SUPERVISOR'S REPORT AND ANNOUNCEMENTS:

August review of revenue and expenditures:
General Fund - Expenditures of $29,125.30. Revenue of $77,266.85.
Highway Fund - Expenditures of $69,014.01. Revenue of $180.34.
Water District #1 - Expenditures of $4,769.71. Revenue of $10,327.59.
Water District #2 - Expenditures of $142.86. Revenue of $3.19.

Major expenditures:
General Fund - Utilities of $1,000.93. Contractual expenditures for ambulance squads of $2,125.00, Library Contractual of $10,500.00 and Contractual for signs of $3,000.00.
Highway Fund - Maintenance of Roads of $11,598.l5 and Machinery and Equipment of $33,899.99.
Water Fund - Contractual of $1,827.72.

Major revenue:

Maggie Schmidt and the ZBA members will be reviewing and preparing a draft of a cell tower ordinance and reviewing the language in the zoning ordinance regarding Special Use and Special Exception Permits

The Burnt Hills Library dedication is scheduled for this Saturday at 10:00 A.M.

The County Board of Supervisors will be dedicating the Veterans Memorial at the Veteran's Cemetery on September 22 at 10:00 A.M. Buses will be available on a first come, first serve basis at the Town of Ballston Town Hall. You must call Muriel Swatling to make reservations.

The revised town Zoning Ordinance is also available now on disc and CD. Torben Aabo has done this for us. They will be sold at the same price as the Zoning Ordinance of $10.00. It is also available on our Internet web page.

Our random drug testing contract with Medworks is no longer in existence because they went out of business for two weeks and then started back up. We have begun a drug testing contract with Wilton Medical Arts. Supervisor Acunto will send the necessary paperwork tomorrow.

There will be a budget workshop for the 2002 Budget on October 15 at 7:30 P.M. A Public Hearing will be held on October 29 at 7:00 P.M. The budget will be adopted at the November 12 Town Board Meeting.

The county surplus distribution check arrived several weeks ago. The total amount is $73,946.00. We received a letter from the Park Committee requesting approximately $10,000.00 to resurface the tennis courts as well as some painting of the gym equipment. Supervisor Acunto suggested taking a portion of the surplus and using it toward that, using $23,000.00 for paving and put the balance into the building reserve fund.

COMMUNICATIONS:

Supervisor Acunto received a request from residents of Maple Avenue for a speed reduction to 45 MPH the entire length of Maple Avenue, from the hamlet to Route 67. The basic procedure is to accept the request, sent it to the county and then it goes to the state.

We received a notification from the Town of Galway that they are reviewing a subdivision within 500 feet of our town line. It is the property of Norman Pikul.

Time Warner has notified us that there will be an increase in the Road Runner service rates effective October 1. Councilman Lippiello stated that we are in the midst of accepting a franchise agreement with Time Warner. We are attempting to have a Road Runner line placed in the town hall, as we do not have a library in town. After Supervisor Acunto and Councilman Lippiello discuss the agreement with Time Warner, it will be brought to the town board, a public hearing will be held and then it will be decided if the town will accept the agreement.

CONSTABLES:

They are having some problems with the new police car keeping it running. We are adding the cost of a new police car to replace the old one in next year's budget.

HIGHWAY:

We are putting shoulders on Division Street and will be working on Finley Road. Shoulder work is needed in Komar Heights. If the weather holds we will do more paving.

WATER:

One of the pumps at pump house has been pulled and is being looked at. It needs to be reconditioned. Jim Mitchell has responded to the engineering request on the Crooked Street project. He has accepted conceptual design of the storage facility for that building site.

PLANNING BOARD:

They have a meeting next Monday.

ZONING:

For August they collected a total of $1,119.00. They are very busy right now.

ZBA:

They will be reviewing a cell tower ordinance for the town.

Supervisor Acunto received a voluminous document from NIMO about the proposed gas substation. The Town Attorney has reviewed the information. Supervisor Acunto will place a letter from him in everyone's mailbox tomorrow. The Town Board may need to meet with Mr. VanVranken at the next Agenda Meeting.

HISTORIC DISTRICT COMMISSION:

The Commission has prepared a letter to go to the residents of the Historic District. There will be a meeting at the Town Hall on September 19 to discuss the use of the $50,000.00 grant. Several ideas have been presented in the letter. An executive session will be held after the Town Board Meeting to discussing adding a member to the Commission.

HISTORIAN:

Laura reported that this month the historians have been asked to attend the following meetings:
Sept. 12-14 - A Government Technology Conference
Sept. 12 - 225th Revolutionary War Anniversary Committee
Sept. 19 - Historic District Commission Meeting and a meeting in Albany on history
and art regarding the Heritage Trail
Sept. 22 - Dedication for the county Veteran's Monument at the National Cemetery
Sept. 28 - Brookside Museum will celebrate its 30th Anniversary
Sept. 29 - The NYS Barn Coalition Annual Conference at Silver Bay
Sept. 30 - Oct 2 - Meeting of the Association of Public Historians of NYS in Syracuse

We also have our county display for Archives Week project, "The Way We Were". We are to meet with the County Clerk on Sept. 19 to review that project and take shifts when it is shown at the two malls in Saratoga County on Oct. 6 -14 with a dinner on Oct. 3 for Archives Week.

Laura asked for a Deputy Historian who is interested in attending meetings, planning and learning to be an historian. Laura has a deputy but she is not interested in these areas.

Laura has been asked by the Town of Galway to help support a special bill at the federal level honoring Joseph Henry.

Laura received a call from Dave Pohl that children have been in the Condi Cemetery and a couple of stones were pushed over. Ron will look at them. Laura is attempting to educate the children at Charlton Heights School regarding the importance and care of our cemeteries.

ENVIRONMENTAL CONSERVATION COMMISSION:

Frank Wroblewski has left the area so there is an opening on the commission.
The radio tower us up at Charlton Heights School. It was reviewed from both a health and visual standpoint. It is 100 or 110 feet high.
Marv reported that the pro-active measures the town took in the spring by placing dunks in town owned ponds really helped prevent a problem with mosquitoes and the West Nile Virus.

RECORDS ADVISORY BOARD:

The volume we are having preserved this year has been sent to Brown's River Preservationists.
There will be an Archives Week Program on October 10 at the Town Hall. The program will be entitled "History Fast from the Past" and will be presented by the County Clerk Kathleen Marchione and Local Government Records Services Regional Advisory Officer, Ann Marie Przbyla. They will take us on line to link up with our local history.

COUNCILMAN REPORTS:

Councilman Lippiello - The dedication of the Burnt Hills Community Library is this Saturday at 10:00 A.M.

Councilman Schroeder - Nothing.

Councilman Grattidge - The Ox Roast will be September 29. The town web site is quite extensive. The address is www.townofcharlton.org.

Councilman Mitchell - We are reviewing the newsletter now. In a couple of days it will go to the printer. We had talked in the past about passing a local law to protect the abandoned cemeteries in town. The local law would prohibit construction within 100 feet of a cemetery. Dot has the wording for that. She offered her condolences to the Pashley family and to recognize Vern's life long dedication to the fire departments and the Harmony Community Center.

Supervisor Acunto received a call from Tar Riedinger regarding the addressing of the newsletter. For a minimal cost, they will return the undelivered mail which would allow Joyce to clean up the addresses.

PRIVILEGE OF THE FLOOR:

Paul St. John asked what material would be used in resurfacing the tennis courts. Supervisor Acunto said it was a special surface material similar to what is on there. Paul said that he thought that if it was not done by September 15 or 20 that we should put it off until warmer weather. We would get double the life. Councilman Schroeder will discuss it with the Park Committee.

Paul asked if we had a map that shows where the cable TV service currently exists in town. Councilman Lippiello said that he has a copy of a map that tells us supposedly where it is and where they anticipate adding cable this year. It may not be what exists but it is what they are telling us exists. He will get Paul a copy.

Edith Shoene expressed concern over a meeting held in March in the afternoon regarding the town assessors. Supervisor Acunto stated that it was a workshop meeting for the Town Board with Carol Holley of the Saratoga County Real Property Tax Office but the public was invited. He also stated that we had two separate public hearings which were both held in the evening. Gail will provide Mrs. Schoene with a copy of the public hearing minutes.

The next Agenda Meeting will be September 24 at 7:30 P.M.

The October Town Board Meeting will be on Tuesday, October 9 at 8:00 P.M.

The ZBA has a hearing on October 9. It will be held at Charlton Heights School at 8:00 P.M.

Paul St. John asked how they would advertise the permissive referendum that will be on the ballot in November. Councilman Mitchell said that that would be mentioned in the newsletter.
