Minutes of the Charlton Environmental Conservation Commission Meeting – September 26, 2006

 

1.   The meeting was called to order at 7:00 pm with members Marv Schorr, Midge Dube, Lane Jastrebski, Bob Killeen, Doug Ranaletto, and Teddi Smith in attendance.

 

2.   The minutes of the August 29, 2006 meeting were approved with the date changed from April to August as the only change.

 

3.       County Water Committee – Teddi reported that regulations are increasing for developments and individuals for the management of stormwater runoff. Marv provided a more detailed discussion of the stormwater management program (MS4), including issues involving runoff from construction activities and from farmland.

 

4.       Comprehensive Plan – Marv gave an update on the status of the draft plan. There is a second draft now available that is again being reviewed before releasing it to the public and for discussions with the Town Board and Planning Board. A meeting of the CP Committee will be held on Oct. 2 to decide if it should be released for public review.

 

5.        Charlton Seniors – Midge discussed a program scheduled for Oct. 25 (10 am) that will address how to select your electricity provider when National Grid goes out of the supply business. The speaker will be from the NYS Public Service Commission. And Laura Linder, the town historian, will speak about Charlton’s rich history on Nov. 29. And the Historical Society’s Oct. 11 meeting will be at Ellm’s Family Farm corn maze and will be about the Erie “Cornal”.

 

6.       County EMC – Marv reported that there will be a weekend of activities at the environmental education center on the island at lock 5 in the Hudson River on Sept. 30 and oct.1.  The county’s draft green infrastructure plan has been released and is available on the county website.

 

8.   Household Hazardous Waste – Marv reported that he gets several calls a month asking how to dispose of such material. Marv has information from the NY DEC and from Waste Management on the disposal of some hazardous materials and the cost of disposal. Because of possible interest on the part of the Town of Greenfield in participating, there may be a collection next year (Charlton, Galway, Ballston, Greenfield). In addition, the feeling was that we should have an article on a hazwaste in each newsletter.

 

10.  Cuchelo Variance Application – the application seeks to subdivide the property on Sacandaga Road into four lots, one of which does not meet the 200 foot road frontage requirement. The one lot has 133 feet of frontage and the narrow section extends back about 850 feet until it expands into a wide lot where the house will be located. The planning Board review indicated a concern with the long driveway. The narrow frontage is owner imposed. Environmental concerns include the visual impact of the new house behind an existing house, but since it is far back on the lot it will have two barns and the slope of the land shielding it from view of the existing house. Access to the house by emergency vehicles is of concern due to the excessively long driveway. Driveway maintenance, snow and ice removal could all be a problem.
