter Work Shop Series, Planning a Future for Farms in Rensselaer, Saratoga and Washington Counties is holding a series of workshops (see attached).  One of the workshops would be at the Saratoga County Office 50 West High Street. Ballston Spa, the topic is Purchase of Development Right Programs:  Resources and Funding Opportunities for Local Governments scheduled March 15th 7:00-9:00pm.

 

The Town Offices will be closed for Presidents Day Monday, February 19, 2007.

 

COMMUNICATIONS

 

Supervisor Grattidge stated that the Town Board is mandatory to conduct an annual audit.  The Town Board had hired a Financial Consultant to audit each department who handles monies for the Town of Charlton.  Supervisor read the audit as submitted. (See attachment 3)

 

Councilman Verola stated she has written an article regarding the annual audit stating how well everyone is doing.

 

Supervisor Grattidge received a Report on the Ice Storm on January 15-18, 2007. (see attachment 4)  Included in the 14 warming shelters the Town of Charlton had two shelters set up one at the Charlton Fire District 1 and at Harmony Fire District.  Supervisor Grattidge also received a letter from the National Grid regarding the restoration of utility services. (See attachment 5)

 

The Town Board received a memorandum from the Chairman of the Board of Assessors regarding Firefighter exemption information. (See attachment 6)

 

Supervisor Grattidge received an email from the NYSDOT regarding the battery back up for the traffic light located at the intersection of Route 67 and Route 147. (See attachment 7) Supervisor Grattidge stated that the Town of Charlton is one of the first towns to receive a back up battery for a traffic light.  The back up is used in the case of a power outage the traffic light will continue working,  It is reported that the back up would last up to 4-6 hours before the town would need to supply a generator.

ENVIRONMENTAL CONSERVATION COMMISSION (ECC)

Chairman Marvin Schorr stated the Annual Roadside Clean up and Tree Give Away is scheduled for Saturday, April 28, 2007.  The Town Board was generous to increase the budget to purchase more Trees for the Give Away.  The Roadside Clean up would be held from 8:00 am to noon using the Highway Department Garage as the Head quarters followed by the Tree Give Away from 12:00pm to 1:00pm.  The ECC continues with their usual activity reviewing Planning Board and Zoning Board of Appeals Applications.

 

HIGHWAY DEPARTMENT

Highway Foreman Mike Emerich stated, in addition to their written report the Highway Department received their new truck with the plow frame and is now ready for use.

 

HISTORIAN

Deputy Historian Dorothy Mitchell stated that the Historian’s office would be researching any Dutch Barns or Architecture the town may have. They are encouraging anyone who knows of any Dutch Barns in town to contact their office.  Supervisor Grattidge presented the Historians Office with a DVD of the ceremony honoring deceased veterans.

 

JUSTICE

Councilman Lippiello read the following report from Justice Ketchum:

During the month of January 2007 there were 26 vehicle and traffic cases, $875.00 in fines and $225.00 in State Surcharges for a total of $1200.00.  The court handles criminal cases as well 30%-40% of his cases are from non vehicle and traffic cases.

 

NEWSLETTER

Councilman Verola stated that the Town Board Newsletter is complete it should be out to the residents sometime this week.  Councilman Lippiello inquired about receiving an electronic copy for those who would rather receive it by email. We are well aware of sending it on said Councilman Verola.  Mr. Riedinger would like to wait until it is sent to the residents by post mail.

 

TOWN HALL PROJECT

 

Supervisor Grattidge read a letter from Tony Ward, AKW Consultanting Town Hall Project Owners Representative. (See attachment 14)

Councilman Gardner stated that the first contractual agreement with Schmidt & Schmidt is due next month.  Supervisor Grattidge stated at this point the Town Board would ask for legal council on legal advice on how to proceed when the March 2nd date approaches.  The Town Board would need to make a decision which direction to go in with the construction project.  There is certainly a lack of progress with the project.  Councilman Verola stated that the Town Board would keep the residents informed.

COUNCILMAN REPORTS

 

Councilman Gardner addressed that several towns are petitioning the State of New York to adopt Legislation to provide for Property Tax Reform.  He would like to see the Town Board petition as well.  Supervisor Grattidge suggested bringing it up at the Agenda meeting.

 

Councilman Salisbury stated that he was looking at the water district fund balances our surpluses last year 2006 came up at about $78,000.00, hopefully as the Town Board made adjustments as taxes go it should reduce some of the $78,000.00.  The total fund balances and reserve balances are over $650,000.00.

 

Councilman Lippiello stated the water district is awaiting the completion of the Specifications and Drawings from Engineers for the water project.  Then it will be ready to go out to bid.

 

Councilman Verola stated that she attended the Saratoga County Planning Conference and brought back a packet of information for the Town Board Members. Councilman Verola stated that she found interesting from the conference was that the state has changed the requirement to go to the Zoning Board of Appeals.  People can now go directly to the Zoning Board of Appeals rather than being turned down by the Zoning Administrator.  There doesn’t need to be a denial in order to go to the Zoning Board Appeals.  Further information will be looked into.

 

A handmade wooden key organizer was made by Councilman Gardner and presented to the town.  Councilman Gardner stated that last year Town Clerk Heather Scribner came to me with a request for a metal key organizer.  At that time I knew I had to do something.  Town Clerk Heather Scribner thanked Councilman Gardner.

 

Supervisor Grattidge adjourned the meeting of the Town Board at 8:30pm.
