The Agenda meeting of the Town Board of Charlton,
Saratoga County, New York held at 7:30 pm at the Charlton Town Hall, called to
order by Supervisor Grattidge.
Present: Supervisor Grattidge, Councilman
Gardner, Councilman Lippiello, Councilman Salisbury, Councilman Verola and Town
Attorney Robert VanVranken.
Supervisor Grattidge announced this meeting is to set
the Agenda for the Regular Meeting of the Town Board on Tuesday, October 10,
2006.
The Town Board will approve the following meeting
minutes at the October 10th town board meeting:

Grattidge stated the following items will be on the Agenda for the October 10th

A motion made by Councilman Verola seconded by Councilman
Gardner authorizing the town clerk to prepare the abstract of claims. Approved

Councilman Salisbury questioned two
vouchers that were for clerical work.
Councilman Salisbury stated that these vouchers should be on
payroll. Councilman Verola stated that
she had contacted the comptroller’s office and they said the town could voucher
these employees as long as they are classified as independent and provide a
contract. We will need to get a
contract for these services. It is
preferable to pay by voucher so the town does not have to get into state
retirement and taxes. Councilman
Salisbury asked are these employees going to be classified as independent
contractors. Supervisor Grattidge
suggested getting more information on what format the contract should be.
Councilman Salisbury questioned another
voucher regarding the town hall cleaning.
He does not believe this person works for the town. Mr. Morgan stated yes she does, right now
she is handicapped. She comes in with
me. She works for a half of year for
$599.00 and I work for a half of year for $599.00. Mr. Morgan stated if the town wants it down as a 1099 then he is
not interested in the job.
Supervisor
Grattidge announced the following:
Town
Hall would be closed on October 9th for Columbus Day.
Supervisor
Grattidge received a notice from the Zoning Board of Appeals for a Public
Hearing scheduled for October 10th. Supervisor Grattidge stated the
ZBA would need to relocate their meeting possibly to the Historical Society
Building because of the conflict with the Town Board meeting at Town Hall.
Supervisor
Grattidge will hold biweekly meetings starting Thursday at Town Hall. He will be available to discuss any issues
that departments may have. He would
like people to call in advance to set up a time.
Supervisor
Grattidge received a Notice of Apparent Violation form from the Building Inspector
Richard Moon. Mr. Moon is using this
form when he sees anyone in violation of building.
Saratoga
County Planning Board is conducting Local Officials Farm Tour on Saturday
October 14th at 8:00am-11:30am and will begin at the Saratoga Sod
Farm. Invited to attend are Planning
Board, Town Board, Zoning Board of Appeals, Town Supervisors and Open Space
Committee.
Supervisor
Grattidge received notice from the Saratoga County Planning Board regarding
their annual training class. The class
will be held on January 24th at 8:30am at the Saratoga City Center.
A
packet was received from Saratoga Water Coordinating Committee regarding issues
that the Planning Board may encumber when people are coming in for
subdivisions.
Councilman
Lippiello received an email from the Assessor Chairman Vicky Hayner. Chairman Hayner is looking for an
authorization to attend R3 Classification training on November 8,9,15 and 16th
for a cost of $365.00. Also a G2
training class that runs October 23, 24, 30, 31st for a cost of $445.00
and a G3 training on November 27,28 through December 4th and 5th. The funds are available in the Assessors
Contractual Account.

Supervisor
Grattidge stated the following resolutions would be presented at the October 10th
town board meeting:
-The
filing of the 2007 tentative budget
-Transfer
of funds for the Highway Department concerning the Saddlebrook Project… Supervisor Grattidge stated this was an
agreement from a while back. The
agreement was, when the last home was built on Saddlebrook the Highway
Department would put a final coat of paving.
It came to that point last year.
The monies were kept in the Highway unexpended balance and a transfer is
necessary of $8800.00 to the current budget for road repairs to complete the
project. This was not in an escrow
account. It was in an interest baring
account.
-Annual
Halloween Curfew resolution
-Resolution
hiring a Records Management Clerk under the Records Management grant fund to
conduct an inventory on active records.
-Transfer
of Funds to purchase a Utility Cart
-Resolution
authorizing the Town Clerk to Purchase a notebook computer
-A
Transfer of Funds out of the Trust and Agency Account. Supervisor Grattidge
stated the town has $2239.00 in a Trust and Agency Account from an agreement
regarding drainage easement along the Kramlick property on Division
Street. The Highway Department was not
aware that it was there until recently.
The Highway Department has been maintaining the area. Supervisor Grattidge stated we need to clean
up this agreement that was done many years ago around the early 1990’s.
Supervisor
Grattidge stated the Highway Department is looking into purchasing a Cabin
Chassis in this calendar year and purchasing the equipment in the beginning of
2007. The Highway Department will
present to the town board some figures.
Supervisor Grattidge stated that the town board may need to authorize
the Highway Department to make the purchase at the October meeting by
transferring funds.
Superintendent
of Water John Morgan is working on the replacement of hydrants. Mr. Morgan stated hopefully the project can
be done with the price set by the town board.
It is questionable because of buried cables and hand digging. Supervisor Grattidge stated after it was
located they found buried utilities around the old hydrants. Councilman Verola stated they knew it may be
more money after going in. Mr. Morgan
stated a new dehumidifier is needed at the pump house. A water report on the water tower was
distributed to the Town Board members.
Councilman
Verola stated the Historic District Commission will meet on October 24th
at 7:00pm at Town Hall. They requested
that Supervisor Grattidge attend.
Councilman
Gardner discussed the sales tax revenue.
The sales tax is trailing from last year. A letter from the Saratoga County Treasurer stated the sales tax
would be picking up.
Councilman
Gardner received a report on escrow accounts from the Planning Board. He would like more information on the
figures.
Councilman
Gardner received figures on the Capital Reserve accounts and CD;s for the
town. He would like further
information. Councilman Gardner
presented a spread sheet to the Town Board on his suggestions.
Councilman
Gardner will contact Sue Lombardi the town’s grant writer regarding a grant on
Shared Municipal Agreements.
Councilman
Gardner announced that there is a training class on Basic Accounting in the
Town of Colonie for $80.00. He would be attending.
Councilman
Gardner suggested the town should provide training to staff on how to use fire
extinguishers that are in the town hall.
Councilman
Gardner distributed a systematic scale for a server for the town. Technology Committee member George Eggleston
stated this would include a universal printer for any department use. Councilman Gardner received a cost proposal
from DELL that is under $5000.00. Once
the server is purchase the town would need service. Business Automative Solutions provides server service. Supervisor Grattidge suggested looking into
our current computer service company HELP Co.
The company services the Town of Malta’s server. Supervisor asked the technology committee to
look into the difference between DSL and Road Runner internet services. The DSL is being installed for the Highway
Department for approximately $25.00 a month cheaper than the Road Runner.
TOWN BOARD OPEN DISCUSSION ITEMS
Employee Handbook
Supervisor
Grattidge stated the Town Board received draft 3 of the Employee Handbook. He would like the town board members to get
to him any suggestions before the next Agenda meeting. The next step will be a public hearing for
November.
Updating
Park Rules & Regulations
Councilman Lippiello stated the Park Committee did not meet last
month. The rules and Regulations will
be discussed at their next meeting.

Supervisor Grattidge
stated the town board is waiting for the Park Committee to correspond back on
the Park Rules and Regulations.
Open
Burning Ordinance
Supervisor Grattidge
stated the Environmental Conservation Commission has given recommendations. At this point when the burning ordinance
permit was clarified to the residents and that they needed to provide specific
dates on the application the problem was addressed.
Cell
Tower Zoning
Supervisor Grattidge
stated the town attorney is reviewing.
Wind
Generators & Permanent Storage Containers
Supervisor Grattidge
stated nothing has progressed.
Local Dog
Ordinance Law
Councilman Gardner has reviewed the ordinance with Animal Control
Officer Lee Bramer. More information
will follow.

Town
Management Software
The
Town Board is meeting with Computer Software Tec. on September 27th. The Finance Committee will be invited to
attend.
Fire
District Annual Reports
Town
Clerk Heather Scribner received the Charlton Fire District and West Charlton
Fire Districts end of year report. She
did not receive a report from Harmony Corners.
She will be receiving a five year report for each district from the NYS
Comptrollers.
Retirement
Monthly Reports
Supervisor Grattidge received all time and attendance logs and will
forward a packet to the Town Board.
Town
Yearly Fiscal Budget
Supervisor Grattidge stated the tentative budget would be submitted to
the Town Clerk on Friday. The Town
Board will meet every Wednesday in the month of October at 7:00pm.
Contracts
for all Donations from the town
Supervisor Grattidge stated the town is working on getting all the
contracts in place for next year.
Town Wide
Brush Pick Up
A notice will be in the
Town Board Newsletter. The Highway
Department will pick up brush the week before Halloween.
Court
Clerk
Supervisor Grattidge stated the Court Clerk issue would be discussed in
the Budget process.
The Town
Fee Schedule Update
Supervisor Grattidge stated the last draft distributed out was draft 4.
A motion made by Councilman Verola seconded by
Councilman Lippiello to enter into an executive session at 8:40pm to discuss a
potential litigation.
The Town Board reconvened to the Agenda Meeting of
the Town Board at 9:45pm.
Supervisor Grattidge stated that there was no
action taken in executive session.
The Agenda Meeting of the Town Board was adjourned.
