Meeting of the Charlton Environmental Conservation Commission – April 26, 2005

 

1.   The meeting was called to order at 7:12 p.m. with Marv Schorr, Lane Jastrebski, Bob Killeen, Midge Dube and Doug Ranaletto and in attendance.

 

2.   Minutes of the March 29 meeting were reviewed and accepted.

 

3.   Marv reported on the Town Board meeting. The status of the new Town Hall was discussed. The first phase of the site archeological study has been performed. Although the report is not yet issued, artifacts have been found at the site of the cheese factory and as a result a second phase of archeological study will need to be performed. There will be a delay of at least several months and, depending on the findings a third phase could be necessary. As a result the Town Board withdrew its resolution on financing and, because of the delay in the start of construction, probably until next year, they discussed holding a referendum in November on the financing.

 

 4. Marv reported on the Comprehensive Planning Committee. The group broke down into 4 subcommittees and each subcommittee met and discussed the multiple strategies suggested for achieving each of 3 or 4 of the 14 goals established for the year 2020. Many questions were raised that will be discussed with the consultant at the May 2 meeting.

 

5.   The roadside cleanup will start at 8 am on April 30. Teddi will pick up the trees and the tree giveaway will take place from 12 noon to 1 pm at the Highway Dept. garage.

 

6.      Marv reported that two articles from the ECC were submitted for the Town Newsletter, one on wild parsnip and another on grey water discharges. Marv discussed a concern that has been raised regarding underground gasoline tanks and possible groundwater contamination from leaking tanks. A future article will be written for the newsletter to alert people to this concern.

 

7.      New business: Marv reported that the abandoned Getty gas station has been sold. The new owner plans to open an ice cream/hot dog shop in the existing building. The real estate agent for Getty told the new owner that the property was grandfathered under the zoning ordinance, which is not true.

 

8.   Marv discussed the fact that there will be no household hazardous waste collection again this year. Although it was very popular, Milton has allocated no money in their budget for this event. Charlton has had money in its budget each year since the first such collection. We will keep trying to conduct a collection.
