SUPERVISOR'S REPORT AND ANNOUNCEMENTS:

Last week we heard from the NYS DOT regarding the traffic light at Routes 147 and 67. The equipment to be installed has arrived in Albany. They hope to have it installed within the next two weeks. After it has been installed we will set up a training session with our highway department and the West Charlton Fire Department and learn how to use the system. The Town Board will be meeting with the West Charlton Fire Commissioners to work out a procedural plan so we can all work together to control the traffic light situation.
At the Agenda Meeting we discussed the possible purchase of a display cabinet for the Knight of Pythias swords. Wil LaRue has provided us with two drawings. Later in the meeting we will be passing a resolution to authorize the purchase of a display cabinet.
Gail sent a notice to The Gazette regarding a public informational meeting by the assessors on April 24 at 7:00 P.M. regarding the reval process. There will be a representative here from Appraisal Consultants, the firm that has been hired to do the reval.
We have lost several residents of the town: Helen Lachtrupp, a previous town historian, Elsie Dick and Henry Lachtrupp.
In the April 4th Gazette there was an article about Walt Grattidge. He will be receiving the Schenectady Symphony 2002 Encore Award for outstand ing service with the Schendctady Symphony.
COMMUNICATIONS:
We received a notice from the Saratoga County Office of Emergency Services stating that we are in a drought warning condition. Our precipitation is at a warning level. Stream flow is at a warning level. Ground water is at an emergency level. Reservoir and lake storage is normal.
We received notification from the NYS Department of State telling us that the two Local Laws that we passed last month have been filed. Next month we will be passing a resolution adding the alternate members to the ZBA and Planning Board.
Supervisor Acunto received a letter from Time Warner regarding franchise fees on cable modem service. The revenue from the use of cable modems for Road Runner is not considered part of gross revenue so we will not be seeing any of that revenue. They can no longer charge the end users a franchise fee for those modems. This was effective March 14, 2002.
There will be a short executive session on a personnel matter following the Town Board Meeting.
WATER:
There will be a resolution tonight regarding an increase in the water usage rate. There have been articles in The Gazette from the Town of Glenville saying they will be increasing their rates. Will are increasing our rates to pay them when the bill comes. There may be another increase very soon.
ASSESSORS:
An article was sent to The Gazette regarding an informational meeting which the assessors will be having concerning the reval. The meeting will be April 24 at 7:00 P.M. at the Town Hall. A representative from Appraisal Consultants will be here to answer any questions about the process. The assessors have a status meeting with the state the beginning of May regarding the reval. process.
PLANNING BOARD:
They will be meeting on April 15. They will be having an informational seminar with the county planners at 6:30 P.M. Their regular meeting will begin at 7:30 P.M.
ZBA:
They will be meeting tomorrow night.
PARK COMMITTEE:
They will be meeting this month. They will be getting quotes on resurfacing the tennis courts. There are two vacancies on the Park Committee. There will be an article in the newsletter.
HISTORIC DISTRICT COMMISSION:
They will be meeting soon.
HISTORIAN:
Flags will be placed in the town's cemeteries on May 4. Laura has asked the man who orders the flags to look into purchasing polyester flags. This project will be done with the help of Burnt Hills/Ballston Lake students.
The Party In The Park Committee is working on a resolution to honor the Sons and Daughters of Liberty.
ENVIRONMENTAL CONSERVATION COMMISSION:
On April 27 the Roadside Clean Up will be from 8:00 A.M. until 12 Noon. From 12 Noon until 2:00 P.M. will be the Tree Give Away.
RECORDS ADVISORY BOARD:
The Board held a meeting Saturday morning. Our Regional Advisory Ann Marie Przybyla was present. We discussed the records in the vault that were in question. Ann Marie assisted us in defining fugitive documents.
ANIMAL CONTROL OFFICER:
For last month there was one dog bite case and one near dog bite case. The survey cards for the dog enumeration are at the printer. When the cards arrive here Lee will begin the dog enumeration. Councilman Grattidge had Heather put an article in the newsletter regarding the dog enumeration.

COUNCILMAN REPORTS:
Councilman Grattidge - Party In The Park planning meetings are the first Monday of the month at the Town Hall. The band has been hired. We have a sample of their music. The Mohawk Antique Car Club will have some cars on display. We will have a magician. We will honor the Sons and Daughters of Charlton. The day will end with fireworks by Empire State Fire Works.

PRIVILEGE OF THE FLOOR:
Laura reported that the Charlton Fire Department is holding a blood drive later this month and that the Ballston Lake area is holding a Flag Day Parade on Thursday, June 13 at 7:30 P.M. Supervisor Acunto said the Town Board has been invited to march.
Paul St. John asked what the disposition of the records was that the Historical Society had requested so that they could go from the leaky, rainy, damp condition to a better place until you can get your new records vault at the new town hall. Gail responded that it is not leaky and damp in the current town vault. It is very dry. We have had no trouble with moisture, dampness or mold. Paul suggested that the records be put on microfiche or CD-ROM so the records are more accessible. Supervisor Acunto said that the Town Board is waiting for a recommendation from the Records Advisory Board. Laura said that she does not feel microfiche is a good possibility for our town since we are so small. Laura stated that through a program, which Saratoga County initiated, an inventory of our town records is on the county web site.
