Minutes of Technology Advisory Board Meeting of August 15, 2006

 

Present: J Tasse, Chairman, G. Eggleston, J. Kelley, M. Schorr, P. St. John, B. Gardner-Town                 Board liaison

 

The meeting was called to order at 7:09 pm.

 

1.      The minutes of the 7-18-06 meeting were approved with one change.

     

2.   Tasse handed out copies of quotes received by the Town Clerk for a computer for her grant on records retention. The quotes from Dell, Tech Depot (for an Hp), Hp (for an Hp at govt. price), all laptops with Intel dual-core processors, were reviewed.  The Dell was the lowest price, but did not have a docking station which the others had. The Dell quote has 2-years service while the Hp units have one year. The TAB recommends that Heather go back to Dell for a quote for a unit with a docking station so that the quotes can be compared on an equal basis. If the Hp is selected, it should probably be the lower priced one.

 

3.   Town Hall Computer Survey Forms – George provided a summary table of the forms received to date. Forms have not yet been received from the assessors (V. Hayner said she will provide it), the justices and the Town Clerk. There are at least 5 additional computers in use that were not covered by the forms received. Discussion – personal-owned home computers should not be used for Town business; It is recommended that all Town employees using computers for Town business have a Town owned computer. Conclusion – there should be standard procedures and needs for computer security. If easily transferable to the new Town Hall, a server should be purchased now and at least a start made in getting more PCs and uniform virus protection for all Town owned computers. Based on discussion of server capabilities, at least $5,000 should be allocated in the budget for a server (see attachment for server spec). The outage of the Town Clerks computer should serve as a warning of the need for a server. ACTION - Kelley will outline the general security procedures for the operating system (see also his 4/18/06 write-up, Town of Charlton Network Setup Options for the New Town Hall).  

 

4.   Employee Manual–Comments on Section 511, Computer Systems and Internet/E-mail Service, were discussed and given to Bruce Gardner.  The Town of Charlton Computer Security and System Functional Requirements drafted by J. Tasse and provided at the last meeting were also discussed and comments provided to Bruce. 

 

5.   The need for possible new accounting system software was discussed.
