Charlton Town Hall, called to order by Supervisor Grattidge.

SUPERVISORS REPORT
Supervisor
Grattidge stated for the month of March, he attended 9 different Town meetings
and 11 different County meetings.
This included a one day conference on “Planning a Future for
Farms in Saratoga, Rensselaer and Washington Counties”. My fellow County Supervisors and I went to
Albany and met with some State Legislators including Senator Bruno, Assemblyman
Tedisco and Assemblyman McDonald and discussed a number of issues relating to
Saratoga County.
He attended a seminar in Malta on the state of Volunteer
Fire Departments and Emergency Squads.
The Town Board had a couple of workshop sessions with the Charlton
Seniors concerning the senior van and also about forming a non-profit corporation
for the group. The town board met with
the Town attorney concerning the hiring of an owner’s representative for the
New Town Hall project.
He attended a meeting with the committee that is organizing
the “Sundae on the Farm”. This year it
will be held at Smith Brothers Farm on Jockey Street on June 18th
from 12:00 p.m. to 4:00 p.m.
Supervisor Grattidge stated
he would contact the Constables and the Highway department for this event.
ANNOUNCEMENTS
Supervisor Grattidge
announced Saratoga County Clerk has opened a new Wilton Department of Motor
Vehicle office in Wilton Mall. The DMV
has closed its office in the city of Saratoga Springs.
Saratoga County Board of
Supervisors is sponsoring a Vietnam Memorial Moving Wall. The wall would be on
display June 8th-12th at the Shinataha Park in the Town
of Malta.
The Town Board received the
Town of Ballston Community Library 2005 Annual Report. A copy is filed in the Town Clerks Office.
Supervisor Grattidge stated
he has reserved the Saratoga County Board of Supervisors Veterans Float for the
Founders Day Parade on June 4th. Dick Lupi would be coordinating volunteers to
ride on the float. An article would be
placed in the Town Board Newsletter.
Supervisor Grattidge
received a notice of Restricted Highway on Stage Road from Saratoga County
Public Works. There will be
Construction and shoulder work. Also,
replacements of cross culverts. The
restricted highway shall expire on June 2, 2006.
The Town Wide Bulk Item
Pickup is scheduled for May 8th –12th. The Town of Charlton in cooperation with
County Waste and Recycling will pick up bulk items. Pickup will start at 6:00am, Monday, May 8th, please
have items curbside on May 7th.
Only one pickup will be made through town. It is asked no pile picking once material is placed
curbside. Supervisor Grattidge stated
we are not discouraging recycling, but it makes it difficult to pick up once
pile is picked through.
Supervisor Grattidge
received a call from NYS DOT concerning the Traffic Light on Route 67 and Route
147. Currently during a power outage
the traffic light is run by a generator hooked up by the Town of Charlton
Highway Department. The NYS DOT is
going to try an experimental unit on the light that would provide a battery
back up that charges while the power is on.
When the power goes off the battery would have a 12-hour charge. Supervisor Grattidge stated he would notify
the Highway and Fire Department regarding the battery backup.
Supervisor Grattidge
announced, Saratoga County Board of Supervisors has charged the County Land
Preservation committee with hiring a consultant to write a Green Infrastructure
Plan for Saratoga County. This plan has
been underway since August 2005 with an initial round of public information
meetings being held across the county in October and November. The Consultant, Behan Planning of Saratoga
Springs is scheduling a second round of public meetings to present county
visions maps and general themes and ideas to preserve and protect farmland and
open space in Saratoga County. A public
meeting will be held in Charlton at the Charlton Freehold Presbyterian on
Thursday June 1, 2006 at 6:30pm. Public attendance is strongly encouraged. You can view the Green Infrastructure maps

Supervisor Grattidge stated
the Town Hall would be closed on Good Friday, April 14th.
COMMUNICATIONS
Supervisor Grattidge stated
the town has received an engineers report relative to Charlton Water District
No. 1 Extension No.6. A copy is filed
with the town clerk.
Supervisor Grattidge
received the 2006 Saratoga County Farmland and Open Space Grant
Application. The application period for
this year will be April 1, 2006 to June 30, 2006. Additional copies of the application can be downloaded from the county’s
website, www.co.saratoga.ny.us or
can be obtained by calling the County Planning Department at 884-4705.
Supervisor Grattidge
received a letter from the Department of the Army New York District, Corps of
Engineers regarding the proposed subdivision on Crooked Street. Supervisor Grattidge summarized the lengthy
letter; basically it is the procedures that would need to be followed if the
project continues. A copy is on file
with the Town Clerk.
Supervisor Grattidge
received a letter from the Charlton Garden Club asking for continuing support
with a $250.00 grant. The grant is used
to purchase plants and planting materials for the intersection of Main Street
and Stage Road at the entrance to the village as well as the gardens at the
town gazebo and the planter and window boxes at the Town Hall. Supervisor Grattidge has authorized the
grant of $250.00. In addition, the
Gardner Club has asked for the support of the Highway Department to help with
the watering once a week. Supervisor
Grattidge stated he has spoke with Ron Gavin Highway Superintendent and he has
agreed to help out.
ANIMAL CONTROL
Dog Control Officer Lee
Bramer reported he had 3 calls on lost dogs, 2 dogs running at large one was a
pickup sent to the Saratoga County Shelter and received 4 calls of complaints.
ASSESSMENT BOARD OF
REVIEW
Supervisor Grattidge stated
the Board would meet sometime in May.
CABLE
Councilman Lippiello stated
Time Warner Cable is extending cable services to approximately 120
residents. An article would be placed
in the Town Board Newsletter.
COMPREHENSIVE PLAN
Member, Marv Schorr stated a
subcommittee was formed to combine the strategies and goals that are
repeated. On April 11th a
meeting is scheduled at Chairman Woods.
After the following meeting we will have a finished draft of the
strategies and goals. We will then turn
it over to the consultant to write the text.
The town board, Planning board and Zoning Board of Appeals are asked to
attend the next meeting.
CONSTABLES
Constables reported 28
Patrols, 7,911 Calls, covered 2091 miles, and issued 26 tickets and 2
accidents. During the power outage
2/17-2/18 they received 18- calls regarding trees, wires down etc.
ECC
Chairman Marv Schorr stated
Roadside Cleanup and Tree Give Away are scheduled for April 29th. The trees were order from the Saratoga
County Soil and Water Conservation. We
thank the Town Board for continuing with the tree give away. At the request of the Town Board we reviewed
the local ordinance on outdoor burning in the residential area, we expect to
have a letter of recommendations to the town board next week. Supervisor Grattidge stated this would be a
discussion item at the next Agenda meeting.
E-GOVERNMENT
Councilman Lippiello stated
the Town Board minutes are now on the web site in a new format.
EMERGENCY PLANNING
Councilman Gardner stated
the Emergency Planning Board would meet in April the locations will be held at
the firehouses.

Highway Superintendent,
Ronald Gavin
Councilman Salisbury stated
the Highway Department needs a computer.
At this point the Technology Committee has been looking into a
management program. The highway
department would need a computer to operate its new time clock. Councilman Salisbury suggested that the management
program could be loaded on later.
Supervisor Grattidge stated he would get a price on state contracts for
computers. He would try to get the
information by the next Agenda meeting.
Member of the Technology Committee Marv Schorr stated they have been
discussing the software, it was agreed that the software the county uses would
be the best way to go. We are hoping to
see demonstrations of the software.
Supervisor Grattidge stated he has literature from a company who has
software for highway departments. I
could call and see if they would give a demonstration. The town board will work on this at the next
Agenda meeting.
HISTORIAN
Historian Laura Linder
reported Deputy Historian and Councilman Verola attended a conference on
Preserving History & Buildings.
They came back with some ideas for the Comprehensive Plan.
On May 20th
Charlton will hold its 15th year decorating graves for our soldiers
at 9:15pm. It starts at Jeremiah Smith
Cemetery then, West Charlton Cemetery to Oliver Adams Burial Plot, lunch at
Gideon Hawley Park to Sweetman Cemetery.
Everyone is welcome.
On May 6th all
Saratoga County Historians will meet at the Brookside Museum. Focusing on Tell your story anyone can write
a story about their family, life, etc.
The collection of stories will be published in the book called, In Our own Words: The story of Saratoga County. In addition, a scholar ship will be awarded to High School
Students writing a story about their family’s history. Historian Linder stated the first part of
the book would be about each community and she would write a piece for Charlton.
The Charlton Historical
Society met last week the focus was on the history of transportation. They are working on the Annual Founders Day
Parade. The theme will be Town Hall and
Fred Acunto is the Grande Marshal.
Historian Laura Linder
complained the flag at Gideon Hawley Park is up and quite often the light are
not on. Supervisor Grattidge stated he
has gone by and the light has been on.
He will observe the situation.
Historian Laura Linder
stated she received a complaint regarding a tree cut down on Cook Road. It was a 200 hundred year old, it was not
sick, it was not ill. The neighbors in
the neighborhood were quite affected by the tree cut down. Ms. Linder stated as we are cutting down old
trees that could be the oldest tree in the state.
HISTORIC DISTRICT
Laura Linder stated
apparently the LeGere home has been sold.
The Historic District meets the third Wednesday of each month.
LIBRARY
Councilman Salisbury stated
he received an annual report from the Town of Ballston Library. Currently, there are 5715 community library
cards, Charlton has 17% 959. A copy is
filed in the Town Clerks Office.
Councilman Lippiello stated the Ballston Community Library is linked
with Charlton’s web site.
PARKS
Chairman George Eggleston
stated they are working with the Town Attorney on a contract with Paden
Builders for a pavilion replacement.
Additionally, are looking for someone to look at the warming shelter to
repair the chimney. Paden Builders
looked at the warming shelter and gave some suggestions. A quote of $100.00 was received regarding
porta jons for June, July and August.
We keep these at Elmer Smith Park.
Councilman Lippiello stated during a walk through it was suggested to
replace the bridge at Elmer Smith Park.
He would like to approach Sue Lombardi the grant writer to look into a
possible grant. The town board agreed.

Clerk to the Planning Board
The
Town of Charlton Planning Board last met on Monday, March 20, 2006. During this
meeting, no public hearings were held, three of the four open subdivision
applications were discussed, and a pre-application conference was held. In addition, two unscheduled referrals from
the Town of Galway Planning Board were discussed
1)
Heflin/Durst
(255-1-40.1,41, 43.1, 43.2, 43.3): Twenty three lot subdivision of 87 acres
owned by Gary Heflin and Dean Durst on Swaggertown Road. The subdivision application
was accepted by the Planning Board in June, 2005 and is in the preliminary
review phase working on engineering details. In the March meeting, it was
resolved that Planning Board Attorney William Keniry write a letter to the
applicants requesting them to state their intentions with respect to the
application, due to the protracted inactivity at the Planning Board level.
2)
DeNooyer/Van Guilder
(235-1-44 & 235-1-67.2): The
applicant desires a two lot subdivision of 80+ acres on route 147. Concerns
regarding acceptable soil and water conditions for adequate perc raised in
January’s public hearing led to a request for perc tests on the subject parcel.
In that the applicant has requested that action by the Planning Board be put on
hold until May, when perc and soil tests can be conducted, there was no March
discussion.
3) Nigriny (247-1-50.12): Two lot subdivision of 5.3
acres owned by John and Regina Nigriny on the corner of Sweetman and Jenkins
Roads. The requested subdivision does
not meet Charlton’s zoning ordinance setback requirements and was referred to
the ZBA for an area variance. The ZBA denied the area variance in January. In that neither a new subdivision plan has
been submitted, nor a formal withdrawal has been received, the Planning Board
passed resolution 2006-05 to deny the subdivision.
4)
Kenyon/Van Guilder (223-1-11.11): This four lot subdivision application was new for March. The applicants own 22.92 acres on Rocky Ridge
Road and Jersey Hill Road, and request to create 3 new building lots. Planning Board review remains in-progress while the applicant’s
representative works to provide the additional information requested.
5)
Davidson (246-3-61.1) This pre-application conference was requested to discuss
tentative plans for the purchase and subdivision of 4+ acres from William Grabo
on Crane Street in order to create two new building lots. The plan, as presented, would not meet
Charlton’s Zoning Ordinance requirements for road frontage and created an undesirable
situation of a new home behind and in close proximity to an existing home. The
Planning Board suggested that the Davidson’s pursue just one new lot and not
two.
6)
Leahy (212-1-29.1) Town of Galway referral of an application to create a 6.9 acre
parcel from 128 acres on route 147. The
Planning Board has replied “no comment”.
7)
Lent (213-1-51)
Town of Galway referral of an application for a special use permit for a
horse-boarding operation, located on Featherbed Lane, on land in both Charlton
and Galway. Planning Board Attorney
William Keniry has written to the applicants, and the Chairman of the Town of
Galway Planning Board, requesting additional information. An application to the Town of Charlton
Planning Board may be required.
RECORDS ADVISORY BOARD
Chairman Heather Scribner
stated the board would meet in May.
Supervisor Grattidge stated
the town board has all town board minutes on electronic imaging software.
TECHNOLOGY ADVISORY BOARD
Chairman John Tasse stated
they have reviewed the town hall plans and are looking forward to the final
set. They are continuing with the
strategy for the new town hall server.
A survey would be passed around to ask departments what they need. The Technology board looked into the GIS
system for the Planning Board and concluded that the county’s system is the
best out there. It does run a year
behind. Member, George Eggleston stated
the Town Justices turned over a laptop and found there is nothing wrong with it
other than having only 120 of memory.
Supervisor Grattidge stated he received information from the county on
state contract for a lap top. It is a
reasonable rate than buying directly from DELL. George Eggleston stated from his experience his brother is a justice
and any computer purchases would be through a grant. These would be a desk top.
Councilman Lippiello stated Justice Ketchum would need a lap top to use
now when he is in court. This would
allow him to look up a record while in court.
This is one of his main concerns.
TOWN CLERK
Heather Scribner read the
following report:
As a service to our
residents, you can now obtain applications for US Passport (DS-11) and US
Passport By Mail (DS-82) at the Town Clerk's Office during regular business
hours. The US Passports (DS-11) are processed at the Saratoga County Clerk's
Office during the hours of 8:30 A.M. - 4:00 P.M.. The Saratoga County
Clerk's Office now has a passport camera so that residents no longer have
to stop at a photo shop in advance of coming to the Saratoga County Clerk's
Office to process their passport application. Any questions concerning
passports should be directed to Tom at Saratoga County Clerk at 885-2213
extension #4412. You can find this
information on the Charlton Web site and an article will be in the Town Board newsletter.
Recently Susan York Deputy Town
Clerk and Clerk for the Planning Board attended a workshop by the NYS Archives
called Managing Maps & Plans. One
item suggested was for Mylar’s from subdivisions should be stored with acid
free sheets of paper separating each Mylar so that there is no
transfer from one to the next during long term storage. At the Charlton
Town Hall we store our Mylar’s flat in a special steel filing cabinet
[preferred method]. To date we have not used sheets of paper to separate
them. These records must be
maintained permanently by the Town of Charlton. The cost of the separating sheets is approx. $100.00 per a 100.
On April 11th I
will be attending a workshop class on Managing E-Mail Effectively held in
Fonda.
Deputy Town Clerk Tina
Bublak, Councilman Verola and I will be attending a Conference put on by NYS
Town Clerks Association it is held in Saratoga Springs on April 24th-April
26th. The Town Clerks office
is still open on these dates.
The town board and I are
working on the towns Freedom of Information Requests (FOIL) forms. The town board received a draft copy of the
proposed forms. These forms will not
decrease the accessibility of receiving public records.
The town board authorizes
the Town Clerk to use the final draft of the Freedom of Information forms.
TOWN HALL
Councilman Verola introduced
Toni Ward from AKW Consulting Inc. the Owners Representative for the town hall
construction. Mr. Ward comes with all
kinds of municipal experience and is a past member City of Schenectady Historic
District Commission. His experience
has been with the Niskayuna Town Hall, Rexford Firehouse and the Proctors
project. Mr. Ward stated he looks
forward to working with the town board. It is a beautiful design and an
important project for the town.
Councilman Verola stated the
engineering and architectural review is complete as well as the Technology
Advisory Boards review. Architected Paul Vosburgh has answered all remarks
made, to the satisfaction of the town board.
Architect Paul Vosburgh
stated he responded to the review comments.
The comments have been incorporated into their documents. Those documents are now ready for issuance
for Bid. Mr. Vosburgh prepared an
overview schedule of the town hall and a draft of the legal notice for
Bidding. Mr. Vosburgh submitted the
documents to Town Clerk Heather Scribner.
Schedule as follows:
Mr. Vosburgh stated upon
approval of the bid documents, the plans would be ready a week from tonight
allowing 4 weeks for bidding. A bid opening May 16th at 2:00pm. Following open bids and analysis with the
Owners Representative, anticipating a recommendation ready for the town board
on June 12th. This would
permit ground breaking approx. on June 26th then go into
construction starting with submittals allowing 5 weeks for the process. When
completing the site work the sub base and Binder down would like no later than
October 1st with the full building enclosure with the roof on,
windows and doors etc. by December 1 allowing the project to be done during the
winter months. Looking towards
completion of work about May 1, 2007 with final completion about June 1, 2007

Plans and Specifications may be obtained between the hours of 9 AM and 1
PM, Monday through Friday, commencing April 18, 2006. A deposit of $100.00 will be required for each set of plans and
specifications. Deposit is refundable
providing Plans and Specifications are returned in good condition (Project
Manuals bound and Drawings intact) within fifteen (15) days of Bid
Opening. Checks should be made out to
the Town of Charlton.
A bid bond or certified
check made out to the Town of Charlton, in
the amount of 10% of the bid contract amount must accompany each proposal. The successful bidder’s security will be
retained until he has signed the Owner-Contractor Agreement and furnished the
required 100% Labor and Materials Payment Bond and 100% Performance Bond.
Each bid shall be enclosed in
a sealed envelope bearing the name of the Project, Class of Work, Name of the
Bidder, and the date and hour of the Bid opening.
A pre-bid meeting will be
held at the Project site, 784 Charlton Road, Charlton, NY, to review the scope
of work. The meeting will be held at
9:30 a.m. on Tuesday May 2, 2006. All
bidders are required to examine work conditions prior to submission of a
bid. If a potential bidder is unable to
attend the pre-bid meeting, appointments for site visits must be scheduled, 48

Councilman Lippiello stated
Superintendent John Morgan has been working with the extension on Lake Hill
Road, everything is in order.
Supervisor Grattidge stated he had the insurance carrier put together a
list.
Councilman Verola stated is
their any information from the NYS Health Department regarding chloroform. Councilman Lippiello stated Mr. Morgan
continues to turn in the chlorination results.
ZONING
Councilman Gardner reported
the Zoning office issued 5 permits and collected $340.00 for the month of
March.

Supervisor Grattidge stated
the next meeting is on April 9th at 7:30pm at Town Hall.

Town Attorney Robert
VanVranken stated there are three changes made since the local law was
started. The specific requirements
Permitted fuel will now read: 1-Only firewood, corn and untreated lumber are
permitted to burn……at the request of the Environmental Commission the Town
Board removed coal.
2-Set backs will now read:
from residential structures on any adjacent properties - 200 feet
3-Added
wasSection 11. Placement as Appendix B-13 to Zoning
Ordinance This local law shall become a part of the Zoning Ordinance for the
Town of Charlton as adopted November 13, 2000 and placed as Appendix B-13 of
such Ordinance.

COUNCILMAN REPORTS
Councilman Gardner stated he
is glad to be back from vacation.
Councilman Lippiello stated
he is glad to see the town hall go out to bid.
Thank you to the garden club for the plantings around town. There has been a concern of the triangle at
Charlton Road and Stage Road with signs being put up near the plantings.
Councilman Salisbury made a
motion for the town board to start the process to conduct an audit and obtain
prices from CPA firms to conduct an audit of the 2005 books.
Councilman Salisbury
restated the motion seconded by Councilman Gardner for the town board in
consultation with the Finance Committee to determine the type and extent of an
audit to be performed on town records of the calendar year 2005.
