The Regular meeting of the Town Board of Charlton, Saratoga
County, New York held at 7:30pm at the Charlton Town Hall, called to order by
Supervisor Grattidge.
Present: Councilman Gardner, Councilman Lippiello,
Councilman Salisbury, Councilman Verola, Supervisor Grattidge, Town Clerk
Heather Scribner.
Supervisor Grattidge lead the pledge of Allegiance.
The Town Board meeting began with opening sealed bids for
screened sand. The legal notice read:
LEGAL NOTICE
TOWN OF CHARLTON
NOTICE TO BIDDERS
The Town of Charlton will be accepting
sealed bids for ice control sand. Sand
is to be screened sand for the purpose of ice control. Sand is to be screened through a 1/4 inch
screen and not more than 25% passing No. 50 mesh.
The period of the bid will run October 1,
2006 through May 1, 2007.
Price is to be delivered priced and quoted by the ton. Delivery location is Charlton Highway
Garage, 4008 Jockey Street, Charlton, New York. Delivery hours will be Monday through Friday from 7:00 A.M. to
3:30 P. M.
Bids will be accepted at the Town Clerk’s
Office, 784 Charlton Road, Charlton, New York 12019 until 1 P.M. on Tuesday,
October 10, 2006 and will be opened at the Town Board Meeting on Tuesday,
October 10th at 7:30 P.M. at the Charlton Town Hall, 784 Charlton Road,
Charlton, New York. The Town has the
right to reject any and all bids.
Further information may be obtained by
calling the Charlton Highway Department at 399-3425, 7 A.M. to 3:30 P.M. Monday
through Friday.

Supervisor Grattidge stated
the results would be given to the Superintendent of Highways for review. The Town Board will award the bid at the
Agenda Meeting on October 30, 2006.

The report read as follows:
Supervisor Grattidge reported attending 6 Town Meetings and 7
County meetings. Some of the Town
meetings concerned the New Town Hall Project and the drafting of a Charlton
Employee Handbook. He also attended the
Saratoga County Fair and gave a tour of Charlton to a NYS Assemblymen. He went to a demonstration for some new
Police technology for the County Safety Committee.

Town Clerk Heather Scribner reported taking in $1314.37 for the
month of September, $171.49 was disbursed to the Supervisor and $1142.88 to
disbursing agencies. A detailed copy is filed at the Town Clerks Office.

during the month of September is:

SUPERVISORS REPORT
Supervisor Grattidge stated he
attended 6 Town meetings and 6 County meetings for the month of September. He
also attended 2 job meetings related to the New Town Hall project. The Town
Board and the Finance Committee held a workshop to discuss the current
bookkeeping software. The Town Board and the Town Clerk attended a NIMS
training class provided by Saratoga County Emergency Service Department.
SUPERVISORS ANNOUNCEMENTS
Supervisor Grattidge announced the Town Board would meet each
Wednesday during the month of October.
The next meeting would be on October 11th at 6:45pm where a
number of groups are given an opportunity to give a presentation to the Town
Board regarding their 2007 budget proposals.
Supervisor Grattidge announced the Saratoga County Office for
the Aging will hold a public Hearing on October 27, 2006 at 1:00pm. The purpose of the hearing shall be to
obtain input, suggestions and comments relative to programs for the aging for
the year 2007.
COMMUNICATIONS
Supervisor Grattidge received an email from a resident on Vines
Road requesting a sign to be installed to warn drivers of children at play.
The letter read:
Mr Grattidge,
My name is Scott Weaver (yes
the same one that owns the big oak tree on Vines Road). Recently new neighbors have moved into the
home across the street from us (Bob Kellers old house) They have 2 boys that
play football and soccer with my son after school. There have been a few close calls recently due to the increased
amount of kids at this end of Vines Road. In addition, the school bus stop is
in front of our house which means our new neighbors children have to cross at
the bad turn on Vines. Would it be
possible to have a sign installed the warns drivers of children playing?

Highway Foreman Mike Emerich stated the Highway Department has a
Child at play sign and will see that it is put up. There would be two signs needed one for the east side and one for
the west side. Supervisor Grattidge
stated to put the one up for now and order an additional one.
DEPARTMENT & COMMITTEE REPORTS
ANIMAL CONTROL
Councilman Gardner stated a dangerous dog case was settled, and
found that the dog was not dangerous.
Town Clerk Heather Scribner stated delinquent dog license notices have
been sent out. She is working with the
Animal Control Officer on over due dog licenses. Town Clerk Heather Scribner reported that there have been 30 dogs
deleted from the dog inventory due to residents moving out of town or deceased.
ASSESSORS
Assessor Wesley Weaver stated the Assessors Office is continuing
with updating the current assessment roll.
They will continue taking photographs to update the inventory. Resident Dick Lupi asked if the residents
would receive a greater percentage off from the STAR program if the town were
having an equalization rate of 100%.
Assessor Wesley Weaver stated he would look into it.
CABLE
Councilman Lippiello stated that Time Warner is continuing with
the planned build out for this year.
COMPREHENSIVE PLANNING STEERING COMMITTEE (CPSC)
Gary Vanderhorst member of the Comprehensive Planning Steering
Committee stated the committee would meet on October 23, 2006 at 7:00. The CPSC has invited the Town Board,
Planning Board and Zoning Board of Appeals to review and comment on the
Comprehensive Plan draft. The CPSC meets the first Monday of each month for the
regular scheduled meeting. Mr.
Vanderhorst stated after the CPSC meets with the various boards for input and
assuming everyone is in agreement the CPSC will hold a public information
meeting.
CONSTABLES

ENVIRONMENTAL CONSERVATION COMMISSION (ECC)
Supervisor Grattidge stated he is working towards a hazardous
waste program at the county level. He
would be meeting with other supervisors to discuss a program for 2007.
E-GOVERNMENT
Councilman Lippiello stated that the E-Government Board will
meet on October 26, 2006 at 7:30pm.
Those who signed up to receive the Town Board Newsletter
Electronically should have received their copy. Councilman Lippiello stated he would look
into those who receive the newsletter electronically and make sure they are
deleted from the list of those who receive the newsletter by postal mail.
EMERGENCY PLANNING
Councilman Gardner stated the Town Board, Town Clerk and Deputy
Town Clerk have completed and passed a NIMS Training class. Councilman Salisbury will make arrangements
to take the class on line. Councilman
Gardner stated he had received a sample copy of an Emergency Plan from Saratoga
County. This will be useful as the town develops its plan.

HISTORIAN
Historian Linder announced several activities (all activities
are posted at Town Hall):
In Celebration of NYS Archives Week the Charlton Historical
Society will hold its monthly meeting on October 11th at the Ellms
Family Farm 448 Charlton Road 7:30PM.
At the farm open house the Ellms Family will tell the story of their
farm and its changing variety of crop industries. Their introduction to The Erie Canal Days Corn maze will be
followed by an optional moonlight hayride.
The Harmony Community Center has completed the Charlton
Directory. All residents will receive a
copy. The feature cover is honoring the
Charlton’s Sons & Daughters of Liberty Fife and drum Corp.
On October 15th the Harmony Hall will hold its pie
festival.
HISTORIC DISTRICT
Historian Linder reported the Historic District receive an
Application for Opinion from a resident in the Historic District. The Historic District met and reviewed the
application from the Weise’s for an expansion on their home.
JUSTICES
During the month of September Judge Bascom adjudicated 47
cases. Submitted to the State Comptroller $3615 in Fines, $385.00 in Fees
and $1135.00 State Charges.
LIBRARY
Supervisor Grattidge stated the Galway Public Library has
included an article in the Town Board Newsletter to expand as a district.
PARKS
Chairman George Eggleston stated pavilion at Elmer Smith Park
has been stained. The highway
department has drained the water fountains at the park. The tennis nets will continue to be up for
another month. A thank you goes to the
Clark family Stacy Clark and her sons Austin and Brandon for painting the
bleachers at Elmer Smith Park.
PLANNING BOARD
Councilman Verola stated the Planning Board last met on Monday,
September 18, 2006. During this meeting
there were no subdivision applications to deliberate and just one Zoning Board
of Appeals referral and correspondence items to discuss.
RECORDS ADVISORY BOARD
Town Clerk Heather Scribner received notification from the NYS
Archives that grant applications are available. On November 15th at the Saratoga County Municipal
Center a training class is scheduled regarding the grant process.
The records grant project is moving forward. A purchase of a notebook computer along with
the hiring of a records clerk is underway.
The town board will approve a utility cart to help with the
records project. The cart will help
move records from one area to another.
Town Clerk Heather Scribner stated she sent a memo to each of
the town board members regarding the hiring of a records consultant. The memo read:
Attached
is a contract for a Records Consultant Jettner & Sickler, Consultants, and
Records Management. The records
consultant is part of the Records Grant award.
The amount awarded was $2700.00; the first part of the consultant work
is described in the attachment. Enclosed is additional work a Contract II that
would be done in 2007.
The
consultant has been reviewed by the Records Advisory Board with the
recommendation we move forward with Jettner & Sickler services.
I am requesting at the Town Board
Agenda meeting the Town Board authorizes the Town Clerk to enter into an
agreement with the first contract.
Town Clerk Heather Scribner announced as part of Archives Week
the Records Advisory Board displays each year a few of the books that the town
has preserved each year. The books are
bounded and kept preserved. Each year
the Records Advisory Board works on one book of towns records for
preservation. In addition, displayed
to the public was a digitalized record of town board meeting minutes. The records were scanned and put on to a
CD. Specific researches related to the
Town Board Meeting Minutes can be found quickly and has been found to
minimizing the hours of searching for a specific item.
Historian Laura Linder spoke about the reproduction of old
photos that are currently display at town hall. These 400 images were scanned to create collogues in the year
2001. Each historian in Saratoga County was asked do a presentation then and
now of our respective community. A
title panel is on each photo and if you look carefully you can find your way
around town.
TECHNOLOGY ADVISORY BOARD
Member George Eggleston stated the board is working on the
specifications for a server for the town.
The town board members received a copy of the specifications and what
the proposed system would look like for the new town hall.
TOWN CLERK
Town Clerk Heather Scribner stated she
is working with the Animal Control Officer regarding overdue dog licenses. The Town Clerk’s office is busy with the
issuing of Hunting and Fishing Licenses.
The dear management permits cut off date was September 31st
and will begin again November 1st for those who did not receive a
permit.
TOWN HALL
Councilman Verola stated that the Town Hall Project is moving
forward.
WATER DISTRICTS
Councilman Lippiello stated the water district has completed the
4 hydrant replacement project.
ZONING ADMINISTRATOR

Administrator Dave LaFountain stated he issued 10 permits; 4 Certificate of
Occupancy’s and collected $956.00

COUNCILMAN REPORTS
Councilman Gardner stated he has read the draft copy of the
Comprehensive Plan. A lot of
information was put into the plan and complimented the Committee putting it
together.
Councilman Lippiello complimented the Comprehensive Steering
Committee for the long hard work to put the draft together.
Councilman Salisbury stated he was glad to back. He had surgery. Complimented Supervisor Grattidge for the work he is doing.
Councilman Verola stated a miss print was made in the Town Board
Newsletter. Election Day is November 7th
not the 8th.
PRIVLAGE OF THE FLOOR
Representing the Charlton Seniors Dick Lupi announced the NYS
Public Service Commission will speak on how to select your power source October
25th. The seniors will hold
their annual Christmas Party December 13th. Mr. Lupi asked if the town board as made any
plans on what they are going to do with the town hall once the new town hall
was built. Councilman Verola stated the
Comprehensive Plan deals with community pride and recommends the town to form a
committee to deal with events that would promote community pride. She is hoping to include that group to find
uses for the building. The plan has not
been adopted yet.
Marv Schorr stated that the National Grid is almost out of the
power generation business. National Grid sent out letters to residents saying
that the residents would have to pick a new electricity provider; National Grid
will still act as a wire company, distributor etc. but you will need to get
your power from another supplier. If
you don’t pick one, one will be provided for you. On October 25th at 10:30am a representative from the
NYS Public Service Commission will speak regarding what is happening.
After everyone had a chance to speak who wished Supervisor
Grattidge adjourned the meeting at 8:55pm.
