At the regular meeting of the Town Board of Charlton, Saratoga County, New York held at
Councilman Alan Grattidge
Councilman Lippiello was excused. Councilman Schroeder was excused as he was on active military duty.
Motion made by Councilman Grattidge, seconded by Councilman Mitchell that the minutes of the July 14, 2003 Town Board Meeting and the July 28, 2003 Agenda Meeting be accepted as received:

ABSTRACT OF CLAIMS:
General Fund: Abstract of Claims totaling $19,694.36. Motion made by Councilman Grattidge, seconded by Councilman Mitchell. PASSED UNANIMOUSLY.

Gail Hanchar read the Town Clerk’s Report. She reported taking in $256.34. Motion made by Councilman Grattidge, seconded by Councilman Mitchell. PASSED UNANIMOUSLY.

Supervisor Acunto had a meeting with a NIMO representative regarding power outages in the West Charlton area and what could be done. The NIMO sub-station on Route 67 will be phased out in March or April of next year. When that happens, most of the power for Charlton will be coming in from the Randall Road Sub-station and the Schenectady area sub-station on Swaggertown Road. The only portion of Charlton that will not be covered by those two sub-stations will be a small section along Rocky Ridge Road. When a power outage occurs, NIMO would like people to call the 800 number because it is all computerized and lets the people at NIMO know geographically where the outages are. NIMO will be taking down the towers on Route 67. Supervisor Acunto was told that those towers were purchased by NIMO in 1910 from a Sears Roebuck catalog.
The propane gas supplier for the Town has been changed. We purchase gas under state contract. Suburban Propane will now have the contract. They are coming on Thursday and switching tanks putting in a much larger tank.
The Child ID Kits are available at the Town Hall. They are free. They contain an inkless finger print kit and a DNA collection envelope.
There will be an informational meeting on the Comprehensive Plan, September 10 at 7:30 P.M. at the Freehold Academy.
All the papers have been filed with the court regarding the Article 78 proceeding. We are waiting for a decision from Judge Nolan.
There will be a workshop following the Agenda Meeting on August 25 to hopefully come up with an Application Procedure for public water requests for individual properties.
August 27 is Senior Day at the Saratoga Race Track. Free admission tickets are available at the Town Hall.
COMMUNICATIONS:
We received a letter from the Office of Real Property Tax Service notifying us that they have received the application from our assessors for the 2003 Triennial Aid Assistance.
HIGHWAY:
A couple of roads have been paved. Have been cutting shoulders and brush. We had a couple of small washouts
HISTORIAN:
Rick Reynolds of the Burnt Hills Ballston Lake Middle School received the DAR award for National Outstanding History Teacher
HISTORIC DISTRICT COMMISSION:
Doris Stauffer reported that a design for the signs for the hamlet has been decided upon. They will be having a meeting at the Town Hall at 10:00 A.M., Wednesday. The next proposed project for the hamlet will be lighting.
RECORDS ADVISORY BOARD:
NYS Archives presented a "Fugitive Records" Workshop last month at the Town Hall. The meeting went well.
TOWN HALL:
Councilman Mitchell spoke with Mr. Mesick regarding the proposed Town Hall project. He will be busy for the next few weeks. He probably will not be able to meet with us until September.
RESOLUTIONS:
Motion made by Councilman Grattidge, seconded by Councilman Mitchell that Resolution #72, A RESOLUTION TO TRANSFER FUNDS, be approved:

COUNCILMAN REPORTS:
Councilman Mitchell – The Newsletter deadline will be September 12. The notices will be going out.
Councilman Grattidge – Ron was able to plant a number of maple trees on the future town hall property, by the town garage and the park. We still have more to plant. If anyone has any suggestions, contact Ron. They have to be on public property.
PRIVILEGE OF THE FLOOR:
Bill Gallup – Crooked Street – He read a letter opposing the proposed water rate increases which were passed at the July Agenda Meeting. He stated that our minimum rates are the highest of the towns listed as Glenville users. Glenville’s increase for minimum users is about 14%. Our increase for minimum users is over 21%. Glenville’s charge to its residents per thousand gallons increased from $1.35 to $2.35 or about a 74% increase. Our increase per thousand went from $3.00 to $3.15 or about a 5% increase. He also questioned: Should we continue penalizing the low users and rewarding the extravagant users? Can we apply for hardship funding for a second water tower or extension, etc? Could we put major expenses where they should be?
Supervisor Acunto left that we should turn this over to the Water Study Committee.
Ann Booth – Lake Hill Road – Political signs are disappearing.
Supervisor Acunto said we will notify the constables.
Bill Gallup – Had a problem sending email to the Supervisor’s address. Apparently his system was not compatible.
The next Agenda Meeting will be August 25 at 7:30 P.M. This will be followed by a Town Board Workshop regarding the water application process which residents will follow when requesting water for individual properties.
The next Town Board Meeting will be September 8 at 7:30 P.M.
After all town residents had the opportunity to speak who wished the meeting was adjourned
