MINUTES
OCTOBER 2, 2006
Meeting was called to order at 7:00 P.M. by Chair Dave
Wood.

The revised draft plan that was written up by Nan was
reviewed by the members of the committee.
The committee discussed and made edits to the document, renumbering some
of the Goals and grammatically correcting some sentences. Dave said he will give all of the edits to
Nan for her to correct. There was
considerable discussion about wells, compromising other wells in the area,
septic systems, etc. and potential builders.
Marv Schorr suggested wording such as, during the construction phase or
until home is occupied the ground water and water supply shall not be
compromised or drawn down to a level that a neighbor begins to have an
inadequate water supply. Jim Leupold
reminded the committee that originally the group wanted to put something in the
plan to that effect, but after much discussion decided to put the onus on the
developer, and require the developer to submit information as to how they will
assure the availability of sufficient water during their site plan review. Marv stated the committee had talked about
requiring developers to do a 48-72 hour draw down test so ensure that neighbors
won’t have well issues when a new home is being built next door. During the construction phase or until the
owner takes occupancy of the homes, the maintenance or quality of water is the
responsibility of the developer. Marv
believes wording of some sort regarding the maintenance of water during the
construction phase should be included.
Midge Dube suggested leaving it as it is written and let the Town Board
decide if they wish to change it. It
will read…”down to sufficient water, and
water quality on the property to be developed and on surrounding occupied
properties until CO is issued.”
Page 14, the bottom of No. 5 will now read, “develop dimensional requirements for the
historical district with regulations such as, lot sizes, set backs, and
frontages consistent with existing residential development within the historic
district.” There was also
punctuation changes requested throughout.
At the top of No. 5, “Educate (by way of newsletter, website and brochure)”. Website will be included.
