SUPERVISOR'S REPORT AND ANNOUNCEMENTS:

May review of revenue and expenditures:
General Fund - Expenditures of $31,266.65. Revenue of $24,701.98.
Highway Fund - Expenditures of $54,107.39. Revenue of $55,348.27.
Water District #1 - Expenditures of $5,920.54. Revenue of $335.50.
Water District #2 - Expenditures of $229.23. Revenue-None.

Major expenditures:
General Fund - Newsletter of $975.23, Supervisor's Contractual of $796.50, Building Equipment of $726.95, Building Contractual of $1,613.81 and Celebrations of $6,200.00.

The Town Hall will be closed on Thursday, July 4 and Friday, July 5 for the holiday weekend.

The Town Board and Highway Department met with the West Charlton Fire Department regarding the traffic light at Routes 67 and 147. NYS DOT has wired the light so that when there is a power failure we can hook up a portable generator to the light. West Charlton will respond first and notify the Supervisor or Highway Superintendent. The Highway Department will man the generator until the power comes back on.

We had some vandalism at the pump house last month. There will be a resolution to award a contract for the installation of fencing to go around a portion of the building.

Mosquito larvae killers or "dunks" are available at the Town Hall. There is no charge.

The policy of the town board has been that we will not respond to anonymous mail. We are now getting it in email as well. We will not answer anonymous email.

A Flag Day Parade will be held on June 13 at 7:00 P.M. in Burnt Hills. Town board members that are available will march.

Several years ago we updated the wording of the Zoning Ordinance. Since that time, the ZBA and Town Attorney have had some problems with interpretations and issues. A Zoning Ordinance Review Committee will be formed. The Committee will consist of Marv Schorr as Chairman, Asst. Zoning Administrator Leslie Tasse, Councilman Schroeder, Planning Board member Steve Caine and ZBA member Maggie Schmidt. It was decided to see if we could get a member of the Historic District Commission. Bob VanVranken will be an ex officio member.

The restoration of the Knights of Pythias swords has been completed. Will LaRue has the swords. He hopes to have them mounted in the case in the near future.

A NIMO gas line will be coming through Charlton in 2003. Material regarding the line is being circulated to the ECC, ZBA, Planning Board and Town Board.

Party in the Park was a great success. Everything went well. Supervisor Acunto thanked everyone for all their hard work.

Supervisor Acunto and Ron Gavin attended a meeting in Galway last week with a representative of the NIMO Department of Forestry. NIMO is beginning a project in Galway which will continue into Charlton. They will be selecting trees that are jeopardizing their primary lines. These are the ones that are highest on the poles. Some trees are on the right-of-way and some are on private property. They will be going to private owners telling them that their trees have to come down. If the property owner's don't comply, NIMO will charge the property owner what it would cost them to repair the line. They will also be looking at trees that are on the opposite side of the road from power lines and are on the right-of-way and private property. Those trees would also have to come down. NIMO has a map and spreadsheet showing property owner's names and how many trees would be coming down on each property. The Town Board hopes to meet with NIMO before this project begins in Charlton.

COMMUNICATIONS:

The Town Board received a letter from Santos and Sons regarding the lands of Gary Heflin on Swaggertown Road. Because we are in the process of instituting a moratorium, their architect wrote trying to suggest that they would come in under the wire. They wanted this letter to act as an indication that they were applying for an extension to the water district. Mr. Tabner, our special council for water, wrote telling them this was not appropriate. What they thought was the law is not the law.

Saratoga County Self-Insurance Plan sent a letter to town employees notifying them that there is a seat belt law. We are urged to inform all employees to use seat belts when in a vehicle at work.

We received two letters from Senator Farley. We were notified that the town has received a special legislative grant for $20,000 to help with the refurbishing of our salt shed. A second letter stated that the funding has been secured for our project.

We received a note from the Charlton Garden Club thanking us for our financial support in purchasing the flowers around town.

All Saratoga County residents should have received a letter from the Saratoga County Treasurer regarding sales tax. When you make a purchase and an item is delivered to your home, you need to let them know you live in Saratoga County so that the sales tax gets applied to the appropriate county. This money is applied through zip code. Supervisor Acunto has estimated that approximately 250 homes in the town do not have a Saratoga County zip code.

A resolution was faxed to the town by the Town of Glenville. It states that any new extensions to water districts in towns other than Glenville will be assessed $1,250.00 per hookup that will go to the Town of Glenville. Bob VanVranken is investigating this further.

COMMITTEE REPORTS:

Animal Control Officer

Lee had an average month. He has started the dog enumeration. By NYS law it is to be done every five years.

ASSESSORS:

There were only two grievances for Grievance Day. Some cases were settled before hand with the assessors.

ENVIRONMENTAL CONSERVATION COMMISSION:

The Household Hazardous Waste Committee sent out a RFP to three companies last week. We are expecting something back by the middle of June. This will be held at the Saratoga County Fairgrounds on either September 28 or October 19. The recycling information has been updated for the next newsletter.

HIGHWAY:

The Highway Department worked on the highway clean up, Party in the Park, bulk pick-up, and cutting trees. It is almost time for the road program. They have been flat out the whole month.

HISTORIAN:

The Memorial Day flags were in the cemeteries for Memorial Day. We need to purchase more flags next year as the number of deceased veterans has been increasing.
The Capital District Archives Dinner will be October 9 at the Fort Orange Club in Albany. Laura and Kathy Marchione are serving on the committee.
On May 17 Laura attended a meeting of the Association of Public Historians of New York State in Brunswick, New York. The theme of the meeting was "The Role of Town Historian Working with the Records Management Officer". They were talking about fugitive documents.
On May 25, Laura attended a meeting of the Mohawk Valley Heritage Corridor. Hilary Clinton was guest speaker.
Laura received several requests for historical information from students this month.
Founder's Day went well. Laura assisted in writing two resolutions for the weekend. Fourteen students from Burnt Hills Ballston Lake School assisted with the parade.
Laura and Mary Bramer are working on the new historic site marker for this year which will represent Blue Corners.
On May 3l Laura gave her annual presentation to Charlton Heights 4th graders.
On June 4 Laura met with her two assistants on documenting 9/11.
We are going to get a copy of the photo survey of the town for our historic records.

HISTORIC DISTRICT COMMISSION:

Doris reported that she had received information from the Capital District Transportation Committee regarding the Historic Main Street Improvement Plan. A review board will need to be set up for the project. A meeting of the Historic District Commission is scheduled for June 19 at the Town Hall. The report says that proposals will be due by July 1. Someone will call and check on the date.

RECORDS ADVISORY BOARD:

Lynn and Gail are still sorting through the records in question. We have called our Regional Advisor about the retention time for a few records that we could not find in the schedule. We have a meeting scheduled for June 26 at the Town Hall.

WATER:

A meeting is set up with Jim Mitchell to establish the location of the current outside users and develop a map.
The Swaggertown Road situation is moving along.

LIBRARY:

The Town of Ballston Library is having their annual dinner meeting on June 26.
Bob met last week with the Galway Library. 80 residents of the Town of Charlton have become members of the Galway Library. The librarian is looking to establish a committee to develop a set of goals for the library.

ZBA:

They are almost finished with the cell tower ordinance.
They approved a variance last month for Kerby Loukes.
Sandy Verola stated that she feels the Zoning Ordinance Review Committee is an excellent idea.

COUNCILMAN REPORTS:

Councilman Lippiello - Thanked everyone that had a part in the Founder's Day weekend and the Party in the Park. It was excellent. The highway department spent a lot of time getting things ready. The fireworks were super.

Councilman Mitchell - The Party in the Park was great. Thanked everyone for all they did to bring that about. Thanked Dr. Garrison for his service on the Board of Charlton School. Dot asked for comments from the board regarding the packet of information from the Capital District Transportation Committee.

Supervisor Acunto thanked everyone for the phenomenal job done for Founder's Day weekend. It was great to see so many people come together and enjoy a real fun day in the park.

PRIVILEGE OF THE FLOOR:

Laura asked where the case with the swords would hang. She also has other items from the Knights of Pythias. Supervisor Acunto said we were open to suggestions.

Sandy Verola asked what the Swaggertown Road extension was. Councilman Lippiello said it would be including the Kominoski and Horstman residences at Vines Road and Swaggertown Road into the water district. When they are hooked in it will make a total of 565 hook ups in our system. We are not sure what the maximum number of hook ups was when the system was originally created. We would have to research that. Marv Schorr stated that Dave Adams would be an excellent resource for that information.

Marv Schorr said that we would like to see an article in the newsletter regarding the vandalism at the pump house. We all pay for that. A lot more damage could have been done.

Robert Killeen, Jr. spoke regarding increased development in Charlton and requests for extensions to our water district. He cautioned the town to proceed very carefully. He stated his concern regarding private water systems, building lots smaller than two acres and promises that any developers may make about private water systems. Supervisor Acunto stated that our source of water is the Town of Glenville. It is our understanding that the Town of Glenville, by it's own constitution, cannot sell water to a private water system. It must only be sold to a municipality. He feels that Charlton's growth of 10-12 houses per year is fine. He is also concerned about new roads and developers not putting in roads that meet the proper requirements as we have had a problem with that in the past. Supervisor Acunto said that subdivision approval lies totally within the jurisdiction of the Planning Board. He suggested that Mr. Killeen also express his concerns to the Planning Board.

The next Agenda Meeting is scheduled for June 24. We will be meeting with the architect for the Town Hall at 7:00 P.M.

After everyone had the opportunity to speak who wished the meeting was adjourned at 9:00 P.M.
