October review of revenue and expenditures:
General Fund - Expenditures of $27,837.74. Revenue of $95,570.90.
Highway Fund - Expenditures of $28,527.95. Revenue of $7,072.71.
Water District #1 - Expenditures of $11,490.83. Revenue of $4,445.15.
Water District #2 - Expenditures of $143.13. Revenue of $3.31.

Supervisor Acunto announced that the architectural firm of Mesick, Cohen, Wilson and Baker will be hired to perform preliminary design and cost studies for a new town hall. The estimated cost is $10,450.00. Estimates were also received from Stracher, Roth and Gilmore Architects at a cost of $16,650 and from Butler, Rowland and Mays Architects at a cost of $16,750.00. A resolution will be passed tonight. Supervisor Acunto will suggest that the firm which was hired come to the January Agenda Meeting for further discussion.

The Town Hall will be closed from November 22, 2001 to November 24, 2001 for the Thanksgiving Holiday.

There will be a workshop meeting on the Organizational Resolutions on November 26 following the Agenda Meeting. This will be done in an executive session.

At the October Agenda Meeting the Town Board met with Mr. Fox and the Town Attorney to discuss the problem of alleged trespassing that is going on from the park to Mr. Fox's property. Supervisor Acunto sent a letter to the constables with a copy to Town Board members requesting that the constables make the park a part of their normal patrol. Supervisor Acunto has contacted our insurance carrier about the potential of having them do a risk management review. Our present carrier is no longer in the business of insuring municipalities after January 1, 2002. It was felt that there wasn't any benefit to having someone come in and do a needs survey. Supervisor Acunto asked that a letter be put in our file that we have brought this to their attention and they had advised us that there was no need to do the survey. It was suggested some kind of signage be put up stating that people were leaving town property and entering private property. George Eggleston has given Supervisor Acunto a map of the entire park area. It was felt that fencing was not a solution. It could become a problem if someone tried to climb the fence and got hurt.
There has been a problem with power outages and the traffic light at the corner of Route 67 and Route 147. When there has been a problem, the West Charlton Fire Department has been directing traffic there in the dark. After contacting Assemblyman Tedisco and Mr. Logan of the NYS Department of Transportation regarding this problem, Supervisor Acunto received a letter from Mr. Logan stating that DOT had had preliminary discussions on how to best handle our request and other similar requests. They may partner with emergency service groups in interested localities. At an upcoming statewide DOT traffic engineer's meeting, this will be discussed further and we will be kept informed. Supervisor Acunto has been invited to attend a meeting of the West Charlton Fire Commissioners. He spoke with Mr. Logan and asked to have a DOT representative attend. The Town Board members were also invited to attend.

There is a concern with a driveway cut on Western Avenue. The Town Attorney advised us to have EDP and the Highway Superintendent look at the driveway. It was deemed not to be a safe condition. Councilman Schroeder has spoken with the Zoning Administrator. He will not issue a building permit and will speak with the landowner to determine where the driveway will actually go.

On October 4 a bat was found on Charlton Road. It was taken to the Saratoga County Animal Shelter and tested positive for rabies. Supervisor Acunto read a report that he had received from the head of the animal shelter. In March there was 1 rabies case in Saratoga County, 2 cases in May, 1 case in June, 2 cases in July, 1 case in August, 1 case in September and 6 cases in October.

HIGHWAY:

The plows are on and we are ready for snow.

JUSTICES:

Judge Bascom spoke with Supervisor Acunto about a court clerk for next year. The Board may discuss it during the workshop for the Organizational Resolutions.

WATER:

The park water is in. There was a problem with the 3" hydrant that was purchased. It was replaced with a different type of hydrant.

The pump at the pump house was installed for a second time and leaked again. The company is discussing how to solve the problem. They are looking at a mechanical seal. We have been running on one pump for the last four weeks. They expect the pump back next week. We will let the repaired pump run for at least a month before they pull the second pump. The second pump should be rebuilt by the end of the year.

Flags have been placed on the hydrants.

In Water District #2, a family did not pay their water tax. Usually our water district is billed through our county taxes and paid to us. District #2 gets their water through the Town of Ballston. We will get a check from the county and send it back to the Town of Ballston. We haven't had this occur before.

We have had a request for water from a family interested in purchasing a house on Charlton Road. They may or may not be in the water district extension. A determination will be made shortly.

PLANNING:

They have a meeting scheduled for November 19.

HISTORIC DISTRICT:

At there last meeting James Poirier, Chairman of the committee that was going to look into use of the grant money gave a report. They would like to hire a landscape architect firm to do a master plan and grant writing. They felt many of the projects that they would be interested in would be too costly for the grant that they have. They would like to do some lighting of the commercial buildings within the district. They are looking into the possibility of grants for the more costly projects. They will have a representative of the landscape architect firm come and speak with us at the next agenda meeting.

ENVIRONMENTAL CONSERVATION COMMISSION:

There is money in the budget for next year for a hazardous waste collection. The county will not do a collection. Marv did not feel it was a good idea to have it the same weekend as the roadside clean up and tree give away as that is a busy weekend. He does feel that early in the spring is a good time.

COUNCILMAN REPORTS:

Councilman Grattidge - Is looking forward to hearing the presentation of the master plan for the Historic District and being able to tie that together with the planning stages of the new town hall facility.

Supervisor Acunto stated that he had heard from Steve Caine. He is not in the water district but is still on a well and is concerned about the natural drainage from the north side of Charlton Road. There is a drainage pipe that goes under the road and across his property. There will be a meeting with Mr. Caine and Joe Ritchey to try and resolve a problem.

Councilman Mitchell - Nothing.

Councilman Lippiello - He is missing a library meeting that was held tonight. Sympathy to Bob and Gail. He feels the timing of the historic district master plan as well as the ongoing development of the town hall is perfect timing.

Councilman Schroeder - Congratulations to all re-elected incumbents.

HISTORIAN'S REPORT:

"The Way We Were Exhibit" will continue to be shown throughout the area.
A successful Archives Week Program was held at the town hall with the Records Advisory Board and the Historic District Commission.
Laura is now working on the 225th Anniversary of the Revolutionary War project
Laura received a packet of information from the conference on Preserving Historic Barns. It is available to the public.
On October 16 there was a meeting of all historians in Saratoga County led by our County Historian. She is retiring and the search is on for a new County Historian. Laura has spoken with John Simoni with some suggestions.
The State Historian has instructed the town historians that there are seven web sites that all historians should be actively participating in. Laura would like us to be working towards an historian's office in the new town hall with appropriate equipment.
Laura had a call from a Galway student who is interested in doing a project on Isaac Smith Cemetery. Laura will meet with Ron and the highway crew.
Laura received some deeds and indentures from Wes Baxter on Western Avenue. They will be conserved and placed in the town archives.
Laura thanked the Town Board for their meeting last week and discussing the need for more help in the historian's area. We are looking for anyone who would like to serve the community.

PRIVILEGE OF THE FLOOR:

Marv Schorr mentioned that seven or eight people responded to the request in the newsletter to fill a vacancy on the ECC. All of them expressed and interest in doing something in terms of working for the town. There was only one opening on the ECC but there may be other committees or boards that these people might be willing to serve on. Supervisor Acunto read the letter that will be going out to those who were not selected.

Doris Stauffer asked about who we were retaining for the architect services for the town hall.
Supervisor Acunto responded.

The next Agenda Meeting will be November 26 at 7:30 P.M.

The next Town Board Meeting will be December 10 at 8:00 P.M.

After everyone had an opportunity to speak who wished, the meeting was adjourned at 9:00 P.M.
