Agenda meeting of the Town Board of Charlton, Saratoga County, New York held at
7:30 pm at the Charlton Town Hall, called to order by Supervisor Grattidge.
Present:
Supervisor Grattidge, Councilman Gardner, Councilman Lippiello, Councilman
Salisbury and Councilman Verola
Supervisor
Grattidge announced this meeting is to set the Agenda for the Regular Meeting
of the Town Board on May 8, 2006. The enclosed information would be
discussed.

motion made by Councilman Salisbury seconded by Councilman Verola authorizing
the town clerk to prepare the abstract of claims. Approved

motion made by Councilman Lippiello, seconded by Councilman Verola that the
Town Clerk is directed to schedule a Public Hearing on May 8, 2006 at 7:00 pm to hear public input on the Town of
Charlton Storm Water Management Program, 2005 Annual Report. Approved

Discussion:
Marv
Schorr stated the MS4 is a program to control run off from storm water. There are several aspects one being
education and a public information meeting on the fact there has been some
complaints. Mr. Schorr stated no one
should be dumping gray water into local drains. The DEC may hand out fines for these types of things. The program
is to keep storm water run off from polluting the land. The Town of Charlton files an annual report
achieving those goals required under the MS4 program. The Saratoga County web site has further information regarding
this program.
Supervisor
Grattidge stated the Town of Charlton does an annual resolution honoring the
Grande Marshal of the Founders Day Parade.
This year Fred Acunto the former supervisor is named as the Grande
Marshal. A resolution will be prepared
honoring Mr. Acunto.
Councilman
Verola stated last year a resolution was brought forward honoring Doris
Stauffer, it was never done. Supervisor
Grattidge stated he would look into it.
A
motion made by Councilman Lippiello seconded by Councilman Gardner that the
supervisor is authorized to enter into an agreement with the Saratoga County
purchasing for a HP Laptop computer for Justice Ketchum not to exceed $950.00.

motion made by Councilman Verola seconded by Councilman Gardner that the
supervisor is authorized to purchase a desk top computer for the Highway
Department with a Pentium 4, Microsoft
office XP suite, 256k memory minimum, writeable disk drive, monitor and printer
not to exceed $1000.00 .

Councilman
Gardner and Highway Superintendent Ronald Gavin will meet with a sales
representative from Williamson Law regarding a software program for the Highway
Department.
Supervisor
Grattidge received an email from Sue Lombardi a grant writer the town uses. She
wrote on several items; the town should keep in mind moving forward that most
funding for water/wastewater projects be based on need, demographics, and
severity of conditions/public health and safety threats. Parks grants are open again; the main focus
is on reconstruction of the bridge and handicapped accessibility. Lastly, the Court Security Grant is due May
1st. Councilman Lippiello
will contact the Town Justices to see if they were moving forward with a grant
application.
Supervisor
Grattidge received a notice regarding the Capital District Transportation
Grant. Councilman Lippiello will
forward the information to Sue Lombardi.
Councilman
Verola stated Sue Lombardi of Community Development Resources is the town’s
Grant Writer she researches grants and is retained for an annual fee of
$500.00. Ms. Lombardi also writes
grants and in the past has assisted with a Records Management Grant and Parks
Grant. A separate hourly fee is charged
for writing grants.
Supervisor
Grattidge stated the town board would meet with the Comprehensive Planning
Steering Committee on May 1, 2006.
Councilman
Lippiello brought forward information regarding a postage meter. Councilman Verola stated she is familiar
with postage meters and feels they are expensive and they don’t really save
time. Supervisor Grattidge stated in
the past the town has had a postage meter, at the time because of the monthly
cost the town felt it was better purchasing individual stamps. Councilman Salisbury would like a break down
of the cost of stamps that the town uses.
Councilman
Salisbury announced that the Financial Advisory Board would meet on May 3,
2006.
Councilman
Lippiello stated that Water Superintendent John Morgan has been working with
four people on a water extension on the Lake Hill Road. Jim Mitchell of Environmental Design
Partnership Engineering is preparing an application that would include two
additional outside users from last year.
Additionally, Mr. Morgan is looking for part-time summer help painting
hydrants and the Pumphouse. This would
be on an hourly basis. Supervisor
Grattidge stated the board would need for the authorizing resolution a name,
rate of pay and the amount of hours anticipated. Councilman Lippiello will pass the information on to Mr. Morgan.
Councilman
Verola announced she would be out of town for the May 8th town board
meeting.
Councilman
Verola stated she would like to move forward with the Employee Manual. Supervisor Grattidge will schedule a meeting.
Councilman
Verola would like to sit down with Environmental Design Partnership Engineering
and see what needs to be done in the water district. Supervisor Grattidge will schedule a workshop meeting with Jim
Mitchell and the Water Superintendent.
Councilman
Verola announced Marv Schorr, Councilman Gardner and Councilman Salisbury have
reviewed the Creek that runs down Beachwood Drive. Also attending was Blu Niles from Cooperative Extension the Storm
Water Management Coordinator. The town
board will continue to monitor the creek.
Supervisor
Grattidge stated with all the rain these past days a number of culverts are
running at maximum capacity. We have
identified a situation on Newman Road.
We potentially will be able to relieve some of the water that runs along
the road.
Animal
Control Officer Lee Bramer spoke regarding fines and fees in the Local Dog
Ordinance that was adopted in 1978. Mr.
Bramer stated there are several vague areas in the ordinance on Kennels and
other items. The Zoning Ordinance
Review Committee Chairman Marv Schorr stated he is aware of the issues in the
ordinance. The ZORC has met and made
some changes. Supervisor Grattidge
suggested starting working on an update working with the ZORC and then getting
public input. The Dog Ordinance could
be a stand along Local Law without doing an entire update on the Zoning
Ordinance.
Councilman
Gardner suggested the town board gather a list of open discussion items.
Councilman
Gardner stated his concern of the use of town phones. The phones are to be used for town business.
