The Regular meeting of the Town Board of Charlton, Saratoga County, New York held at 7:30pm at the Charlton Town Hall, called to order by Supervisor Grattidge.

 

Present:  Councilman Gardner, Councilman Lippiello, Councilman Salisbury, Councilman Verola, Supervisor Grattidge, Town Clerk Heather Scribner.

 

Supervisor Grattidge lead the pledge of Allegiance.

 

APPROVAL OF MINUTES

                       

A motion made by Councilman Verola seconded by Councilman Gardner, to accept the meeting minutes of the Town Board Meeting held on November 13, 2006.

ABSTRACT OF CLAIMS

 

A motion made by Councilman Verola seconded by Councilman Gardner to accept General Fund Claims No. 1950 -2031in the amount of $79,036.27 as set fourth in the abstract No.113.

 

The following voucher number 1975 for $21.23 caused an overdrawn on account A-5010.4 therefore it was pulled until a transfer of funds is made.

TOWN CLERK REPORT

 

Town Clerk Heather Scribner reported taking in $474.21 for the month of November, $191.10 was disbursed to the Supervisor and $283.11 to disbursing agencies.  A detailed copy is filed at the Town Clerks Office.

SUPERVISORS REPORT

Supervisors Report read for November 2006:

 

   I attended 8 Town and 7 County meetings in November. The Town Board continued to have meetings concerning the New Town Hall project. Councilman Lippiello and I attended a meeting about the Luther Forest Tech Park and the impact it may have on the Burnt Hills Ballston Lake School system. The school is very concerned about the potential growth in their enrollment numbers and the impact on the taxpayers. Future meetings will be scheduled about this topic.

   I would like to thank the Town Board for all their help this past year, I feel like we were able to accomplish a lot of our goals for the Town. Also thank you to all the elected and appointed folks for working so hard this past year, I really appreciate everyone’s efforts in making Charlton such a great place to live

 

SUPERVISORS ANNOUNCEMENTS

 

  • Grants to You- Learn how to obtain grants, Supervisor Joanne Yepsen and community volunteer Charlotte Justin have introduced an innovative concept in volunteer opportunities to Saratoga County.  (For more information posted on bulletin board at town hall)
  • Saratoga County Dredging Committee brochure on reclaiming the Hudson, a brochure on scenic areas around the Hudson.  (available at the town clerks office)
  • Saratoga County Veteran’s Service Agency will be honoring Alice and Vernon Pashley on Tuesday, December 19, 2006 at 2:30 at the County Building on McMaster St. in Ballston Spa
  • We had an emergency repair to the Town Hall furnace on December 7, 2006 Supervisor Grattidge stated that a deposit of $1100.00 was needed to repair the furnace.
  • The next Agenda meeting will be December 27, 2006 at 7:30 pm
  • The Organizational meeting will be January 3,2007 at 7:30 pm
  • A thank you to Elms Tree Farm and Tree growers’ organization who donated trees to soldiers over seas, a number of National Guard members and citizens helped with this event.
  • A thank you to the Elms Tree Farm for the donation of a holiday wreath that would be placed outside the Highway garage.

 

COMMUNICATIONS

 

The town received notification from the N.Y.S. Unified Court System announcing the Certificate of Completion, the Continuing Education Program for Judge Ketchum.

 

The town received from notifications from N.Y.S. Office of Real Property Services congratulating Assessor Robert Cromie on his Completion of basic training.

 

Supervisor Grattidge received a letter from Ed Loya’s Auto Parts & Salvage Corp. who will remove unwanted cars free of cost.   There are some stipulations.  (The article is available at the town clerks office)  A notice will be placed in the Town Board Newsletter.

 

ANIMAL CONTROL

Animal Control Officer Lee Bramer stated he received 1 dog pick up. 1 Lost dog, 4 complaints. Mr. Bramer loaned a have a heart trap to a resident.  The Saratoga County Animal Shelter reported one positive rabies test.  The dog was reported in the Western Part of town on Route 147.  The dog is being quarantined for six months.

 

ASSESSORS

Councilman Lippiello stated that Chairman Hayner is continuing with the on going training to the other Assessors.

 

CABLE

Councilman Lippiello stated that Time Warner cable continues to work on the extension of cable as to plan.

 

COMPREHENSIVE PLANNING STEERING COMMITTEE (CPSC)

Member Marv Schorr reported that the committee has completed its final draft of the Comprehensive Plan.  The committee has scheduled a Public Informational Meeting on February 28th at the Charlton Freehold Church at 7:00pm. The meeting will be announced in the Town Board Newsletter.

 

CONSTABLES

Councilman Gardner read the Constables report for November.  There were 25 patrols, 13 911 calls, drove 1786 miles, issued 11 tickets, investigated 2 Accidents.

 

ENVIRONMENTAL CONSERVATION COMMISSION (ECC)

Chairman Schorr stated that the ECC is working towards a hazardous waste collection day.  A collection day is being scheduled for sometime in September.  It will be conducted similar to the last collection, residents will be asked to register in advance.  The location would be at the Town Center in Milton.

Chairman Schorr asked the town board for permission to continue with the tree giveaway.  Supervisor Grattidge stated that the town board increased the budget for the tree give away.  We know how successful the program is.  Chairman Schorr will prepare an article for the Town Board Newsletter.  He will also include the annual Road Side Clean.

 

E-GOVERNMENT

Councilman Lippiello stated the committee did not meet last month.  They are working with the Town Historian to put together a fresh page of the town’s history.

 

EMERGENCY PLANNING

Councilman Gardner stated that he distributed Emergency Planning packets for 4 chairmen.

Councilman Gardner asked what the white painted “L” was that the county was putting on Jockey Street.  Foreman Mike Emerich stated that it is for the GIS mapping.

 

HISTORIAN

Historian Laura Linder thanked her deputy Historian Dorothy Mitchell for the help on many projects this year.  Historian Laura Linder gave an over view of 2006 events, Ground Breaking of the New Town Hall and the Erie “Cornal Maze” at the Elm’s Tree Farm.  She reported attending several training classes.  Historian Linder met this year with the Charlton Seniors speaking about Charlton’s History.

The Historians office worked on the history of the Comprehensive Plan.  Historian Linder announced that a survey is being done on Dutch Colonial Architectural buildings, anyone who has a Dutch barn in Charlton please contact the Town Historian.

 

HISTORIC DISTRICT

Historian Linder reported that the Historic District meet each third Wednesday of the month.  They are currently putting together a folder to hand out to residents.

 

JUSTICES

Councilman Lippiello read the following report submitted by Judge Ketchum.

 

During the month of November 2006 there were 31 cases including twenty nine traffic violations and two misdemeanor cases resulting in $1480.00 in fines and $495.00 in State Surcharges.

PARKS

Chairman George Eggleston stated that the committee reviewed the Park Rules & Regulations.  Mr. Eggleston received tips from the Town Attorney for correct wording.  Marv Schorr approached the committee regarding his grandson David Kinns asking for permission to make a picnic tables for the town park for his Eagle Scout project.  The project would be made out side of town property then delivered to Elmer Smith Park.  The town board granted permission for Mr. Kinns project to prepare picnic tables for the town.

 

PLANNING BOARD

The Town of Charlton Planning Board last met on Monday, November 20, 2006.  During this meeting there was a Public Hearing and subdivision application to discuss, plus two pre-application conferences and an amendment to resolution 2005-15.  A Workshop was scheduled for 7PM on Monday, December 11th, at the Maple Ave. schoolhouse, to which additional business was added.

 

1)     Cuchelo  ( 235-1-33.1 )  Michele Cuchelo owns a large parcel of land on Route 147 which she would like to divide into 4 parcels.  Her application proposed a plan that does not meet Zoning Ordinance for the fourth lot in that the proposed 133 feet of road frontage does not meet the required 200 feet.  At the October 10th meeting of the ZBA, Ms. Cuchelo was granted her area variance for the 133 feet of road frontage that allows her application to continue before the Planning Board.  A Public Hearing was held at the November 20th meeting and deliberation will continue at the special meeting on December 11th.

2)     Wodtke/Sikora (226-1-20)  Resolution 2005-15   Rebecca and David McDonald purchased lot #4 of this recent subdivision.  They applied for, and were granted, a movement of the driveway cut with resolution 2006-12.

3)     Sargent/Cetner (223-1-24 & 223-1-9)   Applicant David Sargent, owner of parcel 223-1-9, came before the Planning Board for a pre-application conference to discuss a proposed lot line change to create a suitable building lot through the merger of his parcel with land that he plans to purchase from Walter Cetnar.

4)     Miller/Foss (225-1-46.11)  Owner Steven Miller came before the Planning Board for a pre-application conference to discuss his application for a 9 lot subdivision.  In order to expedite the creation of a 5 acre parcel, to accommodate the existing house for immediate sale, Mr. Miller has since amended his application to a 2 lot subdivision.

 

RECORDS ADVISORY BOARD

Town Clerk Heather Scribner reported that the Records Grant is progressing.  The records clerk was trained by a records consultant and is almost complete with the inventorying of the Town Clerk’s records.  After the New Year the Records Clerk Tina Bublak will be contacting other departments to schedule a time where she will inventory their records.

 

TECHNOLOGY ADVISORY BOARD

Councilman Gardner stated that they reviewed the Town Clerk Heather Scribner’s need of a printer and software for the town clerks office.  The board is working on an end of year report.

 

TOWN HALL PROJECT

Supervisor Grattidge reported that the footings are poured and the walls are in.  There is work being done on the bottom of the elevator shaft and the start of the Records Storage Vault.  Water Superintendent John Morgan is working on a temporary water source for the project.  Park Chairman George Eggleston recommended to permanently keeping the water source in Gideon Hawley Park.  Mr. Eggleston stated that it would be useful to have water in the Park for water plants.

                      

WATER DISTRICT

Councilman Lippiello stated that the water department is working on winterizing hydrants.  Water Superintendent John Morgan met with Jim Mitchell of Environmental Design Partnership to do a walk through for the two projects schedule for next year, the bypass at the pump house and the valve repair on Beachwood Drive.  Councilman Lippiello would see if he could get a price from Mr. Mitchell on the scope of the projects.

 

ZONING ADMINISTRATOR

Councilman Gardner reported that the Zoning Department issued 3 permits, 2 C/O and collected $180.00.

COUNCILMAN REPORTS

 

Councilman Verola stated that she would like to see the Town Hall Project Owner’s Representative attend a Town Board Meeting once a month to give a report on the Town Hall Project.  Supervisor Grattidge stated he would contact the Owner’s Representative to arrange for him to come or submit a written report.  Councilman Verola reminded everyone to submit their Newsletter Articles by January 10th.

 

Councilman Salisbury asked if anyone looked into the price of a new furnace for town hall before repairing the one we had.  Supervisor Grattidge stated, when the town purchased the current furnace it cost $3000.00 to $4000.00 dollars. Councilman Salisbury asked if anyone looked into contacting the town’s insurance to see if the town could be covered under its insurance policy.  Supervisor Grattidge stated that he would look into it.

 

Councilman Lippiello thanked all those who have donated their time to the town this year.

Councilman Gardner thanked everyone as well.

 

PRIVLAGE OF THE FLOOR

 

Dimastia Miner- Is the Planning Board going back to the seven members Planning Board.  Councilman Verola stated that she had attended the last Planning Board Meeting and asked them what they wanted to do.  Their response was to go back to a seven member board.  Town Attorney Robert VanVranken stated that the Town Board would need to go through the Local Law process and schedule a public hearing to change back to the seven member board. 

 

Ms. Miner stated that she has driven past the new town hall site and has seen some things being done but not a whole lot in her opinion to be ready by schedule.  Considering the fact that Clifton Park had done a 4 million dollar library and it’s already open.  Is the time schedule staying the same for the Town Hall Project?  Councilman Verola stated that’s what was told by the general contractor. 

 

Ms. Miner stated at this point the new town hall building seems quite tall.  I didn’t think it was going to be that high.  Supervisor Grattidge stated that their will be approximately 3 feet of the foundation exposed and then a set of stairs coming off the front door down on to a cement sidewalk.  There will be grading from where the front of the building is to the front of the lot.  The building sticks up quite tall due to how tall the basement is.  In order to have an eight foot tall basement used for records storage it ended up tall.  Councilman Verola stated that once the dirt is pushed up to the building it won’t look quite as tall.

 

Historian Laura Linder stated that she would like everyone to take notice of a memorial service to Eldythe Reed an active member of our committee.  Her service would be on December 3rd at the Charlton Freehold Church.

Historian Linder stated that she received a poster from the NYS Archives to remind us of a student research grade 4th through 12th contest.  (For more information contact the historian’s office)

 

A motion was made by Councilman Lippiello seconded by Councilman Verola to enter into an executive session to discuss a personnel issue.

 

The town board convened at 9:30pm.

 

The Town Board passed a resolution No. 152 to schedule a public hearing on Proposed Local Law No. 4 Increasing the Membership on the Planning Board of the Town of Charlton from five to seven, to take effect January 1, 2007.

 

Supervisor Grattidge adjourned the meeting of the Town Board at 10:30pm.
