Regular Meeting March 10, 2003 Charlton Town Board Saratoga County New York
After the pledge to the flag, the invocation was given by Town Clerk Gail Hanchar.

Motion made by Councilman Schroeder, seconded by Councilman Grattidge that the minutes of the February 10, 2003 Town Board Meeting and the February 24, 2003 Agenda Meeting be accepted as received. PASSED UNANIMOUSLY.
ABSTRACT OF CLAIMS:
General Fund: Abstract of Claims totaling $42,338.85. Motion made by Councilman Schroeder, seconded by Councilman Grattidge.
Highway Fund: Abstract of Claims totaling $9,999.85. Motion made by
Water Fund: Abstract of Claims totaling $1,551.83. Motion made by
Vouchers for the month were #179-#301.
TOWN CLERK'S REPORT:
Gail Hanchar read the Town Clerk's Report. She reported taking in $96.09. Motion made by Councilman Schroeder, seconded by Councilman Grattidge. PASSED UNANIMOUSLY.

SUPERVISOR'S REPORT AND ANNOUNCEMENTS:
Supervisor Acunto stated that he did not have a February report for expenditures and revenue as there is a major computer problem. He would like to discuss this with the Board after the meeting and also discuss issues of security concerning his office.
We are still waiting to audit the Zoning Administrator's records.
We have filed the MS4 Notice of Intent with DEC. This is a requirement that deals with storm water management. We had a deadline to get the Notice of Intent in by March 10 and that was done.
The Roadside Clean-up will be April 26 from 8:00 A.M. to Noon. If we had to change the date it would probably be the next weekend.
The Bulk Item Pick-up will be from May 5 - 16. The first week will be Charlton Road and south. The second week will be the north end of town. We are going to see if we can rid of the TV's. If not, we will not pick them up.
The Town Highway Department now has their own email address. It is: highway@townofcharlton.org.
Each month, the Saratoga County Board of Supervisors recognizes a deceased veteran. On March 18, it will be Charltons turn. We will be honoring Dick LeGere. Supervisor Acunto read the proclamation that will be read at the ceremony.
Town Attorney Bob VanVranken explained the process to be followed for the public hearing to be held on March 19 at 7:00 P.M. regarding Water District #1 Extension #4. Mr. VanVranken explained that:
1. Mr. Keniry and Mr. Tabner will prepare a fact sheet that will summarize the purpose of the public hearing and explain the basic elements of the extension of the water district. They will also have available a stenographer.
2. Town Engineers Jim Mitchell and/or Mike McNamara will be making a presentation as far as the understandings that have been reached with the application and applicant in terms of the technical aspects of the proposed extension.
3. Gail will read the publication of the public hearing and the publication date.
4. Mr. Tabner will summarize the purpose of the public hearing.
5. Whoever will chair the meeting will summarize the ground rules.
6. An explanation should be made that there will be no decision that evening.
7. Comments should be addressed to the Town Board, specific to the extension of the existing water district only.
Supervisor Acunto asked about the possibility of a recess if the evening gets too late and returning another night. Mr. VanVranken stated it is acceptable but if we do that we will probably have to publish a public hearing notice again. It is better to get it done in one night.
Councilman Grattidge stated that it was his understanding that the applicant was going to make a presentation about the nature of the project. Our engineer was to be here as a resource rather than as a presenter. Mr. VanVranken said that he has seen it where the town engineer does a brief summary and the applicant or his engineer can make a brief statement. These could all be included in #2 above. He also stated that Section 63 of the Town Law says that the supervisor of the town is the chair of all public meetings of the town board. If the Supervisor is not present, the Town Board can designate a deputy. Councilman Lippiello asked that the fact sheet be available to the Town Board prior to the meeting so they would be aware of the information that is on it. Mr. VanVranken will contact Mr. Keniry and Mr. Tabner. Supervisor Acunto asked if there were any questions. There was no response. Someone will be here at 6:30 P.M. the night of the public hearing to sign those people who want to speak.
Torben Aabo - Sweetman Road - Torben would like it published that there will be a sign in sheet at the Town Hall beginning at 6:30 P.M.
Councilman Schroeder stated that the sign in sheet will be available during the course of the meeting.
Councilman Grattidge said that we will follow up with "The Gazette" reporter. He will probably do a story in the paper about the public hearing and we will include the information about the sign in prior to the meeting.
Supervisor Acunto has called Tom Parks for traffic control. He will also contact the Fire Department about parking in their lot. Councilman Grattidge suggested that we use the church for parking also.
COMMUNICATIONS:
We received a letter from our insurance carrier notifying us that we do have terrorism coverage in our policy. We currently are not paying a premium for coverage but upon renewal of our policy a premium will be charged.
We received a notice from Saratoga County regarding arrangements for reserving the veterans float. We would like to have it in the Founder's Day Parade this year. Supervisor Acunto will make the arrangements.
Supervisor Acunto received a notice from Torben Aabo from the Burnt Hills Ballston Lake Business and Professional Association inviting us to participate in the Second Annual Flag Day Parade on June 12. We will reserve a space in the parade. Gail will notify the various boards to see if they would like to march.
ANIMAL CONTROL OFFICER:
It has been fairly quiet. Lee took a weasel to the County to have it tested for rabies. It was negative.
ASSESSORS:
They are making appointments for those residents who have questions regarding their assessment.
CONSTABLES:
The constables will be available to assist with parking the night of the public hearing. Tom Parks and Supervisor Acunto have been working with the Saratoga County Traffic Safety Committee. Charlton will be sharing an electronic scanner with another municipality. This piece of equipment will be used in road stops to identify drivers whose license is in doubt. We will be sharing this equipment until more are purchased.
ENVIRONMENTAL CONSERVATION COMMISSION:
There will be refreshments for the volunteers who assist with the road side clean up. Marv would like people to call him to sign up so the committee can plan where to allocate people.
HIGHWAY:
They have posted the 4-ton limit road signs.
HISTORIAN:
During the past month, Laura met with the Records Advisory Board, the Historic District Commission and attended the Historical Society Meeting.
HISTORIC DISTRICT COMMISSION:
They will be meeting on March 26 at 7:00 P.M. at the Town Hall. The plans are being completed for the Main Street (Charlton Road) project.
PARK COMMITTEE:
The lines will be finished on the tennis courts as soon as the snow is gone. Their next meeting will be April 10. They hope to walk around the park and see what needs to be fixed. The baseball league still wants to use the diamond as a practice field and for makeup games. George has gotten positive comments on the port-a-john that was in the park last summer. He would like to see us have one this summer. George needs to take a good look at the warming shed roof and the pavilion roof. He will remind the baseball league of the Party In The Park so there is not a conflict with them using the diamond.
PLANNING BOARD:
The Planning Board will meet Monday evening, March 17 at 7:30 P.M. They will be discussing the pending Cell Tower Ordinance. Councilman Grattidge has requested that Mike McNamara
RECORDS ADVISORY BOARD:
They held a meeting in February. They determined which book would be preserved this year. It has been picked up by Brown's River Records Preservation. There will be another meeting the end of March. New York State Archives has workshops available throughout the year. There will be one here in July on Fugitive Documents.
Laura stated that an early school record which was returned to us was the volume we chose to preserve this year. It was from Blue Corners. We hope it will be back by Founder's Day. It will go along with the Historic Site Marker for Blue Corners.
TOWN HALL:
We are still having discussions with the architect. We are working on conceptual plans.
WATER:
The Water Study Committee met last week. It was a very informational meeting for many members. They are gathering information for their meeting next week which will be March 18 at 7:00 P.M. at the Town Hall.
ZONING ORDINANCE REVIEW COMMITTEE:
They met on February 26. They are making good progress. Their next meeting will be this Thursday. They will be meeting twice each month for the next few months. They are making very few changes but want to make sure that any changes they recommend are in the best interest of the town.

Councilman Lippiello - We have a nice web page. People should check it out.
PRIVILEGE OF THE FLOOR:
Torben Aabo - Asked if not only the Town Board minutes, but the other appointed boards that are required to keep a record of minutes of their meetings, that these be published on the web page also. Torben stated that he has heard rumors about the new town hall. He would like to know what the issues are at this point with the new town hall.
Councilman Grattidge said that we have worked with an architect on the new piece of property that we own next to the gazebo. That is our #1 site for a new town hall. We have had issues with the design that we have been working with and have not been comfortable moving ahead with that plan. We are still working on what would be considered a conceptual plan. We have had some informal discussions among ourselves about the possibility that if the fire department did move could we co-exist with these two buildings. We are looking at the new site but would still maintain this building. The people of the town want the hall to look like it belongs in the hamlet. The look of the building is critical. We want to do more research before we make a commitment.
Torben said that he heard that there were meetings regarding the new town hall. He has not found any place that they were published. Supervisor Acunto said that they come up quite quickly. They are not scheduled so that we could put them into minutes. We have not had the luxury of having that much time. When there is a scheduled meeting Supervisor Acunto will let Torben know. Torben asked if there were minutes of these meetings. Supervisor Acunto said "No". Torben asked if we had only gotten one design from the architect. Supervisor Acunto said that we had talked around one basic design which has raised some concerns.
Laura stated that the town has documented our response to 9/11. It will be listed with a Statewide task force. Laura asked since we did not purchase a site marker last year, do we need to pass a resolution this year? Supervisor Acunto said that the previous resolution still stands, as it was not repealed.
Motion made by Councilman Grattidge, seconded by Councilman Schroeder, a motion to hold a short executive session following the Town Board Meeting, be approved:

The next Agenda Meeting is March 31 at 7:30 P.M.
The next Town Board Meeting is April 14 at 7:30 P.M.
Don't forget the public hearing next Wednesday at 7:00 P.M. Sign ups will begin at 6:30 P.M.
After everyone had the opportunity to speak who wished the meeting was adjourned to an executive session at 8:50 P.M.
