Meeting of the Charlton Environmental Conservation Commission – February 22, 2005

 

1.   The meeting was called to order at 7:30 p.m. with Marv Schorr, Bob Killeen, Teddi Smith, Midge Dube, and new, proposed member, Lane Jastrebski in attendance.

 

2.       Marv reported on the February Town Board meeting. Vacancies - Bob Cromie and Wes Weaver have been appointed to fill the two assessor vacancies. John Steele (alternate) and Maureen Resue (clerk) have resigned from the Planning Board.

4.       Teddi reported on the County Water Quality Committee’s project to photograph the County’s streams as baseline information. Photos of the main Alplaus Creek are being assembled by Teddi. She has done extensive exploration of the Alplaus in Charlton. Saratoga County may work on a “lake book”. Marv stated that work by Debra Herrin on a grant that involves the Alplaus corridor and the Consoulus Vly, is proceeding. Timing and requirements that the town must meet to qualify for the funds were discussed.  

 

5.       Marv reported on the County EMC meeting. The county has hired an intern to help the towns deal with storm water runoff management plans. Cleanup of debris jamming the Kayadeross Creek continues. Air quality concerns related to PCB dredging of the Hudson River were discussed. Dave Carpenter’s (SUNY prof) study of higher than normal illness rates along the river clashes with the GE studies of PCB workers that showed lower than normal illness rates.

 

6.       Marv reported that a new Charlton Technology Committee has been appointed and has met twice. It will meet monthly on the third Tuesday. Its purpose is to provide expertise to the Town on the use of existing and for new purchases of computers and other electronic equipment and software.

 

7.       The Comprehensive Planning Committee has agreed on a set of goals for the Town to meet in the year 2020. Strategies to achieve those goals and possible changes to the zoning ordinance are now being studied.

 

8.       The roadside cleanup and tree give away will be held on April 30, 2005. The cleanup will be from 8 am until noon followed by the tree give away from noon until 1 pm (1 hour). Because of previous problems with cleanup duplication, residents have been urged to sign up in advance for specific areas to cover.  The tree purchases were discussed. We will buy 50 each of bittersweet, lilac, mountain ash, Colorado blue spruce and white flowering dogwood.

 

9.       Recycling update – Charlton has contracted with County Waste to do the bulk item pickup. They do that for Glenville and other towns also. County Waste also picks up brush and leaves in bags.

 

10.   Misc. - An article was written for the town newsletter reminding residents that a permit is required for outside open burning. Residents will be reminded in an article that grey water discharges to streams and ditches is illegal. There will be no hazardous waste collection this year due to Milton not being willing to participate.
