Meeting of the Charlton Environmental Conservation Commission – June 28, 2005
1. The meeting was called to order at 7:12 p.m. with Marv Schorr, Lane Jastrebski, Midge Dube, Doug Ranaletto and Teddi Smith in attendance.
2. Minutes of the April 26, 2005 meeting were reviewed and accepted.
3. Marv reported on the Town Board meeting. The Chief Assessor reported that the Town’s equalization rate has been set at 100% by the state board. The Charlton Seniors can obtain a van through the County Office of the Aging with 75% cost reimbursement. The Town must budget and pay 100% of the cost up front to get the 75% reimbursed.
4. Old Business - Marv reported on the Comprehensive Planning Committee. The group is going through explanations by the consultant of questions raised about some of the strategies suggested for meeting the goals established for the Plan. The next step after that will be to agree on the strategies to be used. Committee members will vote on strategies on the Town’s website. The Plan will later be presented to the Town Board.
5. The new Town Hall – Phase 2 of the site archeology study is currently being performed. A third phase might have to be performed if significant artifacts are found. The phase 2 cost is $20,000. The the site study has delayed the start of construction into next year. As a result, the Town Board has said they will try to get the Town Hall financing question on the November ballot as a referendum.
6. New business: Marv submitted comments for the ECC on a variance application request from Dave Taplin for an addition on the property at 17 Cortland Drive. The ZBA has approved the requested variance.
Two applications for variances submitted to the ZBA were reviewed. Both will be heard at a ZBA meeting on July 12, 2005.
– Lakehill Road undersized lot for construction of new residence - concern was expressed about the closeness of the driveway to the side yard property line as well as making sure that the well and septic system are located so that possible interference with neighboring wells and septic systems are eliminated.
– Stage Road rebuilding of residence – proposed wraparound porch does not meet side yard setback requirements. No concerns. The thought was expressed that it probably will improve the aesthetics of the property.
