SUPERVISOR'S REPORT AND ANNOUNCEMENTS:

September review of revenue and expenditures:
General Fund - Expenditures of $39,550.16. Revenue of $172,170.65.

Water District #1 - Expenditures of $3,605.07. Revenue of $3,309.42.

Saratoga County Board of Supervisors has partnered with the Saratoga County Chamber of Commerce. They are providing Saratoga County as a respite area for police and fire personnel that have been working at Ground Zero. Staring next month there will be between 150 and 200 families coming here to spend several days to get away from the city. Housing is being provided free. Transportation is being provided by Amtrack. The Saratoga County Chamber of Commerce is seeking donations for about 7,000 meals for these families. Meals will be discounted by area restaurants. Contributions may be made through the Saratoga County Chamber of Commerce at 584-3255 or e-mail at info@saratoga.org. They will be looking for people to provide transportation while they are here.

The Town has received three bids from architects for services for the town hall. We will be discussing further at the Agenda Meeting.

Supervisor Acunto and members of the Town Board will be meeting with the engineers from NIMO regarding the anticipated project along the gas line in Charlton. The meeting will be Wednesday, September 17 at 10:00 A.M. There is a tentative meeting with Time Warner at 11:30 A.M.

Last night there was a power outage in West Charlton. This created a problem with the traffic light at Routes 147 and 67. West Charlton firemen directed traffic at the intersection. The State Police and Sheriff's Department do not want to put someone at that location because it is not their normal practice. Supervisor Acunto wants to discuss with DOT the possibility of putting a battery backup on that light or some type of pigtail coming off of the box where the fire department can install a portable generator and keep that light going.

This morning there was a very bad school bus accident in town. There were no severe injuries. Three children and the bus driver were taken to the hospital to be checked out. Supervisor Acunto praised the Ballston Lake Ambulance Squad, our local firemen and others who turned out to help. The driver behind the bus never saw it stop because she was blinded by the sun.

COMMUNICATIONS:

At the last town board meeting a resolution was adopted for a speed reduction request on Maple Avenue. The next day Supervisor Acunto received a letter from Mr. and Mrs. Doyle who live on the north end of Maple Avenue known as Featherbed Lane asking for that part of Maple Avenue to be included. We will be amending last month's resolution to include Featherbed Lane.

Supervisor Acunto received a letter from the Board of Elections stating what the question will be at the November election regarding the referendum for an assessor. It will read, "Shall Local Law #2 of 2001 which provides for a single elected assessor for the Town of Charlton be approved?"

The Town Board members each received a letter from Ken Balch, one of our voting machine custodians, asking that the custodians receive additional compensation because the primary was cancelled and had to be rescheduled doubling the work of the voting machine custodians. After a short discussion it was decided this would be discussed further at the agenda meeting.

HIGHWAY:

They are working on the sanders and plows. They are doing brush pick up. Supervisor Acunto thanked Ron and the highway department for their help with the accident on Stage Road.

WATER:

John has not heard from the repair company that has the water pump. He believes that all the parts are in. We will be amending the resolution that was passed last month regarding the cost of the repairs for the pump. The cost of repairs has increased from $5,500.00 to $6,500.00. All the hydrants have been changed except the one by the park.

Supervisor Acunto and Councilman Lippiello are scheduled to meet with Time Warner on October 17 to finalize the franchise agreement with them.

PLANNING BOARD:

They will be meeting next Monday.

PARK COMMITTEE:

Ron asked when he could take down the nets at the tennis court. He was told they should be up until Thanksgiving.

HISTORIC DISTRICT COMMISSION:

There was a meeting of the residents of the Commission to discuss what would be done with the $50,000 grant the Commission received from NYS. They have formed a new committee whose Chairman is Jim Poirier. Members are Jim, his wife and Chris and Dean Widay. They will discuss all of the options that have been presented. There will be a meeting of the Commission later this month.

HISTORIAN:

This week is Archives Week. There will be a program here tomorrow night, "History Fast From The Past". It will be a computerized presentation.
An Archives Week Dinner was held last Wednesday evening at the Canfield Casino in Saratoga celebrating the Saratoga County "The Way They Were Project".
The Veteran's Monument was dedicated on September 22 at the Saratoga Battlefield. We have 13 Charlton veterans on that monument.
The 225th Anniversary of the Revolutionary War is being planned for next year. There will be many events in our area.
Laura attended a conference on preserving historic barns. There have been several requests from our community. Supervisor Acunto asked how many barns would qualify in our town. Laura said she has not done a survey of the barns.
Our County Historian is retiring. They will be looking for someone to fill the position.

ENVIRONMENTAL CONSERVATION COMMISSION:

Supervisor Acunto reported that the town received a complaint last week about an illegal dump. Marv has looked into it and informed DEC but there is no problem.

COUNCILMAN REPORTS:

Councilman Mitchell - Attended the Archives Dinner, the Burnt Hills Library Dedication and the dedication of the Veteran's Monument this month. They were all very nice events.

Councilman Lippiello - A meeting with Time Warner will be held on Wednesday. He has already covered any information concerning water. Our thoughts are with those people who may have been affected by the incident on September 11.

Councilman Grattidge - Thanked everyone who participated in the Historical Society's Ox Roast. There was a lot of hard work done by the volunteers. Condolences to all those affected by the tragedy of last month.

Supervisor Acunto reported that he made a suggestion to the Saratoga County Public Safety Committee regarding being able to notify people in case of any kind of emergency. They have formed a Reverse 911 Committee. This committee will be working with Emergency Services and the sheriff's department. This would involve a software package that could pinpoint where an emergency, such as a severe storm, might occur. Each family in the area would be notified.

PRIVILEGE OF THE FLOOR:

Jim Wait was present representing the Charlton Snowmobile Club. He asked if the club could use their snowmobile trails which run across town property. He was given permission to do this. Councilman Grattidge reminded Jim that there was a problem last year because members were riding snowmobiles between the snow banks and the road and this was construed as riding on the road and people were given tickets. Jim said this has been straightened out with members.

George Fox of Stage Road expressed concern over people leaving the town parklands and coming onto his property. He has a pond in the rear of his property near the park's property line. People are putting tents up on his land, leaving cans and beer bottles and starting campfires. He believes there is a mutual issue of liability. The swings and slides in the park are no more than 10 feet from his property line. He is concerned a small child may leave that area and become injured. There are no boundaries marked in the park, there are no restraints and no "posted" signs. He has attempted to post the entire property line but the signs were torn down even when they were put up 6 to 7 feet. He went along the path that has been made from the park to his property and posted private property signs along the path. That did not work. He contacted George Eggleston and was told there were no meetings planned for the Park Committee and he should come to the Town Board. He would like to see the town work with him regarding this issue. George suggested signs indicating private property and parkland, police patrols and if this doesn't work possibly putting up a fence. He extremely concerned about the liability issue and feels we both need to protect ourselves. George would like the Town Attorney to look at what our liabilities are. Supervisor Acunto will set up a meeting with the Town Attorney, the Town Board and representatives of the Park Committee, contact the constables tomorrow about patrols and discuss with Ron putting up some kinds of signs.

Doris Stauffer thanked everyone who assisted at the accident this morning. The bus had stopped to pick up her grandson.
