2019 Star Program

The new income limit for those receiving the Basic Star exemption through the Assessor’s Office has changed from $500,000.00 to $250,000.00. For those individuals receiving the STAR Credit check, the income limit is $500,000.00. New York State will be sending letters to those homeowners that have the exemption through the Assessor’s Office whose income exceeds the $250,000.00 limit beginning the first week of June.

Anyone receiving the STAR exemption through the Assessor’s Office will no longer be eligible for the 2% increase if and when there is an increase.  Only those individuals receiving the Star Credit Check from New York State will be eligible for the increase.  

A streamlined process for switching to the STAR credit from the exemption - To switch to the STAR credit from the exemption, property owners no longer need to renounce their exemption using Form RP-496.

We added new options to the beginning of the STAR credit registration online application. Homeowners are now guided to choose from three options:

  • Update Registration
  • Make the Switch
  • Register for STAR
If the property owner selects Make the Switch:
  • NYS ORPTS will include the property in a new report (available in late June for standard calendar municipalities), and
  • Assessors will remove the STAR exemption from the final assessment roll.
Assessors will not need to:
  • Use correction of errors or the board of assessment review to remove the exemptions, and
  • Send notices to the property owners.
