TOWN CLERK'S REPORT:
Gail Hanchar read the Town Clerk's Report. She reported taking in $248.88. Motion made by Councilman Schroeder, seconded by Councilman Grattidge. PASSED UNANIMOUSLY.

The Department of Transportation has completed the installation of the mechanism for a portable generator for the traffic light at Routes 67 and 147. There will be a meeting with the Town Board, Ron Gavin, the West Charlton Fire Department and the constables to go over procedures on how this will work when there is a need to activate the light when the power is out. We will try for May 29 at 7:00 P.M.
The Town Hall will be closed on Memorial Day, May 27.
There is a Memorial Day Ceremony at 2 P.M. in the Town of Saratoga. This is the same time as our ceremony here in town.
Tonight there will be a resolution to appoint the alternate members of the ZBA and Planning Board.
Senior Citizen Transportation that Saratoga County has provided to the town has been enlarged. It will now be Tuesdays, Wednesdays and Thursdays from 9:00 A.M. to 4 P.M. On Tuesdays seniors can be taken to the Ballston Spa and Glenville areas for medical appointments, grocery shopping and personal trips. On Wednesdays seniors will be taken to the Saratoga Springs and Wilton areas. On Thursdays there will be transportation to the Amsterdam and Gloversville areas.
Saratoga County Office of the Aging is now offering a temporary emergency respite service to caregivers. Caregivers must be giving care to a person 60 years or older and a resident of the county. There is no cost for the program.
Nadine Tyler of Charlton was selected as Employee of the Year at Maplewood Manor.
Mosquito dunks are available at the town hall. There is no charge.
Supervisor Acunto read the message he had prepared for the Memorial Day service to be held here in town.
COMMUNICATIONS:
There will be an early morning Remembrance Day Ceremony on September 11 at the County Complex.
The Charlton Town Board will be marching in the First Annual Flag Day Parade on June 13 organized by the Burnt Hills Ballston Lake Professional Association.
Supervisor Acunto received two letters from the Charlton Historical Society regarding the
Supervisor Acunto received information and a map from Niagara Mohawk regarding the gas line project in town. The map shows two potential sites for a structure. The Town Board needs to decide which board will be the lead agency. It was decided that Supervisor Acunto would contact the Town Attorney for his opinion. All boards will be reviewing the project.
We received a letter of apology from the Historical Society regarding an article that was in their newsletter regarding the Crane Drawings. Councilman Grattidge said he appreciated their communication. He was very distressed to read their article in the Historical Society Newsletter. He feels the Town and the Historical Society have worked together very well on many projects.
Supervisor Acunto received a letter from Sandra and Craig Kominoski of Vines Road requesting that their property be connected to the town water system as soon as possible. They state in their letter that they felt the town had given them an unconditional approval to complete the work and they now have been denied permission to proceed.
Supervisor Acunto received a letter from Governor Pataki announcing the modifications for new building codes for New York State that will go into effect soon. Councilman Schroeder will make Bill Ryan aware of the letter.
HIGHWAY:
They have been working on the bulk pickup. They have finished putting up the "Welcome to Charlton" signs. The Highway Department is now on a 4-day work week until fall.
LIBRARY:
Councilman Lippiello encouraged residents to see the new Burnt Hills Community Library. It offers a lot more opportunities for group activities. He had handouts on the budget and information regarding programs at the library. They received a $500.00 award from the Elfin Society for plantings.
Councilman Lippiello reported that our water holding tank has a capacity of 150,000 gallons for one day. The New York State Department of Health requires that each community hold a full day's capacity. The town water engineer has reported: "The most significant limitation of Water District #1 is the limited available storage capacity. At the present time the available storage capacity is fully utilized and further extensions of the district cannot be considered without providing additional storage". Councilman Lippiello explained that when people come to us now for water our problem is how many we can say "yes" to since we are now exceeding the daily storage usage. We are using 157,000 gallons a day. The Board has two options: (1) review our current regulations for the water district and make up-to-date adjustments to the regulations for hooking up and (2) look at a long range plan as to where we as a town are going to go with our water district including what additions if any and how we might handle requests for extensions. He feels the board needs to place a six-month or one year moratorium on any additional hook ups until we have studied the situation with the town engineer, the water department and our legal department. After some discussion, it was decided to adopt a moratorium and have the town attorney get started on the paperwork

Councilman Lippiello also reported that the second pump at the pump house has been rebuilt, installed and is running well.
ASSESSORS:
The phase of the revaluation project regarding the photographs has been completed on time. The next phase of the project is the data verification which will continue through June. In July, the data mailers will be going out. It was decided to have another informational meeting after the data mailers have been mailed out in July. We will print the information regarding a meeting on the data mailers.
PLANNING BOARD:
The Planning Board is meeting May 20 at 7:30 P.M. Larry Benton from the Saratoga County Planning Board attended the last Planning Board Meeting. They talked about some of the tools that are available and different techniques that can be used and different information they can access.
ASSESSMENT REVIEW BOARD:
Grievance Day will be May 28 at the Town Hall.
ZONING:
Supervisor Acunto received a call from a member of the Board of Directors of the Charlton Girl's School. There is an issue with an encroachment of a building on their property.
ZONING BOARD OF APPEALS:
There will be a meeting tomorrow night at 8:00 P.M. They are close to ending Phase 1 of the Cell Tower Ordinance Proposal.
PARK COMMITTEE:
The next meeting is May 21 in Elmer Smith Park. They will tour the park.
HISTORIC DISTRICT COMMISSION:
Doris Stauffer and Councilman Mitchell met with a representative of the Capital District Transportation Commission last week regarding the grant. Work is under way on that. There will be another meeting this Thursday for people who will be having projects approved.
HISTORIAN:
The Public Historians of New York State Spring Meeting was held in Schenectady on the theme of "20th Century Schenectady". Laura was asked to lead an orientation session for new historians.
ENVIRONMENTAL CONSERVATION COMMISSION:
The ECC sponsored a very successful Roadside Clean Up on April 27. A lot of community groups participated. There were over 100 people. In most areas we are seeing a decline in the amount of roadside litter. Marv thanked everyone who participated
RECORDS ADVISORY BOARD:
We met the end of April. Ann Marie Prysbyla, our State Regional Advisor, and Geoff Houth from NYS Archives were present to answer any questions and offer their assistance to the Board. We decided on a book to have preserved this year. It has been picked up by Brown's River Records Preservation.
ANIMAL CONTROL OFFICER:
We are waiting for the data cards for the dog enumeration.

COUNCILMAN REPORTS:
Councilman Schroeder - Thanked everyone for all their work to keep the town running. The new "Welcome to Charlton" signs look fantastic.
Councilman Grattidge - Party in the Park is June 1st. It begins at 3:45 P.M. The tentative schedule is: presentation of the resolution to the Fife and Drum Corps, Talent Show from 4:30 and 5:30 P.M., then local music and a magician. From 6:30 P.M. to 9:15 P.M. a group called The Burns Sisters from the Ithaca area will perform, followed by fireworks.
Councilman Mitchell - Thanked all of the students who volunteered to help place the flags on the veteran's graves. One of the students who has helped for two or three years has offered to volunteer on a project over the summer.
Councilman Lippiello - Thanked all those who volunteer their time to work on committees for the town.

PRIVILEGE OF THE FLOOR:
Sandra Kominoski - Vines Road - Spoke regarding water to her property on Vines Road. She stated that the Desmonds received water in December and because of this she knew that the Town Board honored their commitments to people as of December. The Crooked Street development was given options for a hook up. Why were they not given options? They did not realize they had been given a conditional approval.
Craig Kominoski - Vines Road - He feels that if officials grant a right to their constituents, they should honor that.
Councilman Lippiello stated they had made a commitment in the fall. Since that time they had become aware of pressure on the storage facility that necessitated a change.
Supervisor Acunto said that John Desmond, an inside user, was in the extension that included the village. We cannot stop any of those people from hooking up because they are paying on the bond. The problem with the Kominoski's is that they are outside users.
The Kominoski's were under the impression that only Doug Flynn could do the work. Supervisor Acunto said that no contractor has an exclusive right to tap the mains.
Councilman Grattidge said that the outside users have become a nightmare by letting people run lines down the road when it is not on their property. If you are going to extend a water system in a public right-of-way, it should be done with water mains and hydrants according to town specs. If we have our right-of-ways filled with small copper pipes and the water district enlarges at some time, we will have to re-do all of that at some point. We need to set up parameters for what is allowed down a town right-of-way. There are projects in the works that could alleviate the storage situation.
Craig Kominoski feels that if approval is given you should not rescind it. Councilman Grattidge said that there was no approval given by the governing board of the water district.
Supervisor Acunto said that a feasibility study will be done. We will expedite that as much as we can.
Mr. Stone - Charlton Road - He feels the approval process is very unclear. They felt they could come to the town in the spring and get water.
The Agenda Meeting will be Wednesday, May 29 at 7:30 P.M. at the Town Hall. As tentative meeting with West Charlton Fire Department will be at 7:00 P.M.
The meeting adjourned at 9:35 P.M. followed by an executive session.
