We had a meeting with the architect last week that went well. Every department head had an opportunity to speak. We are waiting to see what Mr. Mesick comes up with.
We have 4 sabers from the Knights of Pythias. Wil LaRue is giving us an estimate on the cost of a case for them. Ronald DuCharme of Charlton Road restores and preserves swords. He will be restoring the swords at no charge.
Supervisor Acunto gave an update on the traffic light situation at Routes 147 and 67. He said that we have received all the necessary approval from NYS DOT. Mr. Logan from DOT said that they will be having someone come out and modify the box so that a generator can be plugged into it. When that is done, he will notify Supervisor Acunto and a time will be set up when our highway department crew and the West Charlton Fire Department can be trained in how to operate the traffic light.
The Town Hall will be closed for the Easter Weekend on March 29 and 30.
The carpeting in the Supervisors Office is very worn and torn. We have two estimates for a commercial grade carpeting. One estimate from Glenn's Carpet & Lino., 168 N, Hudson Street, Stillwater, New York for $726.95 and one from Carbone's Carpets, 169 Freeman's Bridge Road, Scotia, New York of $889.21.

Supervisor Acunto attended the Association of Towns Meeting in New York City in February. The major portion of that meeting dealt with terrorism and bio-terrorism. Several resolutions were adopted to present to the State legislature. One of major interest to the Town of Charlton would be to extend to all towns, both of the first class and the second class, the responsibility and the authority to set their own speed limits without having to go to the NYS DOT.
COMMUNICATIONS:
We received a letter from the Saratoga County Department of Public Works stating that they will be rebuilding Charlton Road from Goode Street to Stage Road. There will be the need for ditch work and possibly tree removal. They will be marking trees. If anyone has any concerns, they should contact the County Highway Department. This letter has gone to every resident along that route. The county will also be rebuilding Sweetman Road.
We have received a letter from NYPIRG (New York State Public Interest Research Group). They will be canvassing in town between May l and August 31.
We received a letter from the Charlton Snowmobile Club. This letter was sent to every landowner who has allowed the Club to use their land for the snowmobile trail. The letter stated that there have been some problems with people other than snowmobile club members using the trail. ATV users, hikers, skiers, bicyclists and horseback riders need your personal permission just as the snowmobile club members do. Without your permission, these are considered acts of trespassing. To facilitate a more active role in the trespassing situation, the club has now equipped their trail groomers with disposable cameras. They will provide cameras to landowners at their request.
Supervisor Acunto received a letter from the Hilton family on Jockey Street thanking the Animal Control Officer for his services in February. After three weeks, a stray dog was captured and taken to the shelter.
The back of the mailboxes in the town clerk's office are now locked. There were some concerns about some items that were disturbed.
There will be an executive session with the Water Superintendent following the town board meeting.
CONSTABLES:
We checked into the availability of a new police car. All the 2002 cars on the state contract are gone. We will have to wait until July or August for the 2003's
HIGHWAY:
We have been doing a little tree work. Some branches were down. The signs saying "Welcome to the Town of Charlton" will be going up as soon as we get some warmer weather.
WATER:
Councilman Lippiello gave each town board member a copy of the 2001 Annual Water Report. The pump that has been out for repair for 6-8 weeks will not be available until the end of May or into June.
ASSESSORS:
Most of the exemptions are in.
PLANNING:
They will be meeting March 18 at 7:30 P.M. Their workload has been light.
ZONING BOARD OF APPEALS:
They meet tomorrow night. Their opinion regarding the moratorium is almost complete. It will go out to other boards for review.
HISTORIC DISTRICT COMMISSION:
They are working on a pamphlet which describes their purpose and procedures. They are meeting this Saturday at 10:00 A.M. at the Town Hall. It is a meeting for everyone to meet Susan Lombardi, the grant writer they are hiring, and to discuss ideas with Mr. Tool for the work to be done with the money that was received to work on the safety of Charlton Road.
HISTORIAN:
There will be an Association of Public Historians of New York State Meeting in Schenectady. The theme will be "Twentieth Century Schenectady: The City that Lights and Hauls the World".
ENVIRONMENTAL CONSERVATION COMMISSION:
Road Side Cleanup and the Tree Give Away will be April 27.
ANIMAL CONTROL OFFICER:
February was a busy month. Lee thanked the people on Jockey Street for their patience, diligence and help in catching the stray dog. Lee also thanked the Town of Glenville Dog Control Officer Rick Treziak for letting us borrow a trap and the Hiltons for allowing him to set it up in their yard.

COUNCILMAN REPORTS:
Councilman Mitchell - The next newsletter will be out the first weekend in May. The deadine for articles will be April 4.
Councilman Lippiello - We are still waiting to hear from Time Warner regarding a franchise agreement. We did get a finished set of maps of where Time Warner has wires in the town. Councilman Lippiello is in the process of transferring this information into a single map because there are 22 working maps that Time Warner has sent to him.
Councilman Schroeder - Nothing to report.
Councilman Grattidge - Thanked everyone who came to the interviews regarding space requirements for the town hall. We are trying to get a handle on how large the vault needs to be and storage space. Councilman Grattidge apologized to the Voting Machine Custodian as he was overlooked when the interviews were held but he did send written correspondence to us regarding his needs.
